Barangay Road Clearing Operations (BaRCO)
Background
The clearing of roads aims to remove obstructions and illegal constructions that could help motorists to drive better, and for pedestrians to find safe areas to walk on. Further, by reclaiming the streets, alleys, and walkways, pedestrians will be encouraged to walk thereby promoting mobility and a healthy lifestyle. Conducting road clearing operations, establishment/placing street signages, and street lights will make Local Government Units (LGUs) vibrant and more livable.
The Department issued various policies on road clearing operations, the latest of which are Memorandum Circular #2020 - 085 dated June 20,2022 and MC# 2023 - 017 dated January 25, 2023 which direct the LGUs to:
Conduct road clearing operations and Barangay Road Clearing Operations (BaRCO), in the case of barangays, and to undertake other initiatives to reclaim public roads which are being used for private ends; and
Clearing and maintenance of barangay roads, streets, alleys, including those cleared roads that were turned over to the barangay government.
On January 05, 2024, President Ferdinand R. Marcos, Jr. President Ferdinand R. Marcos Jr. called on Local Government Units (LGUs) to start with order and cleanliness and pronounced that: "Let our barangays be the laboratory of workable ideas, a showcase of what we can achieve together, and proof that the basic government unit, the barangay, teems with best practices. Simulan po natin sa kaayusan at kalinisan... Kaya kumilos tayo upang gawing maaliwalas at malinis ang ating kapaligiran. Dapat walang lugar, ni puwang, ang dumi, dugyot, at dilim sa ating pamayanan".
The President also urged the local officials, including the newly elected village and youth council officials, to take the lead in cleaning up all roads, canals, markets, and schools.

Purpose
Remind all Local Chief Executives on their roles relative to the conduct of road clearing operation within their respective jurisdiction, and to guide all concerned in the performance of their roles and responsibilities in the implementation of road clearing operations, BaRCo assessment and validation under Bagong Pilipinas Program
Monitoring
All Punong Barangays are reminded to:
Conduct an inventory of barangay roads and list them under Column “C” of the BaRCO Monitoring Report Template (Annex C);
Continuously conduct RCO and mobilize SBMs, SKOs and Barangay Tanods, during the conduct of the BaRCO;
Seek the assistance from the City/Municipal government, Local PNP and BFP during the scheduled BaRCO;
Submit the accomplished Annex “C” and Annex “C-1” every 20th day of every month, along with the MOVs to the City Director/C/MLGOO;
Continuously monitor barangay road situations, busy streets, violators, and/or obstructions in all public roads;
Collaborate, coordinate and provide the Composite Validation Assessment Task Team or the concerned City Director/C/MLGOO with all the necessary MOVs;
Submit all MOVs before the deadline set by the Validation Team (CVT);
Ensure to maintain all barangay roads, streets, alleys, existing road right-of-way, which shall include sidewalk, road shoulders and the travelway, free from any obstruction/illegal construction;
Immediately report and violation to the following:

Validation and Assessment
Creation of the Composite Validation and Assessment Task Team:
The DILG City/Municipal Field Offices shall create the C/M CVATT, composed of the following:
City Director, or C/MLGOO, as Chairperson
DILG Regional/Provincial Representative
Representative/s from the Local PNP
Representative/s from the Local BFP
Representative/s of the C/M Government; and
CSO/NGO Representative/s.
The DILG Provincial Office shall create the Provincial CVATT, composed of the following:
DILG Provincial Director, as Chairperson
Provincial LGOOs/Personnel designated by the PD, that shall:
Check and consolidate the BaRCO Validation and Assessment Results
Rank the scores of the barangays per City/Municipality (from highest to lowest)
Prepare and submit to RO the List of Provincial Top BaRCO Performers (Form No. 4).

The DILG Regional CVATT shall likewise be organized, composed of the following:
DILG Assistant Regional Director, as Chairperson
Other regional personnel designated by the RD, that shall be in charge in the:
Checking and consolidation of the Validation and Assessment Result
Ranking of the scores of the barangays per City/Municipality (from highest to lowest)
Prepare and submit to OSEC/OUSBA, through NBOO, of the Regional Top BaRCO Performers per HUC/C/Ms (Form No. 5).

Schedule of BARCO Validation and Assessment, And the Submission of Results Through Channel - Annex D

Cross-Posting of the CityMunicipal CVATT (Conjoint or Nearby City/Municipality)
The DILG Regional Directors are directed to cause the rotation/assignment or cross-posting of the City/Municipal CVATT which will then conduct quarterly validation and assessment to their assigned LGUs.
The concernment C/M CVATT shall coordinate with and inform the concerned City Directors/C/MLGOO and the C/M Mayor of the assigned LGU.
The CVATT shall undertake the following:
Conduct on-the-ground validation and assessment in the assigned LGU;
Check the presence of road obstructions, including obstructions in alleys and streets;
List down the types of road obstructions that were present/observed from the time of validation and assessment;
The assessment, observations, and findings on the status of the barangay roads or turned over roads shall be reflected in “Column D” of Annex “E”;
One (1) point shall be deducted in each type of obstruction found in every barangay road, street, or alley;
The CVATT shall undertake the following:
Taking pictures is necessary as MOV/Proof of obstructions;
Duly accomplished and sign the corresponding BaRCO Validation and Assessment Form,a nd submit the same to the PO/RO;
Provide C/M Mayor with the copy of the accomplished Annex “G”;
Timely submit the Validation and Assessment Results/List of Top BaRCO Performers.

The mayor of the Host City/Municipal or are encouraged to provide logistical support, necessary resources and assistance to the CVATT assigned.
The Local PNP and BFP may likewise provide necessary logistics to the CVATT.
The DILG City Director or C/MLGOO shall provide the CVATT with a copy of:

Barangay Road Clearing 50 pts
Policy (Enactment of BaRCO-related Ordinance, EO, or Resolution) 10 pts
Report and Referral (conduct of BaRCO and submission of monthly report, timely submission of BaRCO report and referral system) 20 pts
Leadership and Participation (Involvement/implementation of BaRCO by all the elected Barangay and Sangguniang Kabataan ad Barangay Tanods 20 pts
Funding and Other Resources
All Local Chief Executives are encouraged to:
Allocate funds for the continuous conduct of road clearing operations, maintenance of the cleared roads within their respective jurisdiction, and for the necessary logistics for the quarterly conduct of BaRCO validation and assessment.
Recognition
The quarterly Top BaRCO performer barangays will be officially transmitted to the Office of the President, through the PMS and PCO.
The Top BaRCO Performing Barangays per City/Municipality will be recognized and posted in the official social media platforms of DILG and other concerned agencies.
Roles and Responsibilities
CITY/MUNICIPAL MAYORS
Provide the Composite Validation and Assessment Task Team (CVATT) with the needed support and resources for the successful conduct of BaRCO validation and assessment;
Extend necessary assistance by designating personnel/ representative/s from the LGU's traffic management unit, or department/units, who shall form part of the BaRCO CVATT;
Regularly monitor the compliance of the component barangays with the President's directive and DILG policies on KALINISAN and Road Clearing under the Bagong Pilipinas Program;
Perform the roles and responsibilities as stipulated in DILG MC No. 2022-085 to ensure that public roads are not being used for private ends, free from obstructions and/or illegal constructions; and
Provide the component barangays with the necessary support for them to carry out their mandated duties functions.
PHILIPPINE NATIONAL POLICE/BUREAU OF FIRE PROTECTION
Direct the local operating units to provide the barangays, the local DILG Offices and the City/Municipal Composite Validation and Assessment Task team (CVATT) with the necessary assistance and support in the conduct of BaRCO, and the quarterly BaRCO Validation and Assessment.
Ensure the peaceful, smooth and orderly manner of the clearing operations
Conduct related advocacy campaigns/information dissemination;
Perform the roles and responsibilities as member/s of the CVATT; and
Provide resources, necessary assistance and support to LGUs and DILG Field Offices in line with the BaRCO implementation.
REGIONAL DIRECTORS
Perform respective roles stipulated in the Circular;
Ensure that field officers perform their respective task as stated in the Circular;
Monitor the compliance of the DILG Field Officers;
Ensure to submit BaRCO-related reports based on the schedules as enumerated in Annex D;
Assign Regional/Provincial Personnel who shall form part of the C/M CVATT; and
Cause the widest dissemination of the Circular.
