Sangguniang Kabataan (SK) Mandatory Training

The SK Officials and the Members of LYDC are required to undergo the mandatory training program before they can assume office, pursuant to Section 28 of Republic Act (RA) No. 10742, otherwise known as the SK Reform Act of 2015, as amended by RA No. 11768.

NYC and DILG in coordination with DAP, UP-NCPAG, and in consultation with the youth stakeholders jointly designed and implemented the mandatory and continuing training programs, pursuant to Section 29 of RA No. 10742.

The mandatory Training Program shall be composed of, but not limited to the following models and sessions : 

Module 1

Session 1 Decentralization and Local Governance

Session 2 SK History and Salient Features

Module 2

Session 1 Meetings and Resolutions 

Session 2 Planning and Budgeting 

Module 3

Session 1 Code of Conduct and Ethical Standards

Updates:

TESDA is the sole agency empowered to train and certify appointed SK Treasurers  before they can assume office, reiterated as follows : 

a. If the appointee for SK Treasurer already holds a National Certification III (NC III) in Bookkeeping, they will be considered to already have completed the Mandatory Bookkeeping Training;

b. If the appointee for SK Treasurer graduated from similar courses in Bookkeeping, such as Accountancy or Financial Management, or any formal, non-formal and informal including enterprise-based training programs, the appointee need only to undergo assessment and certification for Bookkeeping NC III;

c. If the appointee for SK Treasurer does not yet hold Bookkeeping NC Ill or does not have related academic or training credentials, the appointee must attend and complete the Bookkeeping NC Ill training in a TESDA-accredited Technical Vocational Institution and pass the assessment.
