CAGAYAN DE ORO CITY, Mar. 31 — Setting the direction for a more strengthened and coordinated anti-illegal drug advocacy efforts across Northern Mindanao, the DILG 10, together with member agencies of the Inter-Agency Committee on Anti-Illegal Drugs (ICAD) Advocacy Cluster, convened its 2026 1st Quarter Meeting, at the DILG Regional Office 10. 

LGMED Assistant Chief Liza Ladres delivered the opening message on behalf of Regional Director Bruce A. Colao, and highlighted both the progress made in the early months of the year and the need to sustain momentum moving forward.

“The first few months of the year may have passed quickly, but they have not been without progress. We have started laying the groundwork for our advocacy efforts, yet we recognize that there is still much to be done,” she said.

CAGAYAN DE ORO CITY, Mar. 30 – In line with strengthening the implementation of peace and development initiatives, the Department of the Interior and Local Government (DILG) 10 conducted the C4PEACE Levelling-Off for CY 2026 Target LGUs on May 30, 2026, via virtual platform.

The activity gathered Cluster Heads and City/Municipal Local Government Operations Officers (C/MLGOOs) to align strategies and strengthen coordination for the implementation of the Communities for Peace and Development (C4PEACE) program. Key updates on the Retooled Community Support Program (RCSP), covering 89 target LGUs in Region 10 for CY 2026, were presented, with emphasis on the timely completion of Barangay Development Plans as the basis for the Support to Barangay Development Program (SBDP).

CAGAYAN DE ORO CITY, Mar. 25 — The DILG - 10, together with partner agencies, opened the two-day KP Handbook Refinement and Completion Meeting with a focused review and consolidation of outputs aimed at finalizing the Enhanced Katarungang Pambarangay (KP) Handbook and Training Manual.

Iligan City Director Maria Maida Daniot, representing Regional Director Bruce A. Colao, formally opened the program. She underscored the importance of the activity and noted that the effort will further advance effective and accessible justice at the barangay level.

“We come together with a shared vision that through the effective implementation of enhanced handbook and training manual, we help strengthen Katarungang Pambarangay, which will guide our localities in resolving conflicts through proper and lawful channels, and better equip our barangay officials with practical tools to serve their communities,” she said.

CAGAYAN DE ORO CITY, Mar. 24 — In preparation for the 2026 Child-Friendly Local Governance Audit (CFLGA), the DILG-10 conducted a Levelling-Off Meeting with members of the Regional Inter-Agency Monitoring Task Force (RIMTF), LGU focal persons, and DILG field officers via the Zoom platform.

The activity aimed to ensure a common understanding of the updated guidelines, indicators, assessment tools, and timelines for the 2026 CFLGA, as well as to orient participants on the use of the Knowledge Management System (KMS), which will support a more efficient and streamlined implementation of the audit.

CAGAYAN DE ORO CITY, Mar. 24 – In line with strengthening the technical capacity of personnel in local governance processes, the Department of the Interior and Local Government (DILG)–10, through the Local Government Monitoring and Evaluation Division (LGMED), conducted a learning session under its knowledge-sharing initiative, “iShare.” The activity featured an orientation by Assistant Division Chief LGOO Liza Ladres on the CY 2026–2028 Peace and Order and Public Safety (POPS) Plan Formulation and navigation on the POPS Plan–Policy Compliance Monitoring System (POPSP-PCMS).

The session provided a comprehensive overview of the POPS Plan as a three-year, term-based plan of local government units, highlighting its key focus areas on peace and order and public safety. It emphasized the importance of identifying priority issues such as crime and disorder, conflict, threats to human security, and public safety concerns, as well as aligning local strategies, programs, and activities to address these challenges effectively.

DILG 10 preps LGUs, field officers on 2026 ADAC Performance Audit

CAGAYAN DE ORO CITY, Mar. 19 — In preparation for the 2026 Anti-Drug Abuse Council (ADAC) Performance Audit, DILG-10 held the ADAC Levelling-Off with LGU ADAC Focal Persons and DILG Field Officers via Zoom platform.

The activity revisited the CY 2025 ADAC Performance Audit results, discussed the CY 2026 indicators, and ensured that LGUs and DILG field offices share a common understanding of the requirements moving forward.

The opening message of Regional Director Bruce A. Colao, CESO V was delivered by LGMED Assistant Division Chief Liza Ladres, who conveyed RD's appreciation to LGUs and field officers for their continued support in implementing anti-drug initiatives. He emphasized that the work of ADACs strengthens community-based responses against illegal drugs.

CAGAYAN DE ORO CITY, Mar. 18 — The Regional Peace and Order Council (RPOC) – 10 reaffirmed its commitment to advancing peace and development in Northern Mindanao during the Joint Meeting of the Regional Development Council (RDC) – 10 and RPOC-10 held on March 18, 2026, earlier today.

RPOC-10 Chairperson Governor Xavier Jesus D. Romualdo expressed his belief that this historic gathering of around 200 officials and representatives from local chief executives, national government agencies, private sector partners, civil society organizations, and other stakeholders will help promote both security and inclusive growth in Northern Mindanao.

CAGAYAN DE ORO CITY, Mar. 17 - The Barangay Anti-Drug Abuse Council (BADAC) Functionality Assessment is a national initiative designed to measure the performance and effectiveness of BADACs in addressing illegal drug concerns at the barangay level. It is created under the mandate of the Dangerous Drugs Board and supported by the Department of the Interior and Local Government. BADACs act as the primary mechanism in implementing community-based actions against illegal drugs.

The department ensures that through this assessment the barangays are actively implementing programs, projects, and activities that strengthen local anti-drug efforts and help promote safer and drug-free communities.

Pimentel, who shared her experience on “Raising Kids as a Full-Time Working Mother Assigned in the Province.”

During the session, ADA Pimentel discussed the realities faced by mothers in public service who balance their professional responsibilities with their role at home. She shared how being assigned to the province while raising children requires emotional strength, effective communication, and a strong support system to ensure that family connections remain strong despite distance and work demands.

In line with this initiative, a learning presentation on “Fast Fashion: What It Is and Why It Is a Problem” was presented by ADAC RTA Princess Airah Artajo as part of the iSHARE session, highlighting the environmental and social impacts of fast fashion and encouraging more sustainable and responsible consumption practices. The activity served as a venue for participants to gain awareness on global sustainability issues and reflect on how individual choices can contribute to environmental protection.

𝐂𝐀𝐆𝐀𝐘𝐀𝐍 𝐃𝐄 𝐎𝐑𝐎 𝐂𝐈𝐓𝐘, 𝐅𝐞𝐛𝐫𝐮𝐚𝐫𝐲 𝟏𝟏, 𝟐𝟎𝟐𝟔—The Lady Local Legislators’ League of the Philippines (FOUR-L) – Region 10 successfully conducted its 1st Regional and Provincial Elections.

DILG 10 Assistant Regional Director Yvette Tolentino-Sunga expressed her honor in joining the Lady Local Legislators’ League (FOUR-L) Philippines Inc. during its Regional and Provincial Elections. She recognized the organization as a strong advocate for women, children, and families, and underscored the vital role of women’s leadership in governance.

She highlighted the progress in women’s representation in Region 10, noting the increase in female elected officials from 241 (23.9%) in 2022 to 254 (25.1%) in 2025—an encouraging step forward for inclusive leadership in Northern Mindanao.

The first FGD focused on the issuance of security clearance for Civil Society Organization (CSO) representatives in the Peace and Order Councils (POCs). Participating agencies discussed the salient provisions of DILG Memorandum Circular No. 2022-123 and agreed on key measures to streamline the process, including the establishment of processing timelines, designation of focal persons per agency, and development of a standardized protocol for security clearance issuance. 𝐂𝐀𝐆𝐀𝐘𝐀𝐍 𝐃𝐄 𝐎𝐑𝐎 𝐂𝐈𝐓𝐘, 𝐅𝐞𝐛𝐫𝐮𝐚𝐫𝐲 𝟗, 𝟐𝟎𝟐𝟔 – To sustain efforts of strengthening the Katarungang Pambarangay (KP) implementation in the region, various technical working groups (TWGs) from various DILG 10 field operating units reconvened to finalize the KP Handbook contents, held at VIP Hotel.

The activity brought together Provincial and City Directors, and select Field Officers to review, enhance, and validate the KP Handbook, while harmonizing policies and best practices. The handbook tackled on KP structure and process; cases falling under KP; mainstreaming gender-responsive, child-friendly, and culture-sensitive KP; and relevant techniques and skills.

The reconvening highlighted DILG-10’s commitment to institutionalize a responsive, inclusive, and effective Katarungang Pambarangay system across the region. CAGAYAN DE ORO CITY, Feb. 3 — In an effort to strengthen compliance and address recurring bottlenecks in the processing of Foreign Travel Authority (FTA) applications, the DILG 10 initiated a Virtual Re-Orientation on Memorandum Circular (MC) No. 2025-023, or the Guidelines on the Use of the Foreign Travel Authority (FTA) Online System Application (Version 3), via the Zoom platform.

In her opening message, LGMED Division Chief Corazon Vicente emphasized the importance of keeping the FTA process moving despite more detailed requirements and an increasing workload, particularly amid the ongoing National State of Calamity. She noted that recurring issues in documentary submissions and system entries continue to slow down processing and result in returned applications, which the re-orientation aimed to address directly.

CAGAYAN DE ORO CITY, Jan. 21 — Aimed at strengthening the implementation of the Barangay Justice System in the region, the DILG 10 officially opened the three-day finalization activity for the Katarungang Pambarangay (KP) Handbook and Training Manual.

The activity is conducted in partnership with the Philippine National Police (PNP) and the Department of Justice (DOJ to address issues and improve guidance on barangay-level dispute resolution.

In his openingg remarks, DILG Lanao del Norte Provincial Director Edward G. Bhagwani, JD, MNSA, CESO V, said the activity builds on earlier engagements and responds to concerns raised by barangay implementers.

CAGAYAN DE ORO CITY, Jan. 7 — The Department of the Interior and Local Government (DILG) conducted the iShare: Orientation on Results-Based Monitoring and Evaluation (RBME) for Local Government Monitoring and Evaluation Division (LGMED) personnel at the LGMED Office, reinforcing the Department’s commitment to results-based governance and effective monitoring of local government performance.

The activity aimed to enhance the capacity of LGMED personnel in applying RBME principles to the planning, monitoring, and evaluation of Programs, Projects, and Activities (PPAs).
