CAGAYAN DE ORO CITY, Feb. 18 — In support of the whole-of-nation approach to achieving inclusive and sustainable peace, the Department of the Interior and Local Government (DILG), through its Local Government Monitoring and Evaluation Division (LGMED), convened DILG field officers to review and assess the actual status of the Communities for Peace (C4PEACE) program implementation among CY 2024–2025 target LGUs.

The activity also served as a venue for evaluating accomplishments, identifying gaps and challenges, and generating concrete recommendations for the next program cycle.

𝐂𝐀𝐆𝐀𝐘𝐀𝐍 𝐃𝐄 𝐎𝐑𝐎 𝐂𝐈𝐓𝐘, 𝐅𝐞𝐛𝐫𝐮𝐚𝐫𝐲 𝟏𝟏, 𝟐𝟎𝟐𝟔—The Lady Local Legislators’ League of the Philippines (FOUR-L) – Region 10 successfully conducted its 1st Regional and Provincial Elections.

DILG 10 Assistant Regional Director Yvette Tolentino-Sunga expressed her honor in joining the Lady Local Legislators’ League (FOUR-L) Philippines Inc. during its Regional and Provincial Elections. She recognized the organization as a strong advocate for women, children, and families, and underscored the vital role of women’s leadership in governance.

She highlighted the progress in women’s representation in Region 10, noting the increase in female elected officials from 241 (23.9%) in 2022 to 254 (25.1%) in 2025—an encouraging step forward for inclusive leadership in Northern Mindanao.

𝐂𝐀𝐆𝐀𝐘𝐀𝐍 𝐃𝐄 𝐎𝐑𝐎 𝐂𝐈𝐓𝐘, 𝐅𝐞𝐛𝐫𝐮𝐚𝐫𝐲 𝟏𝟏, 𝟐𝟎𝟐𝟔—The Department of the Interior and Local Government (DILG) Region X conducted two focus group discussions (FGDs), presided over by Assistant Regional Director Yvette Tolentino Sunga, CESO V, at the DILG Regional Office to strengthen coordination mechanisms for peace and order and crisis response.

The first FGD focused on the issuance of security clearance for Civil Society Organization (CSO) representatives in the Peace and Order Councils (POCs). Participating agencies discussed the salient provisions of DILG Memorandum Circular No. 2022-123 and agreed on key measures to streamline the process, including the establishment of processing timelines, designation of focal persons per agency, and development of a standardized protocol for security clearance issuance. 𝐃𝐈𝐋𝐆 𝟏𝟎 𝐫𝐞𝐜𝐨𝐧𝐯𝐞𝐧𝐞𝐬 𝐓𝐖𝐆𝐬, 𝐟𝐢𝐧𝐚𝐥𝐢𝐳𝐞𝐬 𝐊𝐏 𝐡𝐚𝐧𝐝𝐛𝐨𝐨𝐤

𝐂𝐀𝐆𝐀𝐘𝐀𝐍 𝐃𝐄 𝐎𝐑𝐎 𝐂𝐈𝐓𝐘, 𝐅𝐞𝐛𝐫𝐮𝐚𝐫𝐲 𝟗, 𝟐𝟎𝟐𝟔 – To sustain efforts of strengthening the Katarungang Pambarangay (KP) implementation in the region, various technical working groups (TWGs) from various DILG 10 field operating units reconvened to finalize the KP Handbook contents, held at VIP Hotel.

The activity brought together Provincial and City Directors, and select Field Officers to review, enhance, and validate the KP Handbook, while harmonizing policies and best practices. The handbook tackled on KP structure and process; cases falling under KP; mainstreaming gender-responsive, child-friendly, and culture-sensitive KP; and relevant techniques and skills.

The reconvening highlighted DILG-10’s commitment to institutionalize a responsive, inclusive, and effective Katarungang Pambarangay system across the region. CAGAYAN DE ORO CITY, Feb. 3 — In an effort to strengthen compliance and address recurring bottlenecks in the processing of Foreign Travel Authority (FTA) applications, the DILG 10 initiated a Virtual Re-Orientation on Memorandum Circular (MC) No. 2025-023, or the Guidelines on the Use of the Foreign Travel Authority (FTA) Online System Application (Version 3), via the Zoom platform.

In her opening message, LGMED Division Chief Corazon Vicente emphasized the importance of keeping the FTA process moving despite more detailed requirements and an increasing workload, particularly amid the ongoing National State of Calamity. She noted that recurring issues in documentary submissions and system entries continue to slow down processing and result in returned applications, which the re-orientation aimed to address directly.

The meeting brought together member-agencies and stakeholders to assess peace and order concerns in Northern Mindanao and to identify priority agenda items and proposed resolutions for the upcoming Joint RDC–RPOC–RDRRMC Meeting.

CAGAYAN DE ORO CITY, Jan. 21 — Aimed at strengthening the implementation of the Barangay Justice System in the region, the DILG 10 officially opened the three-day finalization activity for the Katarungang Pambarangay (KP) Handbook and Training Manual.

The activity is conducted in partnership with the Philippine National Police (PNP) and the Department of Justice (DOJ to address issues and improve guidance on barangay-level dispute resolution.

In his openingg remarks, DILG Lanao del Norte Provincial Director Edward G. Bhagwani, JD, MNSA, CESO V, said the activity builds on earlier engagements and responds to concerns raised by barangay implementers.

"This allows us to revisit the issues we encountered and translate them into clearer, more practical, and standardized reference materials for those implementing Katarungang Pambarangay,” he said.

In attendance are the Provincial and City Directors, Cluster Heads, Program Managers, and City and Municipal Local Government Operations Officers (LGOOs).

The activity aimed to enhance the capacity of LGMED personnel in applying RBME principles to the planning, monitoring, and evaluation of Programs, Projects, and Activities (PPAs).
