Following the recommendations of the 2012 study entitled “Towards More Effective Local Councils for the Protection of Children (LCPCs) in Child Rights Responsive Governance in the Philippines”, the Department of the Interior and Local Government (DILG) and the Council for the Welfare of Children (CWC) developed and launched the Child-Friendly Local Governance Audit (CFLGA) in 2014. The CFLGA is a results-based assessment tool and an annual mandatory audit designed to gauge the level of performance of local government units (LGUs) insofar as implementing programs and instituting measures to uplift the welfare status of the children. Under the CFLGA, the LGUs are assessed based on set indicators.
LGUs that pass the CFLGA are conferred with the Seal of Child-Friendly Local Governance (SCFLG) by the CWC Board. The SCFLG is a requirement for both the Seal of Good Local Governance and the Presidential Award for the Child-Friendly Municipalities and Cities.
The objective of the CFLGA is to assess the performance of the LGU in implementing child-friendly policies, programs, projects, and services. More specifically, it seeks to:
To determine the level of performance of the LGUs;
To identify priority areas to improve the situation of children;
To utilize CFLGA result as basis for planning and programming;
To determine areas for technical and/or financial assistance; and
To recognize good LGU performers
The CFLGA data and results may serve as the basis for LGUs and national government agencies (NGAs) to identify strengths, weaknesses, and opportunities in child rights responsive governance which can answer the following strategic points:
What the LGUs are (currently) doing;
What the LGUs should be doing;
What the LGUs can do more; and
How the NGAs can support the LGUs.
This policy, in conjunction with the DILG-DSWD-DepEd-DOH JMC 2019-01, shall cover all local government units - provinces, cities, municipalities, and barangays;
The NBOO - CCDD shall serve as the overall lead in the implementation of the program;
All DILG Regional and Field Offices (DILG-RO and FO) primarily involved with the CFLGA implementation;
CFLGA Core Group member government agencies and its Regional and Field Office primarily involved with the CFLGA implementation, in particular,
Department of Social Welfare and Development (DSWD) and the Council for the Welfare of Children (CWC)
Department of Education (DepEd) and the Early Childhood Care and Development Council (ECCDC)
Department of Health (DOH) and the National Nutrition Council (NNC)
Department of the Interior and Local Government (DILG) and the National Youth Commission;
National Council for Social Development (NCSD);
Department of Labor and Employment (DOLE);
All Concerned DILG-Central Office (DILG-CO) Bureaus and Services;
Partners from the development and Civil Society Organizations (CSOs); and
All others concerned.
Pursuant to local mandates, national plans, and international commitments, all City and Municipal Local Government Units shall be assessed with the criteria stipulated in the DILG-DSWD-DepEd-DOH JMC 2019-01, these are:
Rating System
Condition: If an LGU fails to meet the minimum requirement in any of the indicators, the final rating will not be considered even if it meets the passing rate of 80%
Survival
Percentage coverage of Fully Immunized Children (FIC) aged 12 months old
Prevalence of malnutrition among children 0-59 months (stunting, wasting, overweight and obese)
Percentage coverage of pregnant adolescents provided with pre-natal and postpartum services
Development
Percentage coverage of children aged 3-4 years old provided with early childhood care and development (ECCD0 services), both public and privately managed, and may be center, home, or community-based
Presence of ECCD services in all barangays, either private or publicly-managed, in any modality
Percentage of barangays with at least one (1) ECCD service
Percentage of accredited or recognized center-based ECCD services
Percentage of out-of-school children and youth (OSCY) assisted for re/enrolment to school, alternative learning system (ALS), or other flexible learning options

Management of reported cases of Children in Need of Special Protection (CNSP)

The audit process involves an Inter-Agency Monitoring Task Force (IMTF) at different level that does (i) data gathering at the city/municipal level, (ii) data validation and review at the provincial and regional levels, and (iii) table evaluation and conferment at the national level.

The CLFGA for Barangays requires the "all-in" principle where a local government must pass all the identified child-friendly indicators under the different governance areas of the Seal of Good Local Governance for Barangays (SGLGB).
The CLFGA for Barangays shall adhere to the SGLGB established structures and its corresponding roles and responsibilities as provided in its Memorandum Circular. In particular, the City/Municipal Local Government Operations Officer (C/MLGOO) or City Director acts as the SGLGB Assessor.
To support the SGLGB Assessor, the Punong Barangay along with the members of the Barangay Council for the Protection of Children (BCPC), shall act as the Barangay Inter-Agency Monitoring Task Force (IMTF) and is responsible for the consolidation of required reports and supporting documents for the child-friendly indicators.
The CFLGA for Barangays shall adhere to the prescribed process and timeline of the SGLGB as provided in its Memorandum Circular.
The CFLGA for Provinces requires the "all-in" principle where a local government must pass all the identified child-friendly indicators under the different governance areas of the Seal of Good Local Governance (SGLG).
The CFLGA for Provinces shall adhere to the SGLG established structures and its corresponding roles and responsibilities as provided in its Memorandum Circular.
The CFLGA for Provinces shall adhere to the prescribed process and timeline of the SGLG as provided in its Memorandum Circular.
The DILG-DSWD-DepEd-DOH JMC 2019-01 dated 28 August 2019 and other related issuances which are inconsistent herewith are hereby amended or repealed accordingly.
