Shelf clouds are a type of Arcus cloud that form towards the leading edge of storms. They form as sheets in the sky or "shelves" hense the name. The opposite of a shelf cloud is a wall cloud which tipically form near the back of a storm. Shelf clouds are formed when air cooled from rain meets warm and moist air ahead of it and pushes it up and out of the way.
