During the 22nd Cabinet Meeting held on February 5, 2018, President Rodrigo Duterte raised a concern regarding the hazards posed by stalled road projects. The President opined that the public, the Local Chief Executives, and the Public Works and Highways Secretary should be properly informed before the commencement of road projects, whether national or local.
The purpose of this Memorandum Circular is to direct all Local Government Units (LGUs) to require contractors of local government projects to properly inform the public before the commencement of road projects.
The DILG Regional Offices shall monitor the compliance of their respective LGUs with the guidelines on the left image.
DILG Role:
Monitor the compliance of the LGUs and submit a report every 15th day after the end of each quarter via DILG X BBS RICTU.
Tarpaulins, posters, or any form of signages, among other media, may be conveyed when informing the contractors. All LCEs are directed to ensure compliance of contractors to safety and protection measures to include installation of proper warning signages placed 100 meters and 50 meters, respectively.
LCEs are required to ensure that contractors shall coordinate with the local traffic management group or its equivalent unit to guarantee the provision of sufficient manpower complement with appropriate equipage to staff the enforcement and maintenance of safe and orderly traffic within the project site on a 24/7 basis.
