On March 11, 2020, the World Health Organization (WHO) declared the Coronavirus Disease 2019 (COVID-19) as a pandemic due to the rapid increase of cases of infection all around the world.
In the Philippines, the Department of Health (DOH) recorded a total of 38,699,023 of second dose and single dose COVID-19 vaccines as of December 6, 2021. Scientific studies, from the WHO and other health organizations, have shown that COVID-19 vaccines are safe and proved to be the most effective protection of the human body against the ill-effects of the virus.
Anchored on the principles of the duties and responsibilities of Local Chief Executives (LCEs) for the protection of the community, implied power of the Cities/Municipalities in promoting the general welfare, and human rights, Local Government Units (LGUs) are encouraged to pass a local ordinance to impose measures which shall make the COVID-19 vaccines a pre-requisite for the availment of certain government services, taking into consideration cultural, religious and other special considerations at the discretion of the respective LGUs to determine.
