Republic Act No. 7160, otherwise known as the Local Government Code of 1991 particularly Section 16 thereof mandates that all local government units (LGUs) shall ensure and maintain peace and order within their respective areas of jurisdiction. Likewise, Section 116 states that a Peace and Order Council (POC) shall be established in every Province, City and Municipality. Pursuant to Executive Order No. 773, series of 2009, entitled: “Further Reorganizing the Peace and Order Council”, the DILG issued Memorandum Circular No. 2019-143, entitled: “Guidelines for Peace and Order Councils (POCs)” which mandated the creation of POCs in every level (regional, provincial, city, municipal and barangay). Same issuance also provides that POCs shall conduct regular meetings to ensure the effective and efficient performance in the implementation of programs, projects and activities aimed to curb anti-criminality, anti-insurgency, threats to human and environmental security, and anti-illegal drugs to ensure peace and order, and public safety within their respective areas of responsibility.
Peace and Order Councils shall create a Special Action Committee on Anti-Insurgency and Anti-Criminality, Crisis Management, and other SACs, to prevent or address the issues or incidents on peace and order and public safety.
Peace and Order Councils shall create a Technical Working Group for the purpose of POPS Planning, following the guidelines prescribed by DILG MC 2019-143 and other DILG issuances on the tools and processes on POPS Planning.
The composition of the POPS Plan Technical Working Group are as follows:

Province/City/Municipal Budget Officer;
League of City/Municipal Federation Presidents (for Provinces);
Liga ng mga Barangay President (for City/Municipality); Highest Ranking Regional/Provincial/City/Municipal PNP Officer; Highest Ranking Regional/Provincial/City/Municipal AFP Officer;
IPMR, wherever applicable; Highest Ranking Region/Province/City/Municipal DILG officer;
Provincial/City/Municipal Social Welfare and Development Officer;
Provincial/City/Municipal Environment and Natural Resources Officer;
Province/City/Municipal DRRMO Representative; CSO Representative; and Other members deemed imperative and responsive to the local conditions
PEACE AND ORDER AND PUBLIC SAFETY PLAN
The POPS Plan must be formulated within the first 200 days of the new LCE through the POC, specifically the POPS Plan TWG.
The POC Secretariat shall orient the POPS Plan TWG regarding their duties and responsibilities as well as the tasking.
Using the gathered data, the POPS Plan TWG shall draft the POPS Plan using the POPS Plan Workbook with the following outline:

b. POPS Situation
c. Priority POPS Challenges
d. Objectives, Strategies, Targets, Indicators, and Baseline Data
e. Critical PPPSAs
f. Funding Requirements
g. Actual Allocation
h. Reporting Form 1
i. Reporting Form 2
j. POC Secretariat Report
h. POPS Plan Summary
The POPSP-PCMS is a system that monitors the POPS Plan implementation of LGUs. It simplifies the process of planning and implementation in terms of monitoring and report generations. It also assists LGUs in determining the allowable Confidential Fund (Annual Computation of CF) per JMC No. 2015-01 dated January 8, 2015 entitled “Guidelines on the Entitlement, Release, Use, Reporting, and Audit of Confidential and/or Intelligence Funds”. User Access: DILG users can access the system through intranet.dilg.gov.ph while Non-DILG users (LGUs) can access the system through pops.dilg.gov.ph.
