The Department of the Interior and Local Government (DILG) Regional Office 10, through the Local Government Monitoring and Evaluation Division (LGMED), successfully conducted the LGMED iSHARE: Training on Basic Life Support on February 1-2, 2024, at the DILG Regional Office 10. This two-day training was designed to equip participants with essential life-saving competencies, focusing on emergency response, cardiopulmonary resuscitation (CPR), and the use of an automated external defibrillator (AED).
Fifteen (15) personnel from LGMED participated in the training, which was facilitated by expert resource speakers from the Bureau of Fire Protection (BFP) Region 10 and the Cagayan de Oro City Disaster Risk Reduction and Management Department (CDRRMD-CDO). The training emphasized the importance of timely and effective emergency response in sustaining life and minimizing the impact of respiratory and cardiac emergencies while observing proper infection control protocols.
The activity commenced on February 1, 2024, with an opening message from LGMED Chief Corazon S. Vicente, who underscored the importance of the training in enhancing the department’s capacity to respond to emergencies. She expressed her gratitude to the resource speakers for sharing their expertise and to the participants for their commitment to learning life-saving techniques.
HIGHLIGHTS OF THE TRAINING
The training covered a comprehensive set of topics aimed at preparing participants to respond to medical emergencies effectively. These included:
Introduction and Pre-Test Examination – Participants were introduced to the facilitators, underwent a leveling of expectations, and took a pre-test to assess their baseline knowledge.
Principles of Emergency Care – This session focused on the fundamental principles of emergency response, including protection against further injury, preservation of life, promotion of recovery, and injury prevention.
Introduction to Basic Life Support (BLS) – Participants learned about the chain of survival, early recognition of cardiac arrest, and the neurological, circulatory, and respiratory systems' roles in emergency response.
Cardiopulmonary Resuscitation (CPR) – The session covered the proper execution of CPR on adults and infants, including chest compressions and rescue breathing techniques.
Automated External Defibrillator (AED) Usage – Participants were trained on the correct procedures for using an AED, analyzing heart rhythms, and delivering shocks when necessary.
Rescue Breathing for Respiratory Arrest - The discussion covered various causes of respiratory arrest, such as drowning, stroke, poisoning, and suffocation, along with intervention techniques.
Foreign Body Airway Obstruction (FBAO) - Participants were taught to recognize and respond to choking emergencies using techniques such as the Heimlich maneuver for both adults and infants.
HANDS-ON PRACTICAL TRAINING
In addition to lectures, the training featured a practical hands-on component, where participants engaged in:
Demonstrations of CPR techniques for adults and infants
AED application exercises following the four universal steps: power on, attach pads, analyze rhythm, and deliver shock
Foreign Body Airway Obstruction Management simulations for both adults and infants
Return demonstration assessments to evaluate proficiency in performing CPR and first-aid techniques
On February 2, 2024, the participants underwent a post-test examination and practical evaluations, demonstrating their ability to perform the learned techniques accurately. The training concluded with a graduation ceremony, where participants were recognized for their successful completion of the program.
The LGMED iSHARE: Training on Basic Life Support is part of DILG Region 10’s continuous efforts to enhance the capabilities of its personnel in emergency response. By equipping employees with critical first-aid and life-saving skills, the department strengthens its commitment to workplace safety, public service excellence, and disaster preparedness.
