"While San Diego garnered a foothold in the industry via Stu Segall Productions [in the 90s], further agglomeration has not occurred, and the demise of the film commission in 2013 following city budget cuts is telling: while the sale of glamour may sometimes work, when it comes to budgeting a city's balance sheets, a working film commission is expendable" (Lukinbeal and Sharp 2017: 148).
