Section 17(1)(iv) of Republic Act No. 7160, otherwise known as the Local Government Code of 1991 (LG Code), provides for the maintenance of Katarungang Pambarangay (KP) as one of the basic services and facilities at the barangay level.
Further, Section 422 of the LG Code mandates the appropriation of such amount as may be necessary for the effective implementation of KP, which shall be provided for in the annual budget of the city or municipality concerned.
In 2022, to develop a more responsive and accountable justice services in the country, with a particular focus on those who are most vulnerable, including women, LGBTI¹, persons with disabilities, indigenous peoples, and other excluded groups, the Ateneo Human Rights Center (AHRC) was granted funding assistance by the European Union, under the Governance in Justice (GOJUST) II- Grant Facility, to fund the relevant activities to enhance the KP Training Manual that was developed by the Department, through the initiative of the National Barangay Operations Office (NBOO) and partner government agencies in 2014.
After several consultation meetings, Key Informant Interviews, Focus Group Discussions, Training of Trainers, and Roll-Out Trainings that were conducted by AHRC from 2022-2024, the ENHANCED GENDER-RESPONSIVE, CHILD-FRIENDLY AND INDIGENOUS PEOPLES-RELEVANT KP TRAINING MANUAL was officially launched and handed over to the representatives of the Jzs² last August 01, 2024.

In this regard, all Local Chief Executives and other local officials are encouraged to print the Enhanced KP Training Manual which should be utilized during the conduct of trainings, orientations, capacity buildings or similar activities related to KP, and to print, distribute, and/or post the KP Advocacy Materials within the Barangay Hall premises.
All Regional and Field Officers are directed to utilize the modules as prescribed in the Enhanced KP Training Manual when conducting KP-related trainings for Barangay Officials and Members of the Lupon Tagapamayapa.
