1.1 - MICHAIEL/DK

I initially headed this grouping as the Council of 5. But after a quick comparison, I saw the error that I fell into.

No ... this is NOT the same Council of 5 mentioned in the Alien Races Book.

But perhaps there is some overlap, because you can clearly see that Michaiel/DK's group has 9 members. So what's with the '5'?

Maybe the Council of 5 has a representation in the Council of Councils.

Or ... maybe the Council of Councils has representation on the Council of 5.
