As an integral component of the barangay government, the Barangay Assembly is a congress of fifteen (15) years of age or over bona fide residents of the barangay, required by law to be conducted at least once per semester to hear and discuss the semestral report of the sangguniang barangay concerning its activities and finances as well as problems affecting the barangay.
Sections 397 and 398 of Republic Act No. 7160 otherwise known as the Local Government Code of 1991 mandated the holding of barangay assembly, providing the composition, frequency of meetings, and its powers.
Further, Proclamation No. 599 series of 2018, signed last October 9, 2018 by former President Rodrigo Roa Duterte, declared that the Saturday and Sundays of March and October of every year as Barangay Assembly Days, which aims to provide flexibility in the scheduling of Barangay Assembly Days, allow wider participation of the barangay constituents, and promote greater transparency and accountability of barangay officials.
What is the composition of the Barangay Assembly?
The barangay assembly is composed of all persons who are actual residents of the barangay for at least six (6) months, fifteen (15) years of age or over, citizens of the Philippines, and duly registered in the list of barangay assembly members.
How often shall the Barangay Assembly meet?
The barangay assembly shall meet at least once per semester.
Who shall call the Barangay Assembly?
Its meeting shall be held upon the call of the punong barangay or of at least four (4) members of the sangguniang barangay, or upon the written petition of at least five percent (5%) of the assembly members.
Who shall preside the Barangay Assembly?
The punong barangay, or in his absence, the sangguniang barangay member acting as punong barangay, or any assembly member selected during the meeting, shall act as presiding officer in all the meetings of the assembly.
What are the powers of the Barangay Assembly?
The barangay assembly shall: initiate legislative processes by recommending to the Sangguniang barangay the adoption of measures for the welfare of the barangay and the city or municipality concerned; decide on the adoption of initiatives as a legal process whereby the registered voters of the barangay may directly propose, enact, or amend any ordinance; and hear and pass upon the semestral report of the sangguniang barangay concerning its activities and finances.
