Technical Guidelines For the Institutionalization of the LGU Resilience Readiness Monitoring Framework

The LRRMF initiative aligns with Section 7 of the Republic Act No. 11292, or “The Seal of Good Local Governance Act of 2019.”  It is an evidence-based approach to gauging the relative adequacy of local risk governance practices, actions, and measures in DRRM and CCA.  It also intends to scale up the current disaster preparedness metrics and harmonize with risk governance performance assessment programs such as the SGLG, Gawad Kalasag Seal, infrastructure audit, and BDRM plan quality checks.

This framework will cover the performance of local government units (LGUs) in relation to hazards, exposure, and vulnerability compared to their capacity.
