Since 2021, there has been a significant increase in fuel prices, brought about by several global crises such as the COVID-19 Pandemic and the Ukraine-Russia Conflict, which has added to the difficulty of sustaining public transportation operations.
To alleviate said effects, the Philippine Government shall continue the implementation of the Fuel Subsidy Program, otherwise known as the "Pantawid Pasada Program."
Pursuant to the Republic Act No. 11936, otherwise known as the "General Appropriations Act (GAA) of 2023," an appropriation amounting to Three Billion Pesos (PhP 3,000,000,000.00) shall be used to provide financial assistance/fuel vouchers to qualified Public Utility Vehicles (PUVs), taxi, tricycle, and full-time ride-haling and delivery service drivers, nationwide, as validated by the LTFRB.
