The computation of allowable Confidential Fund of an LGU shall be based on the budget of the LGU’s POP only.

LGUs with peace and order concerns shall allocate in their respective Annual Appropriations Ordinance funds for POP, as part of its POPS Plan, as required under 4.1.3 of the Joint Circular.

Total amount of CF shall not exceed thirty (30%) percent of the total annual amount allocated for the LGU’s POP.

Only the POPs in the POPS Plan, excluding Public Safety Programs and Statutory Obligations (i.e. 20% Development Fund, GAD Fund, LDRRM Fund), shall be the basis of the computation for the CF.

The RPOC Secretariat Head shall certify the POPs of their component LGUs. POP not certified by RPOC Secretariat Heads shall be disallowed.

It is reiterated that the Confidential Fund is NOT MANDATORY.
