Executive Order No. 168 (s. 2014) provides for the creation of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (EID) in the Philippines which includes government protocol and response in managing EID such as, but not limited to: 1) Quarantine and immediate containment of EID within ports of entry; 2) Epidemiological investigation and contact tracing; 3) Treatment of infected cases and containment of affected areas; 4) Formulation of a risk communication plan and EID materials for the general public; and 5) Respective responsibilities of government agencies/instrumentalities.
The recommendation of the IATF-EID Screening and Validation Committee, particularly Item E of IATF Res. No. 34,, are hereby adopted:
“2. Regions shall convene with their Regional Inter-Agency Task Force (RIATF) with the respective regional offices of the Department of the Interior and Local Government (DILG) as chair and Department of Health Centers for Health Development as co-chair, which shall be a separate and distinct body from the Regional Task Force on COVID-19 amending for this purpose, IATF Resolution No. 33; and
“3. The Regional IATF shall report to the IATF Technical Working Group on matters of appeal for risk classification, with its representatives reporting to their national government agencies.”
The Region 10 Inter-Agency Task Force for the Management of Emerging Infectious Diseases (R10 IATF-MEID) and the Region 10 Screening and Validation Committee, as recommending bodies for community quarantine decisions are composed of the following;

Adoption of the National IATF Roles
The Region 10 Inter-Agency Task Force for the Management of Emerging Infectious Diseases (R10 IATF-MEID) adopts the National IATF roles, to wit:
1. Regularly monitor performance across all sectors and develop appropriate policies or recommendations;
2. Process appeals using same methodology, taking into consideration inputs from the provinces, cities and municipalities;
3. Provide concurrence to appeals as appropriate and realign resources as necessary;
4. Recommend Province/HUC/ICC - wide community quarantine appeals of Local Chief Executives;
5. Impose ECQ/GCQ on a specific city/municipality/barangay;
6. Exempt some industries or business to be operational, pending compliance to minimum health standards; and
7. Divert resources (human resources, funds, technical assistance) to priority areas to intensify disease surveillance and contact tracing efforts
R10 IATF-MEID Roles and Responsibilities
The Region 10 Inter-Agency Task Force for the Management of Emerging Infectious Diseases (R10 IATF-MEID) further defined further defined its responsibilities as follows;
1. Either the Heads of Offices of the member agencies or the Assistant Heads (as alternate) shall only attend the regular meetings; 2. Assign a permanent focal person which the Secretariat may coordinate on behalf of the principal or alternate;
3. Take action on issues / concerns and agreements raised during the meetings; and
4. Provide assistance and support to all activities of the Task Force.
