Think back to July 1st, 2019. The long history of the relationship between Hong Kong and the People's Republic of China was coming to a head. In the past and coming months, the people of Hong Kong rose up in revolt, protesting what they called Chinese authoritatianism over their fragile democracy. It is time for you to set foot in a specialized committee to determine the role of Hong Kong in the coming years. Will Hong Kong remain sovereign? But you must also think beond that. What will happen to this region afer the dust settles? What is the role of climate change in our future? Can we overcome divisions? Whether your character is staunchly a democrat, or in favor of the benefits that Chinese integration could bring, the looming threat of disaster can be a strong unifying force.
Hong Kong Rising will consist of the Special Committee on the Administrative Regions of China (S.C.A.R.C.). The committee was created on July 1st of 2019 in response to Hong Kong protests; however, the committee will also be addressing climate change (see topics’ section below). Climate change was decided to be a secondary interest of the committee due to the rare opportunity of the members of China, Hong Kong, Macau, and Taiwan to all collaborate on the issue in a shared space.
Hong Kong Rising will not require the submission of a position paper or any documents prior to committee. Spend your time researching your crisis and your character.
Below, you will find the background guide for this committee. To use the hyperlinks and the the table of contents, you may open the guide in a new window and download it.
