RTI:
In examining program effectiveness for possible use in an RTI format, there are several issues to consider. First, the application “research-based” is often applied to programs by publishers only because the program includes activities that address the five areas studied by the National Reading Panel (Ivey, 2008). They may never have been examined using the type of research demanded by the government. Second, even if experimental or quasi-experimental studies have been conducted and a program has shown to be effective, that does not mean that all students demonstrated growth. Some did not and some may have exhibited only marginal growth. Third, a program is only as good as the teacher who uses it. A well-researched and effective program can easily fail in the hands of a poor teacher. Successful application of even a scripted program requires teacher expertise and sensitivity to the needs of the students, particularly those who do not seem to profit from program activities. Fourth, it is important to clarify that a research base, whether experimental, quasi-experimental, or qualitative in nature, can refer to an entire program or to components within a program. A program may not have been researched as a whole, but it may contain elements or practices that have.
