- New NBER Working Paper (with Barry Eichengreen and Gregory Donnat): From Stocks to Flows: Debt Service and Fiscal Sustainability. The paper revisits fiscal sustainability by showing that governments respond primarily to debt-service costs rather than to the level of public debt itself.
