Barangay and Sanggunian officials across provinces, cities, and municipalities may apply for special eligibility granted by the Civil Service Commission (CSC). These include the Barangay Official Eligibility (BOE) and the Sanggunian Member Eligibility (SME). The BOE is issued pursuant to Republic Act No. 7160, also known as the Local Government Code of 1991, dated October 10, 1991.
Meanwhile, for Sangguniang Kabataan (SK) officials, the CSC has approved Resolution No. 2500752, entitled “Grant of Sangguniang Kabataan Official Eligibility (SKOE) under Republic Act No. 11768: Rules Governing the Grant of Eligibility to Sangguniang Kabataan Officials (SKOs)”. The resolution, dated July 24, 2025, and published on September 19, 2025, takes effect on October 5, 2025.
This means that SK officials who served during the 2018–2022 term may now apply for the SK Official Eligibility (SKOE). However, as some requirements and forms are still awaiting further guidelines, DILG officers may advise applicants to wait for the official advisory regarding the start of the issuance of the Certificates of Service Rendered.
The Barangay Official Eligibility (BOE) is granted pursuant to Republic Act (R.A.) No. 7160, dated October 10, 1991, otherwise known as the “Local Government Code of 1991”.
In accordance with Civil Service Commission (CSC) Resolution No. 1200865, promulgated on June 14, 2012, and circularized through CSC Memorandum Circular No. 13, s. 2012, dated August 2, 2012, the BOE shall be granted effective August 1, 2012, to the following barangay officials based strictly on the completion of their terms of office:
Elective Barangay Officials: Punong Barangay/Barangay Captain, regular Sangguniang Barangay Members, and Sangguniang Kabataan Chairmen; and
Appointive Barangay Officials: Barangay Treasurers, and Barangay Secretaries who were appointed by the duly elected Punong Barangay.
For elected barangay officials – shall refer to the term of office as specified by the prevailing law on term of office of elected barangay officials; and
For appointed barangay officials – shall refer to the continuous number of years of satisfactory service rendered from the time of appointment, which must correspond to the number of years covering the term of office of the appointing Punong Barangay and may include services rendered under previous appointment.
The BOE shall be considered appropriate for appointment to first-level positions in the career service, except positions covered by board laws and/or those that require other special eligibility as determined by the Commission, or those that require licenses, such as those positions listed under Category IV of CSC MC No. 11, s. 1996, as amended. (Provided under Item No. 11, Part V of CSC MC No. 12, s. 2003 re: Revised Policies on Qualification Standards)
The date of effectivity of the BOE shall be the date of approval of an application by the CSC Regional Office (RO) concerned.
a. Filing of application for the grant of BOE for elective and appointive barangay officials who have completed their term of office before August 1, 2012 shall be within two (2) years from the said date, or until August 1, 2014.
b. Filing of application for the grant of BOE for elective and appointive barangay officials who complete their term of office on or after August 1, 2012 shall be continuous.
The Sanggunian Member Eligibility (SME) is granted pursuant to Republic Act (R.A.) No. 10156, dated December 20, 2011, otherwise known as the “An Act Conferring upon Members of the Sangguniang Bayan, Sangguniang Panlungsod and Sangguniang Panlalawigan, the Appropriate Civil Service Eligibility under Certain Circumstances, and for Other Purposes”.
In accordance with Civil Service Commission (CSC) Resolution No. 1300486, promulgated on March 6, 2013 and circularized through CSC Memorandum Circular No. 12, s. 2013 dated May 31, 2013, the SME is granted effective May 1, 2013 to the following Sanggunian Members, who have been elected after the effectivity of the Local Government Code of 1991 (RA 7160) or on May 11, 1992 onwards:
a. vice mayor, as presiding officer for the Sangguniang Bayan or Sangguniang Panlungsod;
b. vice governor, as presiding officer for the Sangguniang Panlalawigan; and
c. regular Sanggunian Members of the Sangguniang Bayan, Sangguniang Panlungsod and Sangguniang Panlalawigan.
Above SM must meet the following qualifications:
a. For SME (first level):
- Served as Sanggunian Member for an aggregate period of six (6) years; and completed at least 72 units leading to a baccalaureate/bachelor’s degree.
b. For SME (second level):
-Served as a Sanggunian Member for an aggregate period of nine (9) years; and completed a baccalaureate/bachelor’s degree.
c. Name is included in the corresponding Master List issued by the concerned DILG Office.
The SME shall be considered appropriate for appointment to second and first level positions in the career service, except those which require qualifications in skills or trade test and/or requiring passing the Board or Bar examinations, or requiring eligibilities provided under special laws, and shall be applicable, as follows:
The Sanggunian Member First Level Eligibility shall be applicable for entrance and promotion to first level career service positions only; and
The Sanggunian Member Second Level Eligibility shall be applicable for entrance and promotion to first level and second level career service positions.
The date of effectivity of the SME shall be the date of approval of an application by the CSC Regional Office (RO) concerned.
The prescriptive period for filing of application for the grant of Sanggunian Member Eligibility shall be in accordance with the following rules:
For Sanggunian Members who have already completed the six (6) or nine (9) years service requirement prior to or upon effectivity of CSC Resolution No. 1300486 on May 1, 2013, the prescriptive period shall be within five (5) years from the said date.
For Sanggunian Members who have completed the six (6) or nine (9) years service requirement in May 2013, the prescriptive period shall be within four (4) years from the completion of the service requirement; and
For Sanggunian Members who were elected in May 2013 elections and thereafter, the prescriptive period shall be within two (2) years upon meeting the required number of years of service.
Part of the requirements for the grant of BOE and SME are the following documents issued by the DILG office:
BOE
Certification from authorized DILG official at the municipal, city, provincial, or regional level of the services rendered by the barangay official, using the prescribed forms, as follows:
CSC-ERPO BOE Form 1(a), June 2017 – for elective barangay officials; or
CSC-ERPO BOE Form 1(b), April 2012 – for appointive barangay officials;
Original/Authenticated and dry-sealed Master List of Elected/Appointed Barangay Officials issued by the DILG (agency to agency concern; to be submitted by DILG to CSC RO); and
SME
Original/Authenticated Master List of qualified Sanggunian Members issued by the DILG (agency to agency concern)
For Sanggunian Members not included in the DILG Master List, Certification of services rendered by the Sanggunian Member duly signed by authorized DILG official at the regional level where he/she has served as Sanggunian Member (Use CSC SME Form 1, March 2013)

Elective Sangguniang Kabataan (SK) Members and appointive SK Officials, specifically SK Secretaries and SK Treasurers, are covered by the Sangguniang Kabataan Official Eligibility (SKOE) for the 2018–2022 term onwards. meanwhile SK Chairpersons are covered under the Barangay Official Eligibility (BOE) pursuant to CSC MC No. 13, s. 2012.
First Level Eligibility (Sub-Professional) – Appropriate for first-level positions in the career service, except those covered by board laws or other eligibilities determined by the CSC, or positions that require licenses.
The grant of eligibility to elective and appointive Sangguniang Kabataan Officials (SKOs) shall be based strictly on the completion of their term of office. A deficiency of not more than an aggregate of fifteen (15) calendar days may be allowed. Qualified SKOs may apply for the Sangguniang Kabataan Official Eligibility (SKOE) at any time following the completion of their term of office, as there is no deadline or prescribed period for filing.
Refers to fully serving the three-year term of office without interruption, except in the following cases:
The term is shortened by law;
The deficiency in the service rendered is not more than an aggregate of fifteen (15) days; or
The SK Official is a successor filling a vacancy in the SK.
Note: Interruption includes resignation, unauthorized leave, service of penalty of suspension (due to a guilty finding of an offense), and automatic leave.
Services rendered in an elective capacity shall not be considered to augment services in an appointive capacity, and vice versa.
For SK Secretaries and Treasurers: Services rendered under previous appointments of similar capacity in the same barangay may be considered in determining if the deficiency does not exceed fifteen (15) days in aggregate.
For elective SK Officials who have served more than one term, services rendered under previous terms shall not be considered in determining the fifteen (15)-day deficiency.
If the SK Chairperson elects a new member to fill a vacant SK position, that person can receive the SK Officials Eligibility (SKOE) only if they have served as an SK member for at least two years.
Important Notes:
The Sangguniang Kabataan Official Eligibility (SKOE) is a privilege, not an automatic entitlement.
The applicant must not be related within the second degree of consanguinity or affinity to any incumbent elected regional, provincial, city, municipal, or barangay official in the locality where he/she rendered service.
The SKOE is non-transferable.

Valid ID (any of the following: BIR, Office ID, School ID, GSIS, SSS, Passport, Driver’s License or Temporary License, PRC, Police Clearance, Voter’s ID, PhilHealth, Postal ID, Barangay ID, NBI Clearance, Pag-IBIG ID, Solo Parent ID, PWD ID, or Seaman’s Book)
Original and photocopy of Birth Certificate issued by the PSA
Original and photocopy of Marriage Certificate issued by the PSA (if applicable)
Affidavit executed by the applicant stating that he/she has no pending administrative and/or criminal case and has not been found guilty or convicted of any administrative or criminal offense

For those who served after the 2018–2022 term, if the applicant’s name cannot be found in the DILG master list, a certification from the DILG attesting to the services rendered shall be required.
Appointive SK Officials shall submit their Individual Performance Commitment and Review (IPCR) forms or any equivalent document to establish performance rating. (Guidelines on performance rating shall be jointly formulated by the DILG and CSC.)
Oath of Office or other proof of being duly elected or appointed
Notarized Affidavit executed by the applicant stating that he/she is not related within the second degree of consanguinity or affinity to any incumbent elected regional, provincial, city, municipal, or barangay official in the locality
Other documents as may be deemed necessary by the CSC Regional Office in verifying the authenticity of the information supplied by the SK Officials
Additional Documentary Requirements if filing through a representative
Authorization letter executed by the applicant and Original and photocopy of at least one valid ID of the representative
Where to File:
Applications shall be filed with the CSC Regional Office having jurisdiction over the barangay where the applicant rendered services, or with any nearby CSC Regional or Field Office, which will act as a conduit in forwarding the documents for processing.
How to File:
Applications may be filed with the CSC Regional or Field Office either personally or through an authorized representative, or sent by registered mail or private courier.
Fees and Payment:
An evaluation fee of ₱200.00 shall be paid upon filing of the application, and a ₱300.00 processing fee shall be paid upon the release of the Certificate of Eligibility, for a total of ₱500.00. Payment may be made over the counter or through a Postal Money Order (PMO) payable to the CSC Regional Office.
Applications for the SK Official Eligibility (SKOE) shall be processed within thirty (30) days upon submission of complete documentary requirements.
