The Universal Health Care (UHC)/Kalusugan Pangkalahatan (KP) strategy of the Department of Health (DOH) is directed towards achieving better health outcomes, sustained health financing, and responsive health systems. It hopes to attain these by ensuring that all Filipinos, especially the disadvantaged groups, have equitable access to affordable health care. This means that essential health services must be given not only to those who can afford it, but also to those who are financially and socially disadvantaged.
Forged to address the access, utilization coverage, equity issues in the basic health care services for ICC / IP to achieve better health services.
For the provinces to create PIAC composed of:

Members:

- Deped Division Superintendent
- PSWDO
- PHIC rep
- Reps from component cities and municipalities with IP communities
1. Technical coordinator / monitor in the implementation of the JMC
2. Coordinate all technical concerns and requirements with other agencies to facilitate implementation
3. Mobilize and link local stakeholders for networking and advocacy
4. Ensure formulation and approval / implementation of ADSDPP / ADIP for health
5. Periodic monitoring and evaluation of IP health plans
6. Regular feedback and status reports on the implementation of IP health plan

I. LGUs shall primarily implement/deliver health services for ICCs/IPs
II. Provincial, City, Municipal and Barangay LGUs shall appropriate the necessary and available funds and resources for the conduct of activities in the JMC that are within their jurisdiction, including maintenance of related infrastructure and equipment.
The Leagues of Provinces, Cities and Municipalities shall advocate to LGUs the implementation of this circular and shall carry the ICC/IP Health in its sectoral agenda/activities. Promote LGU support and prioritization in allocation of funds.
IP leaders, communities and organizations being the beneficial recipient of activities related to the Circular shall extend their full support to the implementation of the activities. It shall encourage a sense of cooperation and voluntarism among its members.
