Financial Administration

Refers sensitivity to the needs of the disadvantaged sectors like women, children, senior citizens, indigenous peoples and person with disability (PWDs), among others, the provision of support to basic education, access to social services and participation of the sector(s) in local special bodies. Indicators are as follows:

• Functionality of the Violence Against Women (VAW) Desk, which can be accessed in VAW Desk Form 1 of DILG MC No. 2017-114

• Access to health and social welfare services in the barangay

• Functionality of the Barangay Development Council (BDC), which can be seen in Annex 3 and 4 of DILG MC No. 2019-69

• Representation of CSOs in the Barangay Based Institutions (BBIs), which is recorded in the Report on the Accreditation and Representation of Barangay Based NGOs to Barangay Based Institutions of DILG MC No. 2018-146

• Barangay Registration of Kasambahay and Establishment of Kasambahay Desk per MC No. 2013-61 and MC No. 2017-33;

• Functionality of the Barangay Council for the Protection of Children (BCPC) which can be seen in LCPC Form 1-A of DILG MC No. 2008-126 dated August 21, 2008,

• Allocation for the Annual Gender and Development (GAD) Plan and Budget which can be seen in Annex D-1 of PCW, DILG, DBM and NEDA JMC No. 2016-01 dated January 12, 2016.

Refers efforts in encouraging business and employment through the systems and structures and/or legislation in place to support the promotion of such locality. Indicators are as follows:

• Enactment of Barangay Tax Ordinance Enactment of an ordinance relative to Barangay Clearance fees on business permit and locational clearance for building permit as provided under Item 6.3.2.1 of DILG MC No. 2019-177 dated October 17, 2019

• Approval of a resolution authorizing the City/Municipal Treasurer to collect fees for Barangay Clearance for Business Permit and Locational Clearance purposes as provided under Item 6.3.2.2. of DILG MC No. 2019-177 dated October 17, 2019

• Issuance of Barangay Clearance within seven (7) working days (for businesses which do not require occupancy permits). For locational clearance, issuance of Barangay Clearance in not more than three (3) working days from application at the city/municipality.

Refers to conscientious preservation of the integrity of the environment by complying, at the minimum, with the provisions of the Republic Act No. 9003, otherwise known as the Ecological Solid Waste Management Act of 2000, as follows:

• Presence of a Materials Recovery Facility (MRF)

• Presence of a collection system to ensure Segregation of Wastes at Source

• Functionality of the Barangay Ecological Solid Waste Management Committee

Barangay Assessment

4.4.1 Barangay Assessment - The Sangguniang Barangay Members, together with the Sangguniang Kabataan, shall participate to ensure a comprehensive assessment.

Roles and Responsibilities:

• All PBs shall ensure the submission of the Barangay Documentary Checklist and all required MOVs to the SGLGB Assessor (City Director or City/Municipal Local Government Operations Officer (C/MLGOO);

• In adherence to the Instructional Guide on the Packaging and Documents (Annex 2), all PBs and Barangay Secretaries (BS) shall ensure proper compilation of documentary requirements and MOVs in hard copies

• The BS shall scan the packaged documents and submit the PDF file to the C/MLGOO and

• The BS shall retain the original hard copies of the submitted documents in case of on-site inspection of the SGLGB Assessors of Validation Teams

Component City/ Municipal Assessment

The CC/M SGLGB assessor shall have the following roles and responsibilities:

• Ensure the completeness of MOVs based on the submitted Barangay Documentary Checklist ;

• Evaluate barangay performance based on the indicators in the DCF, Technical Notes vis-a-vis the submitted MOVs

• Ensure that all barangays are assessed on the three (3+) Core and three (3) Essential Governance Areas to be considered as participating barangays, in line with the SGLG's Test of Results - Acceptability.

• Accomplish the DCF

• Encode assessment data in the SGLGB Google Sheet based, and upload MOVs of Potential Passers to the SGLGB Google Drive. 

• Accomplish the C/MCPAF

• In the event that the brgy. in the C/M cannot be assessed, the Assessor shall indicate the name of the brgy. and the reason for the inability to assess it in the annex of the C/MCPAF.

• Submit the scanned copy of the signed DCF and C/MCPAF to the Provincial Performance Assessment Team (PPAT) through the SGLGB Google Drive

• Ensure completion of the assessment, certification and encoding within the scheduled time frame. 

Highly Urbanized City/Independent Component City (HUC/ICC) Assessment

•  Ensure the completeness of MOVs based on the submitted Barangay Documentary Checklist;

• Evaluate barangay performance based on the indicators in the Technical Notes vis-a-vis the submitted MOVs

• Ensure that all barangays assessed on the three (3) Core and three (3) Essential Governance Areas to be considered as participating barangays, in line with the SGLG's Test of Results-Acceptability

• Accomplish the DCF

• Encode assessment data in the SGLGB Google Sheet based, and upload MOVs of Potential Passers to the SGLGB Google Drive

• Accomplish the C/MCPAF

• In the event that the barangay in the HUC/ICC cannot be assessed, the Assessor shall indicate the name of the barangay and the reason for the inability to assess it in the annex of the C/MCPAF

• Submit the scanned copy of the signed DCF and C/MCPAF to RPAT through the SGLGB Google Drive

• Ensure the completion of the assessment, certification and encoding within the scheduled time frame.
