The Philippines' economy is primarily dependent on the agricultural industry; as a result, difficulties faced, particularly by farmers, have a severe impact on the nation's ability to feed its citizens. Due to its geographical location, the Philippines has seen a number of threats to food security as a result of a series of natural disasters that have made farm products obsolete or significantly raised food costs as a result of a lack of food.
The Department of Interior and Local Government (DILG) is launching the HAPAG sa Barangay Project in order to support the objectives of the current administration and recognize the importance of barangays as key partners of the national government in addressing hunger and ensuring food security in the nation.
This project aims to strengthen the capacities of barangays towards sustainable agriculture initiatives. One of which is the intensification and fostering of agricultural activities such as barangay community gardening, wherein households and communities will be encouraged to produce fresh, healthy and affordable fruits and vegetables from their backyards and spaces, through the establishment of community gardens in barangays with vacant areas.
An Advisory dated February 14, 2023 was issued to supplement the said MC, particularly in monitoring the performance of the barangays on the implementation of the HAPAG sa Barangay Project.
The above-mentioned policies are in compliance with the Local Government Code of 1991 which provides that the barangays shall provide basic services and facilities such as agricultural support services which include planting materials distribution system and operation of farm produce collection and buying stations (Section 17 (b) (1) (i)), and with the Philippine Development Plan 2023-2028, which provides that the production in non-agricultural areas, such as urban farming, vertical or rooftop gardening, and school and community gardening, shall be further promoted for subsistence supply as accessible food sources (Chapter 3. Reduce Vulnerabilities and Protect Purchasing Power) and that urban farming and community-based gardening will be intensified to expand green urban spaces and contribute to ensuring food security (Subchapter 2.3 Establish Livable Communities)
A Recognition Program dubbed as HAPAG-Kilala will be established to recognize the efforts, initiatives and hard works of the barangays with exemplary performances in the implementation of the HAPAG sa Barangay Project. The HAPAG-Kilala Recognition Program will focus on the efforts and initiatives at the barangay level in the implementation of HAPAG sa Barangay Project and other food security efforts guided.
Establishment of Barangay Community Garden - 40 Points
Participation of the Community in the Implementatoin of the HAPAG sa Barangay Project - 10 Points
Allocation of Funds for the PPAs on HAPAG sa Barangay Project - 15 Points
Advocacy Campaign on HAPAG sa Barangay Project - 15 Points
Productive Use of Barangay Community Garden Produce - 20 Points
Bonus Points - Barangay earned at least P30,000.00 within the Barangay Community Garden - 2 Points
The DILG C/M shall turnover the result of the semestral monitoring report to the assigned Assessment Team
Validation Team shall be created composed of the the C/MLGOO and 1 CSO representative who is currently a member of the LDC at the City and Municipal level
The results of the assessment conducted by the validation teams shall be submitted to their respective DILG Provincial Offices for consolidation and submission to their respective DILG Regional Offices
The number of barangays to be recognized shall be based on the following :

Top 2 4 - 9 barangays
Top 3 10 - 39 barangays
Top 5 40 - 69 barangays
Top 10 70 - 107 barangays
Top 15 greater than 110 barangays
The assessment period shall be every month of June for the 1st Semester and every month of December for the 2nd Semester
NBOO
Formulate guidelines and develop technical guide notes for the conduct of the said assessment and validation;
Review and assess the reports from DILG Regional Offices;
Prepare National Monitoring Report and submit it to the SILG through the Office of the Undersecretary for Barangay Affairs; and
Conduct validation if necessary
DILG Regional Office
Provide technical assistance on the implementation of the assessment and validation;
Issue Regional Order for the creation of the assessment teams for HUCs and ICCs.
Prescribe the schedule of submission of the provincial and city/municipal assessment results;
Prepare the Regional Summary Report (Form 3) and submit the same to DILG Central Office through NBOO; and
Conduct validation if necessary.
DILG Provincial Offices
Provide technical assistance on the implementation of the assessment and validation;
Issue Provincial Order for the creation of the assessment teams;
Devise the cross-posting system for the LGUs within the area of responsibility;
Prepare the Provincial Summary Report (Form 2) and submit it to their respective DILG Regional Field Offices; and
Conduct validation if necessary.
DILG City / Municipal Offices
Provide technical and administrative assistance to its respective barangays;
Initiate the creation of the Validation Team and coordinate it with the LGU Officials;
Orient the partner CSOs on the conduct of the assessment;
Conduct the table assessment and ocular inspection;
Prepare the City/Municipal Summary Report (Form 1) and submit to their respective DILG Provincial Office or DILG Regional Office, in the case of Highly Urbanized Cities (HUCs) and Independent Component Cities (ICCs);
Provide copy of the approve results of the assessment to the concerned city/municipal and barangays
