The Protected Reading List of the Wilson County School System is a list of books that are reserved for class study at specific grade levels in order to better ground students in different types of literature. Teachers may not teach any piece of literature that is listed as protected at another grade level. Charles N. Quigley was one of the most prominent curriculum, framework, and program developers in the field of civic education. Prior to the founding of the Law in a Free Society Project of the State Bar of California in 1970, Quigley was executive director of the Committee on Civic Education, an interdisciplinary faculty committee at the University of California, Los Angeles founded in 1965. He was also the author and editor of many textbooks, curricular materials, and articles on civic education. Quigley was the principal creator of We the People: The Citizen and the Constitution, Project Citizen, the CIVITAS Model Civic Education Curriculum Framework Project; the National Standards for Civics and Government; and the Civitas International Programs. Quigley served as a senior consultant and organizer for numerous civic education reform efforts, including two White House conferences, four Congressional Conferences on Civic Education, and the National Commission on Civic Renewal. He was selected by the secretary of education to be the principal respondent to the NAEP Civics report in 1999. In May 2011 he and Justice Sandra Day O'Connor were selected by NAEP to respond to the release of the 2010 NAEP Civics Report.

The Fort Bend ISD Textbook Department provides each teacher and student with the necessary state-adopted books by managing the district's textbooks and Instructional Material in the most effective and efficient way. By working closely with the Curriculum Department, the Textbook Department coordinates the review, adoption, purchase and distribution of instructional materials throughout the District.

The reviews of programs recommended by the State Textbook and Instructional Materials Quality Commission for inclusion on the Official List of Textbooks and Instructional Materials were prepared by committees of classroom teachers and other experts (state advisory panels) and approved by the commission. The reviews are conducted for the twofold purpose of assisting the commission in formulating the official list and of assisting local adoption committees in selecting the textbook programs which best meet their local needs.

The Section C Reviews file will direct you to the Section C Advisory Panelists' Reviews for all textbooks and instructional resources which were submitted and reviewed. It does not include textbooks and Instructional Resources which were either not bid or were withdrawn after failing to meet all of the required components of section 1 of the screening instrument.

The OER textbooks are available in digital formats for free under a creative commons license. These digital documents can be used and adjusted to support teacher and student needs. They can be loaded onto student electronic devices or printed in their entirety or as individual pages through school or district printing services. Formatted OER textbooks are also available to purchase in bulk at a low cost using a state printing contract.

New for 2022

 The OER textbooks were revised in the spring of 2022. Currently, the revised versions are only available in English. Revised textbooks in other languages are yet to be translated.

Important Note: The OER Textbook Project works very hard to ensure that only materials with an open "creative common" license are used. After a copy is made, it is the responsibility of that person to assure that any content, pictures, illustrations, diagrams, etc. added to the adapted books are free of a private copyright license. The person who adapts the textbook is solely responsible for consequences regarding breaking regulations with these copyrights.

The Utah Core Standards support student access to increased non-fiction/informational text to ensure that all students are prepared to meet the reading and cognitive demands of college and careers. These Open Texts provide access to grade-leveled and grade-appropriate readings and learning tasks to support the Core by providing a wide range of informational and literary non-fiction texts.
