Barangay officials and Sanggunian Members (provinces, cities, and municipalities) may apply for special eligibility, namely the Barangay Official Eligibility (BOE) and the Sanggunian Member Eligibility (SME) from the Civil Service Commission (CSC). The Barangay Official Eligibility (BOE) is granted pursuant to Republic Act (R.A.) No. 7160, dated October 10, 1991, otherwise known as the “Local Government Code of 1991."

In accordance with Civil Service Commission (CSC) Resolution No. 1200865, promulgated on June 14, 2012, and circularized through CSC Memorandum Circular No. 13, s. 2012, dated August 2, 2012, the BOE shall be granted effective August 1, 2012, to the following barangay officials based strictly on the completion of their terms of office:
Elective Barangay Officials: Punong Barangay/Barangay Captain, regular Sangguniang Barangay Members, and Sangguniang Kabataan Chairmen; and
Appointive Barangay Officials: Barangay Treasurers, and Barangay Secretaries who were appointed by the duly elected Punong Barangay.
For elected barangay officials – shall refer to the term of office as specified by the prevailing law on term of office of elected barangay officials; and
For appointed barangay officials – shall refer to the continuous number of years of satisfactory service rendered from the time of appointment, which must correspond to the number of years covering the term of office of the appointing Punong Barangay and may include services rendered under previous appointment.
The BOE shall be considered appropriate for appointment to first-level positions in the career service, except positions covered by board laws and/or those that require other special eligibility as determined by the Commission, or those that require licenses, such as those positions listed under Category IV of CSC MC No. 11, s. 1996, as amended. (Provided under Item No. 11, Part V of CSC MC No. 12, s. 2003 re: Revised Policies on Qualification Standards)
The date of effectivity of the BOE shall be the date of approval of an application by the CSC Regional Office (RO) concerned.
a. Filing of application for the grant of BOE for elective and appointive barangay officials who have completed their term of office before August 1, 2012 shall be within two (2) years from the said date, or until August 1, 2014.
b. Filing of application for the grant of BOE for elective and appointive barangay officials who complete their term of office on or after August 1, 2012 shall be continuous.
The Sanggunian Member Eligibility (SME) is granted pursuant to Republic Act (R.A.) No. 10156, dated December 20, 2011, otherwise known as the “An Act Conferring upon Members of the Sangguniang Bayan, Sangguniang Panlungsod and Sangguniang Panlalawigan, the Appropriate Civil Service Eligibility under Certain Circumstances, and for Other Purposes”.
In accordance with Civil Service Commission (CSC) Resolution No. 1300486, promulgated on March 6, 2013 and circularized through CSC Memorandum Circular No. 12, s. 2013 dated May 31, 2013, the SME is granted effective May 1, 2013 to the following Sanggunian Members, who have been elected after the effectivity of the Local Government Code of 1991 (RA 7160) or on May 11, 1992 onwards:
a. vice mayor, as presiding officer for the Sangguniang Bayan or Sangguniang Panlungsod;
b. vice governor, as presiding officer for the Sangguniang Panlalawigan; and
c. regular Sanggunian Members of the Sangguniang Bayan, Sangguniang Panlungsod and Sangguniang Panlalawigan.
Above SM must meet the following qualifications:
a. For SME (first level):
- Served as Sanggunian Member for an aggregate period of six (6) years; and completed at least 72 units leading to a baccalaureate/bachelor’s degree.
b. For SME (second level):
-Served as a Sanggunian Member for an aggregate period of nine (9) years; and completed a baccalaureate/bachelor’s degree.
c. Name is included in the corresponding Master List issued by the concerned DILG Office.
The SME shall be considered appropriate for appointment to second and first level positions in the career service, except those which require qualifications in skills or trade test and/or requiring passing the Board or Bar examinations, or requiring eligibilities provided under special laws, and shall be applicable, as follows:
The Sanggunian Member First Level Eligibility shall be applicable for entrance and promotion to first level career service positions only; and
The Sanggunian Member Second Level Eligibility shall be applicable for entrance and promotion to first level and second level career service positions.
The date of effectivity of the SME shall be the date of approval of an application by the CSC Regional Office (RO) concerned.
The prescriptive period for filing of application for the grant of Sanggunian Member Eligibility shall be in accordance with the following rules:
For Sanggunian Members who have already completed the six (6) or nine (9) years service requirement prior to or upon effectivity of CSC Resolution No. 1300486 on May 1, 2013, the prescriptive period shall be within five (5) years from the said date.
For Sanggunian Members who have completed the six (6) or nine (9) years service requirement in May 2013, the prescriptive period shall be within four (4) years from the completion of the service requirement; and
For Sanggunian Members who were elected in May 2013 elections and thereafter, the prescriptive period shall be within two (2) years upon meeting the required number of years of service.
Part of the requirements for the grant of BOE and SME are the following documents issued by the DILG office:

Certification from authorized DILG official at the municipal, city, provincial, or regional level of the services rendered by the barangay official, using the prescribed forms, as follows:
CSC-ERPO BOE Form 1(a), June 2017 – for elective barangay officials; or
CSC-ERPO BOE Form 1(b), April 2012 – for appointive barangay officials;
Original/Authenticated and dry-sealed Master List of Elected/Appointed Barangay Officials issued by the DILG (agency to agency concern; to be submitted by DILG to CSC RO); and
SME
Original/Authenticated Master List of qualified Sanggunian Members issued by the DILG (agency to agency concern)
For Sanggunian Members not included in the DILG Master List, Certification of services rendered by the Sanggunian Member duly signed by authorized DILG official at the regional level where he/she has served as Sanggunian Member (Use CSC SME Form 1, March 2013)
The DILG personnel shall refer to the Quality Procedure QP-DILG-BLGS-RO-06 entitled: “Issuance of Certificate for Service Rendered by Local/Barangay Official for Application for CSC Eligibility” which can be accessed via DILG National Quality Management System (https://dims.dilg.gov.ph/) when issuing the above mentioned document.
