Enhanced Comprehensive Local Integration Program (ECLIP)

The ECLIP is one facet of many strategies of the government to obtain just and lasting peace, social transformation, and inclusive development. By catering to individuals who surfaced and wanted to return to the folds of the law and become productive citizens of society, ECLIP is an encouraging scheme that promotes reconciliation in a non-violent manner.

Legal Compliance

1. The 1987 Philippine Constitution declares that the maintenance of peace and order, the protection of life, liberty, and property, and the promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy;

2. The Republic Act No. 7160, otherwise known as the Local Government Code of 1991, mandates the LGUs to provide social welfare services which include programs and projects for rebel returnees;

3. Executive Order No. 70, s. of 2018, entitled “Institutionalizing the Whole of Nation Approach in Attaining Inclusive and Sustainable Peace, Creating a National Task Force to End Local Communist Armed Conflict, and directing the adoption of a National Peace Framework” directs the development of the inter-agency convergence in the implementation of the national peace framework in conflict-affected and vulnerable communities, and interventions to facilitate local peace and engagements;

4. Administrative Order (AO) No. 10, s. 2018, as amended by AO 25, s. 2020, dated March 18, 2020, entitled “Centralizing all Government Efforts for the Reintegration of Former Rebels and Creating for the Purpose and Inter-Agency Task Force” which expands the coverage of the program to FRs and FVEs by pursuing genuine reintegration by providing a complete package of assistance specifically tailored to their needs and those of their respective communities;

5. DILG Memorandum Circular No. 2019-125 dated August 6, 2019, entitled “Guidelines for the Local Government Units in the implementation of Executive Order No. 70 s. 2018” states that the ECLIP and Amnesty Program Cluster shall act as a central coordinating body that will supervise the reintegration efforts of former rebels from the CPP-NPA-NDF, as well as their immediate family members; and

6. Joint Memorandum Circular No. 01. Series of 2021 entitled, “Implementing Guidelines on the Provision of DILG-administered Package of Assistance for Former Rebels (FRs) and Former Violent Extremists (FVEs) under the Enhanced Comprehensive Local Integration Program (ECLIP)” governs the implementation of the DILG-administered package of assistance and harmonize various issuances relative to its implementation.

Partner Stakeholders

1. Former Rebels refer to the partner-stakeholders (beneficiaries) of the program who were members of the Communist Party of the Philippines (CPP), New People's Army (NPA), National Democratic Front (NDF), and Militia ng Bayan (MB) who voluntarily abandoned their armed struggle to become productive members of the society.

2. Former Violent Extremists refer to the partner-stakeholders (beneficiaries) of the program who were members of the Abu Sayyaf Group, Maute Group, Dawlah Islamiya, Bangsamoro Freedom Fighter, Turaife Group, and other extremist groups may be identified by the Joint AFP-PNP Intelligence Committee (JAPIC).

Benefits for FRs and FVEs

1. Immediate Assistance of PHP 15,000.00 per FR and FVE for expenses incurred while enrollment in the program is being processed.

2. Livelihood Assistance of PHP 50,000.00 per FR and FVE to start up the proposed project in the Business Plan (Mungkahing Proyekto).

3. Reintegration Assistance of PHP 21,000.00 to defray the expenses that may be incurred by the FR and FVE while in the custody of the receiving unit, and other incidental expenses that may be incurred while processing the JAPIC Certification.

4. Firearms Remuneration in the amount that is double the cost valuation of turned-in firearms based on the latest issuance of the PNP.

5. Halfway House Services - various services that can be availed by the FR and FVE while staying in a temporary housing facility, and while their enrollment in the ECLIP is being processed

Process Flow

Pre-Surfacing Phase

1. FR or FVE signifies his/her intention to surface in any following receiving unit/personality: AFP, PNP, LGUs, CSOs and to any civilian individual with whom the FR or FVE feels safe and comfortable.

2. The receiving unit takes primary responsibility in informing the surfacing FR or FVE of the program processes and interventions. The Local ECLIP Committee through the LSWDO shall be informed immediately of the names of the surfacing FRs and FVEs.

Actual Surfacing Phase

3. The LSWDO validates the name of the surfacing FR or FVE from the databank to ascertain whether such person was a recipient of the past reintegration programs.  If the FR or FVE is eligible, he/she shall be endorsed for processing. While waiting for the enrollment, he/she may be billeted at the halfway house or any safe facility.

4. Parallel or before this process, the JAPIC shall convene to perform authentication procedures of teh surfacing FR or FVE within 2 weeks. If the FR or FVE has firearm/s, the PNP secures the firearms for processing. The JAPIC shall submit to the LSWDO the result of the authentication. Upon receipt of the JAPIC Certification, the ECLIP Enrolment form shall be accomplished by the FR/FVE. The LSWDO shall then facilitate the provision of socials services.

5. While the FR/FVE is at the halfway house, the LSWDO shall conduct the initial interview using the Initial Interview Form (Form 1). The admission orientation shall be facilitated by rhe LSWDO, and administer the Profiling Interview Form (Form 3).

6. Processing of Clamis shall be coursed through the ECLIP Information System (IS) to facilitate the DILG-administered package of assistance.

Processing of Firearms Not Listed in the JMC

1. At the local level, the PNP PRO FEADC sends a letter to the PNP NHQ seeking guidance or clarification on the valuation process for specific firearms.

2. Upon receiving the letter requesting guidance, the PNP NHQ carefully reviews the inquiries and provides necessary feedback, guidance, or clarifications regarding the cost valuation.

3. Once the guidance is received and understood, the PNP NHQ proceeds to endorse the valuations to the PRO FEADC, copy furnished NBOO ECLIP-PMO. This endorsement signifies the formal transfer of valuation information and authorization to proceed with the next steps at the regional level.

4. The PRO FEADC then cascades or forwards the valuation information down to the PPO FEADC. This step ensures that the valuation details are disseminated to the appropriate level for further processing.

5. The PPO FEADC proceeds to accomplish the required forms reflecting the detailed valuation of each surrendered firearm. These forms may include the CVC, PTIS, TIR, and other relevant documentation.

6. The ECLIP-PMO shall update the cost valuation information within the ECLIP-IS. This update ensures that the database reflects the latest accurate valuation details for all surrendered firearms and processing of firearm remuneration to proceed.

Monitoring Report

1. Status of Fund Transferred to be submitted every 3rd day of the ensuing month

2. Monitoring, Evaluation, and Learning Form to be submitted every 28th day of the last month of the quarter.

To standardize the reporting of JAPIC certification status, disaggregation of surrenderers, and the status of surrendered firearms for remunerations, a Technical Guide and Uniformed Reporting Template has been developed and to be used for all concerned units. 

Recent Updates

Pursuant to Annex F, Section 11.6.3 of the DILG-DND JMC No. 2021-01 dated September 22, 2021, the PNP should "lead the collection, documentation, valuation, control, and disposition of turned-in firearms, ammunition, and explosives based on its Standard Operating Procedures (SOP).

The surrendered firearms that were not included in the firearms remunerations list indicated in Annex D1 (Section 9.3.4.4) of the said JMC, all DILG Regional Offices will endorse the cost valuation certificate (CVC) of the surrendered firearms from their partner stakeholders to the National Barangay Operations Office through the Enhanced Comprehensive Local Integration Program-Program Management Office (ECLIP-PMO), once the CVC has been issued by the PNP. Subsequently, the ECLIP-PMO will encode the CVC details to the ECLIP-Information System (IS) to generate its cost valuation automatically.

IN VIEW OF THE RECENTLY HELD COA AUDIT COST VALUATION AND REMUNERATION OF FIREARMS UNDER ECLIP AND ITS CORRESPONDING RESULTS AND RECOMMENDATIONS BASED ON COA AOM NO. 2023-010, ALL PROVINCIAL AND CITY LEVEL ECLIP IMPLEMENTERS ARE REMINDED OF THE PROCESS AND PROCEDURES ON FIREARMS REMUNERATION STIPULATED IN ANNEX D OF THE DILG-DND JOINT MEMORANDUM CIRCULAR NO. 01 SERIES OF 2021 PROVIDING FOR THE IMPLEMENTING GUIDELINES ON THE PROVISION OF THE DILG-ADMINISTERED PACKAGE OF ASSISTANCE, TO WIT:  

1. DILG P/HUC/ICC REPRESENTATIVES TO THE LOCAL ECLIP COMMITTEES WILL EVALUATE AND DETERMINE THE COST VALUATION OF TURNED-IN FIREARMS WHICH SHALL BE GIVEN TO THE FR AND FVE PROVIDED WITH A COPY OF THE PTIS, TIR AND PHOTO DOCUMENTATION;

2. COST VALUATION SHALL BE BASED ON THE STANDARD PRICE CEILING SET FOR A PARTICULAR KIND, CALIBER, AND MAKE OF FIREARM, AND ITS CONDITION UPON TURN-IN.

FURTHER, ALL DILG LOCAL IMPLEMENTERS OF ECLIP ARE DIRECTED TO THOROUGHLY REVIEW AND EVALUATE THE DULY SUBMITTED DOCUMENTS, OBSERVE DUE DILIGENCE IN PROCESSING FIREARMS REMUNERATION, AND ENSURE THE FOLLOWING PRIOR APPROVAL AND ENDORSEMENT TO THE CENTRAL OFFICE:

1. COST VALUATION OF SURRENDERED FIREARMS IS IN ACCORDANCE WITH THE UPDATED PRICE CEILINGS OF FIREARMS REMUNERATION LIST, AS PROVIDED BY PNP FIREARMS AND EXPLOSIVE OFFICE (PNP-FEO), IN DILG-DND JMC NO. 01 SERIES OF 2023 OR IN CASES WHEREIN THE FIREARM IS NOT INCLUDED IN THE SAID LIST, REFER TO THE LOCAL PNP FOR PROPER VALUATION;

2. COMPLETE, ACCURATE AND CONSISTENT INFORMATION PROVIDED IN THE PROPERTY TURN-IN SLIP (PTIS), TECHNICAL INSPECTION REPORT (TIR); AND COST VALUATION OF INVENTORY FIREARMS (CVIF); AND

3. COMPLETE AND CONSISTENT DOCUMENTARY REQUIREMENTS, INCLUDING PHOTO DOCUMENTATION, SUBMITTED AND UPLOADED IN THE ECLIP INFORMATION SYSTEM (IS).

Recent Updates in Advisory 2024.08.06 Inclusion of the Surrendered Firearms That Were Not Listed in the DILG DNS Joint Memorandum Circular No. 01 S. 2021 and Enhanced Comprehensive Local Integration Program ECLIP Information System

Pursuant to Annex F (institutional Arrangement), Section 11.6.3 of said JMC, the Philippine National Police (PNP) should "lead the collection, documentation, valuation, control, and disposition of turned-in firearms, ammunition, and explosives based on its Standard Operating Procedures (SOP)," and per advisory dated February 14, 2021, signed by Alexander L. Macario, by then Assistant Secretary for Public Safety and Security, requesting Provincial and Highly Urbanized Cities (HUCs) ECLIP Committees to directly endorse their concern on the firearms to their local PNP, for appropriate action.

To address the aforementioned concern, please refer to these following steps:

1. At the local level, the PNP PRO FEADC sends a letter to the PNP NHQ seeking guidance or clarification on the valuation process for specific firearms.

2. Upon receiving the letter requesting guidance, the PNP NHQ carefully reviews the inquiries and provides necessary feedback, guidance, or clarifications regarding the cost valuation.

3. Once the guidance is received and understood, the PNP NHQ proceeds to endorse the valuations to the PRO FEADC, copy furnished NBOO ECLIP-PMO. This endorsement signifies the formal transfer of valuation information and authorization to proceed with the next steps at the regional level.

4. The PRO FEADC then cascades or forwards the valuation information down to the PNP Provincial Office Firearms, Explosives, and Ammunitions Disposal Committee (PPO FEADC). This step ensures that the valuation details are disseminated to the appropriate local level for further processing.

5. The PPO FEADC proceeds to accomplish the required forms reflecting the detailed valuation of each surrendered firearm. These forms may include the Cost-Valuation Certificate (CVC), Property Turn-In Slip (PTIS), Technical Inspection Report (TIR), and other relevant documentation.

6. The ECLIP-PMO shall update the cost valuation information within the ECLIP-IS.
