Allows you to add information to the URL to create pre-filled eforms.
For example:
"https://istart.yourschool.edu/istart/controllers/client/ClientEngine.cfm?serviceid=YOURSERVICEID&clientField001=this+is+a+test"
will pre-fill clientField001 with "this is a test"
