Submission of Accomplished Annexes A, B, C re CSOs Mobilized in COVID-19 Related Response and Recovery Programs (DISCONTINUED)
In support to the arising need to contain and manage the spread of Corona Virus Disease 2019 (COVID 19), Proclamation No. 922 s. 2020 was issued on March 8, 2020 declaring a State of Public Health Emergency throughout the Philippines, relative to this, the national government agencies issued policies, such as the Department of Health's (DOH) guidelines and protocols on hygiene practices, and the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) Resolution No. 18 on the use of personal protective equipment (PPE) such as the wearing of faces masks. In congruence, the Department issued Memorandum Circular No. 2020-071 enjoining LGUs to strictly implement the mandatory use of face mask and other PPEs.
However, following these health protocols and guidelines results to the increasing volume of COVID-19 related health care wastes generated from health care facilities, community quarantine units, and temporary treatment and monitoring facilities, and from households living within the enhance community quarantine (ECQ) areas. Further, the used PPEs and masks are usually disposed of as a general waste and ending up mixed with the municipal waste stream.
Considering the threat these wastes poses to the environment, and to the health of the communities, proper disposal shall be3 prioritiezed to help in curtailing the spread of the virus, and to prevent further environmental degradation
Thus, as part of the National Solid Waste Management Commission, chaired by the Department of Environment and Natural Resources, this Department supports the issuance of NSWMC Resolution No. 1364 s. 2020 or the resolution "Adopting the Interim Guidelines on the Management of COVID 19 Related Health Care Waste". The said Policy provides the guidelines on the proper handling and management of all COVID 19 related health care waste, including guidelines on ensuring the occupational health and safety of waste workers
Reporting and Monitoring
The DILG Regional Offices shall:
Facilitate the monitoring of LGUs' compliance through the prescribed template (attached as Annex A of DILG MC 2020-147).
The DILG Regional Offices shall submit a consolidated report to the Bureau of Local Government Supervision (BLGS) every end of the quarter.
