RESCOM: Community-Led Disaster Preparedness
RESCOM (Resilient Communities Program) is a community-based disaster preparedness and response program designed to strengthen the ability of neighborhoods, barangays, and local groups to protect themselves before, during, and after disasters.
Instead of relying only on outside responders, RESCOM focuses on people power—helping community members organize, share skills, and build systems of mutual aid. The program emphasizes practical knowledge, collective action, and local leadership, recognizing that communities are always the first line of defense in times of crisis.
Through RESCOM, communities learn:
Basic disaster preparedness and risk awareness
Community-led search and rescue principles
Mutual aid and collective care during emergencies
Coordination, communication, and local decision-making
Long-term resilience in the face of climate-related risks
RESCOM is participatory, inclusive, and grounded in the realities of each community. Activities are adapted to local needs, capacities, and contexts.
