Section 2 of Republic Act No. 6942, dated April 4, 1990, entitled "An Act Increasing the Insurance Benefits of Local Government Officials and Providing Funds Therefore" stipulates that in the event of death of an insured barangay official during his/her incumbency, the beneficiaries of a Punong Barangay shall be entitled to Twenty Thousand Pesos (Php 20,000) while the beneficiaries of a member of Sangguniang Barangay, Barangay Secretary, Barangay Treasurer, or Chairman of the Kabataang Barangay, shall be entitled to Ten Thousand Pesos (Php 10,000). In addition to the death benefits herein provided, a burial benefit of Two Thousand Pesos (Php 2,000) shall be paid to the beneficiaries.
On August 5, 2002, Executive Order (EO) No. 115 entitled "Authorizing Payment of Death Benefits to Barangay Officials Who Die during Their Term of Office" was issued by then President Gloria Macapagal-Arroyo to serve as a stop-gap measure to the suspension of the Barangay Officials' Insurance Fund (BOIF) by the Government Service Insurance System (GSIS), pursuant to the GSIS Board Resolution No. 332 dated November 21, 2001. Further, said EO authorizes the Department of the Interior and Local Government (DILG) to determine the amount and administer the payment of the death benefits of barangay officials who died during their term of office chargeable against the fund appropriated in the General Appropriations Act (GAA).
On December 26, 2002, DILG Memorandum Circular (MC) No. 2002-207 was issued to ensure the effective implementation of EO No. 115 by facilitating and expediting the release of payments of claims by the legal heirs/beneficiaries of death benefits of the barangay officials who died during their term of office.
On March 13, 2003, DILG MC No. 2003-49 was issued to provide supplemental guidelines on the classification of beneficiaries/claimants and the corresponding supporting documents. The said MC was also issued to ensure expeditious and prompt release of checks to the duly designated/legitimate beneficiary/claimant, minimize administrative cost and at the same time safeguard the interest of the agencies concerned in the faithful implementation of EO 115.
On August 21, 2008, DILG MC. No. 2008-124 or the Revised Rules and Regulations Implementing EO 115 was issued to have a systematic and efficient processing of death and burial benefits to the beneficiaries of the deceased barangay officials, by providing comprehensive guidelines and clearly defined roles and responsibilities of the DILG Offices involved in the process.
On February 14, 2018, DILG MC No. 2018-17 entitled "Guidelines for the Online Administration of Implementing Executive Order No. 115 entitled: Authorizing Payment of Death Benefits to Barangay Officials Who Die During Their Term of Office" was issued to facilitate the online processing of death and burial assistance claims through the Barangay Information System - Death Benefit Claims (BIS-DBC) module.
On January 6, 2020, Special Provision No. 1of the Republic Act No. 11465, or the GAA 2020, was issued which states that: "Special Provision (SP) No.1 of the Barangay Officials' Death Benefits Fund under the Allocations To Local Government Units in the FY 2020 General Appropriations Act (Republic Act [RAJ No. 11465) provides for the inclusion of the Indigenous Peoples Mandatory Representatives (IPMRs) to the Sanggunian in the coverage of the death and burial benefits who died during their term of office".
Pursuant to the said GAA, the Department, since August 2020, has been processing claims for the beneficiaries of the deceased IPMRs who died during their term of office in 2018-2020.
On June 18, 2021, EO No. 139 was issued by then President Rodrigo R. Duterte, to include the IPMRs in the coverage of the death and burial benefits, and directed the DILG, in coordination with the Department of Budget and Management (DBM) and National Commission on Indigenous Peoples (NCIP), to determine such amount that is necessary to cover the payment of the death and burial benefits of IPMRs in the barangays who died during their term of office.
Section 5 of the Republic Act No. 11032, otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, states that all offices and agencies which provide government services are hereby mandated to regularly undertake cost compliance analysis, time and motion studies, undergo evaluation and improvement of their transaction systems and procedures and reengineer the same if deemed necessary to reduce bureaucratic red tape and processing time.
In compliance with the above-mentioned Act, the DILG conducted the reengineering on Barangay Officials' Death Benefit Assistance (BODBA) process, based on the concepts and methods stated in the Whole-of• Government Reengineering Manual of the Anti-Red Tape Authority (ARTA), which resulted to the following improvements in the program:
The delegation of authority to Assistant Secretary for Administration, Finance and Comptrollership (OASAFC) to sign and approve the DILG's transmittal letter and its supporting documents to the DBM for the issuance of Special Allotment Release Order (SARO) and Notice of Cash Allocation (NCA) for payment of the death benefit claims, pursuant to Department Order No. 2023-027 dated January 12, 2023;
Virtual linking of the Financial Reporting System (FRS) and Barangay Information System (BIS) - BODBA module; and
Other enhancements in the BIS - BOD BA module, including the pop• up notification which will prevent the DILG Field Offices from pre• processing the requests without complete documentary requirements.
The processing of death and burial assistance claims shall commence upon receipt of the complete documentary requirements by the DILG City Directors, City/Municipal Local Government Operations Officers (C/MLGOOs), as appropriately enumerated in the Citizen's Charter Service Request Form (CCSRF) from the beneficiaries/claimants of the deceased barangay officials.
The profiles of the deceased barangay official shall be updated as "Inactive-Deceased" in the BIS-Barangay Officials' Profiling System (BOPS) to commence the processing of his/her death and burial assistance.
The claims for death and burial assistance of the barangay officials who died in 2002-2007 term of office or prior to 2007-2010 term of office, pursuant to these rules and regulations, shall be processed and settled manually. On the other hand, all claims for death and burial assistance of the barangay officials who died starting from 2007-2010 term of office to present, provided that the profiles of the deceased barangay officials were encoded to the BIS-BOPS, shall be processed and settled through the BIS - BODBA Module, which can be accessed through https:llbis.dilg.gov.phlbodba, by the DILG City/Municipal/Provincial/Regional Officers and MLG • BARMM.
The DILG Regional, Provincial, and Field Offices, MLG- BARMM, Office of the Assistant Secretary for Administration, Finance Comptrollership (OASAFC), Financial Management Service (FMS), and National Barangay Operations Office (NBOO) shall designate their Focal Divisions (FDs) and Primary and Alternate Focal Persons (FPs), through the issuance of an appropriate Office Order, to facilitate the processing of claims. For offices other than the NBOO, a copy of the Order shall be provided to NBOO for information and reference.
The FD/FP shall monitor daily the submission of the application in claiming the benefits through the online BIS-BODBA module and process it immediately.
The transfer of funds to DILG Regional Offices shall be processed by the Financial and Management Service (FMS) within six (6) working days upon receipt of Special Allotment Release Order (SARO) with Notice of Cash Allocation (NCA) from the DBM. This is in accordance with the QP-DILG-FMS-29-Transfer of Funds.
The transfer of funds to DILG Provincial Offices or HUC Offices (if applicable) shall be processed by the DILG Regional Offices, through the Finance and Administrative Division (FAD), within seven (7) working days upon receipt of Sub-Allotment Release Order (SRO) and Notice of Transfer Allocation (NTA), pursuant to QP• DILG-FMS-RO-16-Processing and Payment of Claims Procedure. The electronic copies of Obligation Request and Status (ORS), Disbursement Voucher (DV), List of Due and Demandable Accounts Payable-Advice to Debit Account (LDDAP-ADA) shall be uploaded in the BIS-BODBA module. This will be the basis in the accomplishment of the Monitoring Log Sheet (MLS) by the BODBA Regional Focal Person.
The check payment for the benefits shall be prepared and turned over to the eligible beneficiaries/claimants by the DILG Provincial Offices, through the Finance and Administrative Section (FAS), or HUC Offices (if applicable), not exceeding seven (7) working days upon receipt of the fund allocation, in adherence to QP-DILG-FMS• RO-16-Processing and Payment of Claims Procedure. The electronic copies of the Disbursement Vouchers (DV) and check/s shall be uploaded in the BIS-BODBA module. This will also serve as basis in the accomplishment of the Monitoring Log Sheet (MLS) by the BODBA Provincial Focal Person.
The revised Client Satisfaction Survey (CSS) Form shall be accomplished by the claimants or authorized representative upon receipt of the check. The DILG Provincial Offices or HUC offices (if applicable) shall prepare the CSS Data Sheet and Client Satisfaction Report (CSR) and submit to their respective Regional Offices every
8" working day of the ensuing month. The DILG Regional Offices shall consolidate the CSR from the Provincial Offices and submit to NBOO every 9" working day of the ensuing month. The NBOO shall consolidate the CSR from the Regional Offices and submit to the Bureau Streamlining Focal Person every 10" working day of the ensuing month to gauge the Client Satisfaction Rating for the service rendered. This is in accordance with DILG Circular 2023-004 dated February 3, 2023, entitled "Guidelines on the Harmonized Client Satisfaction Measurement'', and SP-DILG-07-Client Satisfaction Survey.
The primary beneficiaries/claimants are the spouse recognized by applicable laws (widow/widower) and the legitimate, legitimated, legally adopted, or illegitimate children of the deceased barangay official.
The secondary beneficiaries/claimants are the dependent parents or brother/sister of the deceased barangay official.
In the absence of primary and secondary beneficiaries/claimants, any other person declared by the deceased barangay officials as beneficiaries/claimants in the BOIS.
If in case the claimants are not included in the list of beneficiaries in the BOIS, any relative of the deceased barangay official, provided that he/she must submit the legal documents enumerated in the CCSRF as appropriate.
In case of adverse claims, the release of checks shall be held in abeyance pending resolution of the claim by the DILG, to be settled within the prescribed period pursuant to Republic Act No. 11032.
The beneficiaries/claimants of the deceased Punong Barangays shall be entitled to twenty thousand pesos (Php 20,000). On the other hand, the beneficiaries/claimants of the deceased Sangguniang Barangay Member, Barangay Secretary, Barangay Treasurer, or Sangguniang Kabataan Chairman shall be entitled to ten thousand pesos (Php 10,000). In addition to the death benefit, a burial benefit of two thousand pesos (Php 2,000) shall be provided.
The beneficiaries/claimants of the IPMRs who died during their incumbency in the current term (2018-2020) and thereafter shall receive ten thousand pesos (Php 10,000) death benefit and two thousand pesos (Php 2,000) burial benefit.
The claimant shall submit the following documents upon filing of death and burial assistance claims to the DILG Field Offices:
Basic Requirements
Certification that the barangay official was incumbent at the time of his/her death using the prescribed template (issued by the DILG C/MLGOO)
Certified true copy of the death certificate of the deceased barangay official
Photocopy of any valid government-issued ID of the claimant
If the claimant is the widow/widower (certified or true copy):
4. Marriage Certificate
If claimant is the Parent of the deceased Barangay Official : (Certified or true copy)
4. Birth Certificate of the deceased barangay official
If the claimant is the son/daughter or brother/sister of the deceased barangay official:
4. Birth Certificate of the claimant
If the claimant is the common-law spouse/parent of the deceased barangay official:
4. The legal heir shall execute an Affidavit or Special Power of Attorney
In the absence of primary and secondary beneficiaries/claimants:
4. An affidavit of two (2) interested persons or affidavit of self-adjudication shall be executed by the claimant to support that he/she is the only heir of the deceased barangay official
If a designated beneficiary/legal heir is a minor:
4. A designated beneficiary/legal heir who is a minor shall be represented by a guardian. An affidavit of Guardianship shall be executed for the purpose
In the case of multiple designated beneficiaries/claimants of deceased barangay officials:
4. A special power of attorney, which shall be executed as a supporting document, except if the claimant is a spouse. Only one check shall be issued to the person whom the beneficiaries agreed from among themselves to receive the check.
Other supporting documents from the claimant (whichever is applicable):
6. Photocopy of Police Report, in case the matter of the death of the deceased barangay official is not a natural cause.
7. An affidavit of two (2) disinterested parties shall be executed if there is a discrepancy in the name of the deceased barangay official or claimant.
8. For beneficiaries of IPMRs, if applicable, in the absence of the documents mentioned above, affidavit of two (2) disinterested persons shall be required.
9. Other supporting documents
Conduct continuous information dissemination on the death and burial benefits of barangay officials who died during their term of office;
Advise the legal heirs of the deceased barangay officials to file the application for death and burial benefit claims and submit the required documents;
Evaluate the correctness and completeness of the documentary requirements submitted by the claimant;
Process the claims of the beneficiaries/claimants of the deceased barangay officials within 1 working day upon receipt of the complete documentary requirements, and submit to DILG PO for fund allocation;
Monitor the status of requests for fund allocation regularly;
Inform the beneficiaries once the checks are ready for release/pick-up, and require to present ID/proof when claiming the checks. If the beneficiary/ies cannot personally do the transaction, his/her authorized representative shall present a Special Power of Attorney;
If checks were released from this level, administer the Client Satisfaction Survey (CSS) to the claimants, using the Unified CSS Form, and prepare the CSS Monitoring Log Sheet to be submitted to their respective Provincial Offices (POs); and
Upload all pertinent documents in the BIS-DBC module and generate reports for liquidation and other purposes.

Inform the beneficiary/ies once the checks are ready for release/pick-up and remind them to bring ID/proof when claiming the check. In case the beneficiary/ies cannot personally do the transaction, the authorized representatives shall present a Special Power of Attorney;
Administer the CSS to the beneficiary/ies, using the revised CSS Form, and submit to their respective Regional Offices (ROs) the CSS Monitoring/Summary Log Sheets and the Service Quality Dimension Analysis (SQDA) report;
Upload all pertinent documents in the BIS-DBC module and generate reports for liquidation and other purposes; and
Prepare liquidation documents/report on fund transfer and the total amount disbursed per release covered by NCA, and submit to the Regional Office within fifteen (15) working days upon receipt of funds.
Verify/evaluate the submitted application for death and burial benefit claims as to the correctness of the entries and completeness of the attached supporting documents;
Submit the request/s for claims to DILG Regional Office within one (1) working day upon receipt thereof for funding allocation and monitor the status of the request regularly;
Prepare and issue/release the checks in payment for benefits due to the beneficiaries within seven (7) working days upon receipt of funds from the Regional Office;
Inform the beneficiaries through C/MLGOOs once the checks are ready for release and pick-up and remind them to bring ID/proof when claiming the check. In case beneficiaries cannot personally do the transaction, the authorized representative shall present a Special Power of Attorney;
Administer the CSS to the beneficiaries, using the revised Unified CSS Form, and submit to their respective Regional Offices (ROs) the CSS Monitoring/Summary Log Sheets and the Service Quality Dimension Analysis (SQDA) report;
Upload all pertinent documents in the BIS-DBC module and generate reports for liquidation and other legal purposes; and Prepare liquidation documents/reports on fund transfer and the total amount disbursed per release covered by NGA and submit to the Regional Office within fifteen (15) working days upon receipt of funds.
Verify/evaluate the submitted application for death and burial benefit claims as to the correctness of the entries and completeness of the attached supporting documents;
Submit to NBOO the request/s within one (1) working day upon receipt thereof for funding allocation and monitor the status of the request regularly;
Transfer of fund allocation to the DILG Provincial and/or HUG Offices within three (3) working days upon receipt of Sub-allotment Release Order (SRO) and Notice of Transfer Allocation (NTA);
Consolidate the liquidation reports of the Provincial and HUG Offices per release covered by SRO and provide a copy of the administrative requirement to Regional Commission on Audit (RCOA);
All the accomplished CSS Forms submitted by DILG Provincial and HUG Offices shall be consolidated and indicated in the Client Satisfaction Survey Summary Log Sheet and submit the regional-level consolidated Service Quality Dimension Analysis (SQDA) report to NBOO; and
Upload all pertinent documents in the BIS-DBC module and generate reports for liquidation and for other purposes.
Verify/evaluate the submitted application for death and burial benefit claims as to the correctness of the entries and completeness of the attached supporting documents;
Generate the Regional List (within 3 days if less than 5 requests/names of deceased barangay officials (DBOs) or within one (1) working day if 5 or more request/names of DBOs received) and Summary of Funding Request of death and burial benefit claims, from the online BIS - DBC Module;
Prepare cover Memorandum for the ASAFC, USBA and SILG; and transmittal letter to the DBM Secretary and submit to the OASAFC through Document Management System (OMS), together with the signed Regional List and Summary of Funding Request, for approval;
Prepare Consolidated Report of the CSS for the Month as basis in the ISO Quality Monitoring and Evaluation Report for DBC;
Monitor the effectiveness and efficiency of the online
BIS-DBC through the conduct of System Assessment annually participated in by the Provincial/City and Regional DBC Focal Persons and Regional Information Technology Officer; and
Conduct a review of guidelines annually and submit recommendations and/or revision of provisions to further improve the system and the implementation of this policy.
The Office of the Assistant Secretary for Administration, Finance, and Comptrollership (OASAFC) shall:
Generate the documents sent through the OMS by the NBOO, for approval and submission to the SILG through USBA;
Submit the signed documents forwarded by the OSEC, to the DBM for request of funding allocation of the death and burial benefits of deceased barangay officials within one (1) working day; and
Upload copies of the acknowledgement receipt and SARO issued by the DBM in the OMS.
The Office of the Undersecretary for Barangay Affairs (OUSBA) shall:
Generate and approve the documents sent through the OMS by the OASAFC within three (3) working days upon receipt of the document and submit to OSEC for approval of the SILG.
The Office of the Secretary shall:
Approve the documents and forward to the OASAFC the signed documents within four (4) working days for submission to the DBM.
The FMS shall:
Sub-allot to the Regional Offices the fund allocation and post the approved Sub-Allotment Release Orders (SRO) in the Financial Reporting System (FRS);
Provide the Regional Offices e-copy of the Sub-Allotment Release Order (SRO), Notice of Transfer of Allocation (NTA), and the names of the deceased barangay officials whose death benefits shall be paid out of the Barangay Official Death Benefit Fund (BODBF) released by the DBM;
Upload copies of SARO, NGA and consolidated list of the names of the deceased barangay officials in the gdrive being maintained by the FMS, to monitor the releases of funds by the NBOO;
Provide the NBOO the Monthly Status of fund utilization and/or Budget Utilization Rate (BUR) for monitoring the financial performance of program implementation purposes; and Monitor the status of sub-allotment issued to the regions.
No death and burial benefits shall be granted to the beneficiary of a deceased barangay official if the cause of death is either suicide or his/her own unlawful acts resulting to his/her death.
TThe DILG Central and/or Regional Legal Units, and NCIP (for IPMRs), shall have original and exclusive jurisdiction over the settlement of disputes arising from adverse claims and those resulting from the implementation of any provision of these rules.
The funding requirements shall be sourced from the Barangay Officials Death Benefit (BOOB) under Allocations to Local Government Units of the annual GAA.
The DILG personnel shall refer to the Quality Procedure QP-DILG-BLGS-RO-06 entitled: “Issuance of Certificate for Service Rendered by Local/Barangay Official for Application for CSC Eligibility” which can be accessed via DILG National Quality Management System (https://dims.dilg.gov.ph/) when issuing the above mentioned document.
