Regional Oversight Committee on Barangay Drug Clearing (ROCBDC) 10

The Regional Oversight Committee on Barangay Drug Clearing Program (ROCBDC) is the duly authorized committee which has the power and functions to declare, defer, retain, validate, verify and to confirm drug affectation status of barangay, municipality,/city, and province.

Composition

Chairperson - RD, PDEA

Vice-Chairperson - RD, DILG or an Authorized Permanent Representative

Members - RD, PNP or an Authorized Permanent Representative

- RD, DOH or an Authorized Permanent Representative

Role

• Assess and evaluate the veracity of the documents submitted by applicant for Drug Cleared or Drug-Free Barangays, Municipalities/Cities, or Provinces

• Responsible in declaring Drug Affected Barangays, Municipalities/Cities or Provinces Drug-Cleared after satisfying all the parameters set forth by this regulation

• Responsible in confirm Drug Unaffected Barangays, Municipalities/Cities or Provinces as Drug-Free after satisfying all the parameters set forth by this regulation

• Issues a Resolution for Retention of Drug-Cleared Status or Drug-Free Status to Barangay with no Presence of Active PWUDS, pushers, drug den maintainers, coddlers, protectors, financiers, cultivators, manufacturers and other, and/or Relapsed cases

• Issue a Resolution for Presence of Active PWUDs, pushers, drug den maintainers, coddlers, protectors, financiers, cultivators, manufacturers and others, and/or Relapsed Cases concerned BADAC for appropriate intervention

• Direct the conduct of Drug test of rehabilitated PWUDs who underwent General Intervention, Community Based Drug Rehabilitation Program, Drug Treatment and Rehabilitation Program, and Drug reformist who underwent intervention program under Balay Silangan

• Issue a Resolution of Revocation to Drug-Cleared or Drug-Free Barangays, Municipalities/Cities or Provinces Status for failure to comply with the requirement set forth by the Regulation

• Ensure that all policies, decisions and recommendations of the committee are supported by corresponding Resolutions

• Recommend programs/activities for the enhancement of BDCP implementation

A. Assess and evaluate the veracity of the documents submitted by applicant for Drug Cleared or Drug-Free Barangays, Municipalities/Cities, or Provinces

The Barangay Shall reactivate and revitalize its BADAC pursuant to the provisions of DILG MC No. 2015-63 re: "Revitalization of the Barangay Anti-Drug Abuse Council (BADAC) and their role in Drug Clearing Operations"

B. Ensure that the following documents are included in Folder 1, "TAB B" (application for drug clearing):

1. BADAC Reactivation Resolution

2. BADAC Revitalization Resolution

3. Monitoring Mechanism

4. Barangay Annual Investment Plan (AIP) highlighting the budget for Anti-Drug Initiatives
