The Full Disclosure Policy (FDP) requires local governments to fully disclose particular financial documents to keep their constituents informed of how the LGU budget is managed, disbursed, and used. It primarily aims to promote honest, transparent, and orderly management of public funds, help minimize, if not totally prevent, corruption and misuse of public funds and the allocated amount for developing projects in their localities.
There are 14 required documents to be posted by every provincial, city, and municipal government in at least three (3) conspicuous places and in the FDP Portal which may be accessed using any web browser through the following link: http://fdpp.dilg.gov.ph. The same may also be posted in the LGU website or in print media in the community or in general circulation.
The FDP Portal enables the public to view, download, and print LGU financial documents to allow their constituents to understand how their local goverments budget and spend for public services. The FDP Portal supports the implementation of DILG Memorandum Circular No. 2010-83 (as amended) and was developed in partnership with the development partners of the Philippine Development Forum, Working Group on Decentralization and Local Government.
LGU Uploaders:
Upload the required financial documents; and
Input data for select financial documents for the generation of infographics.
City/Municipal Local Government Operations Officers, Provincial/HUC/ICC Focal Persons:
Upload the required financial documents on behalf of their LGU uploader, in case the LGU uploader cannot upload in the Portal; and
Monitor the compliance of their respective LGU and validate the correctness of the uploaded documents within the prescribed period of review.
HUC/ICC/Provincial Focal Persons:
Confirm the correctness of the uploaded documents of their respective LGUsduring the prescribed period of review; and
For Provincial Focal Persons, confirm the correctness of the uploaded documents of their component LGUs.
Cluster Heads are responsible to monitor the compliance and uploaded documents of the LGUswithin their area of jurisdiction.
Regional Focal Persons:
Upload the required financial documents on behalf of their respective LGU uploaders, in case the HUC/ICC/Provincial Focal Person cannot upload in the Portal; and
Approve the uploaded documents of the LGUs within their respective Region during the prescribed period of review.
Concerned DILG personnel shall validate, confirm and approve correctness of the uploaded documents as to their template, file format, document period, and consistency of the inputted data guided by the following prescribed period:
1. LGU FDP Focal Person shall ensure that the correct document is already re/uploaded in the FDPP prior to requesting rectification of its late status;
2. LGU FDP Focal Person shall properly accomplish the request form and submit to the concerned DILG Office for validation;
3. Once the request form is received, DILG Provincial/HUC Focal Persons and C/MLGOOS shall check the history of uploaded documents of the LGU and validate and confirm the document re/uploaded in the FDPP Portal. If in order, endorse the request to the next DILG Level. Otherwise, advise the LGU FDP Focal Person of the discrepancy.
The LGU may request rectification of late status of documents in the FDPP for the following reasons:
LGU FDP Focal Person inadvertently overwritten the document with the wrong one;
LGU FDP Focal Person uploaded the document with wrong template; and
LGU FDP Focal Person encountered an error during the uploading period. (With attached screenshot of error encountered)
Users' Manual on the Enhanced FDP Portal is attached to MC No. 2019-149 as Annex B.
All documents must be uploaded in MS Excel format. Photos of documents attached in an MS Excel spreadsheet will not be considered.
If in case the LGU has no domestic borrowing, Trust Fund Utilization, Supplemental Procurement Plan, or no bidding was conducted, the concerned LGU is still mandated to post the required forms, indicating the necessary information.
LGUs are allowed to upload documents beyond the posting period in the FDP Portal but will be flagged as late.
For purposes of compliance report for the Seal of Good Local Governance, only documents uploaded within the posting period will be strictly considered.
For purposes of generating infographics, LGU FDP focal person shall input the required data on the following documents through the enhanced FDP Portal:
o Annual Budget Report
o Annual GAD Accomplishment Report
o Statement of Receipts and Expenditures
o 20% Component of IRA Utilization
o LDRRMF Utilization
o Quarterly Statement of Cash Flows
o Report of SEF Utilization
o Unliquidated Cash Advances
