RPOC 10 4th Quarter CY 2023 Full Council Meeting
ILIGAN CITY, Dec. 7, 2023 – The Regional Peace and Order Council (RPOC) - 10 convened during its 4th Quarter Full Council Meeting for CY 2023, at Cheradel Suites, this city.
Highlights of the meeting were the approval of the resolutions on the inclusion of the Bureau of Jail Management and Penology (BJMP) - 10 as a regular member of the RPOC 10, and the continued implementation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

2023 Q4 RIATFE meeting calls to strengthen E-CLIP implementation in the region
CAGAYAN DE ORO CITY, Nov. 6, 2023 — The 4th Regional Inter-Agency Task Force on Enhanced Comprehensive Local Integration Program (RIATFE) Quarter Meeting convened the local government units (LGU) E-CLIP Committees, Task Force Balik – Loob (TFBL), and DILG E-CLIP PMO for a comprehensive discussion on the implementation of ECLIP in the region.

DILG 10 encourages CSOs to apply for accreditation
CAGAYAN DE ORO CITY, Oct. 27, 2023 — In line with the Philippine Local Governance Forum (PLGF) 2023: FLEX (Festival of Local Excellence), the Department of the Interior and Local Government (DILG) -10, conducted the "CSO Conference: Partners in DILG PPAs" last October 27, 2023 at the VIP Hotel, this city.
The activity aimed to discuss the Department's various Programs, Projects, and Activities (PPAs) to which the CSOs can align themselves with and become partners to co-implement such PPAs through accreditation which is further discussed in Memorandum Circular 2022-005. The MC served as a guide to the accreditation criteria, requirements, and the process in general.
The Department highlighted the importance of CSO as partners for improving participatory governance and is looking forward to an increase in accredited partners in Northern Mindanao to provide good governance in the region.
DILG hails NorMin brgy 'peacemakers' via LTIA
CAGAYAN DE ORO CITY, Oct. 16, 2023 — In line with the celebration of the 33rd Anniversary of Local Government Month, the Department of the Interior and Local Government (DILG) on Monday gave recognition to outstanding Lupons that demonstrate exemplary performance and commendable contributions in the promotion of Katarungang Barangay during the Lupong Tagapamayapa Incentives (LTIA) Awards in the region.
DILG 10 Regional Director Wilhelm M. Suyko, CESO IV, explained that the Katarungang Pambarangay (KP) is a very important innovation of the justice system in the country as it provides accessible and effective settlement of disputes at the barangay level.
“This is why the LTIA Regional Awards Committee in the region held this awarding ceremony as a tribute to our lupons that have been instrumental in the successful implementation of the KP Law in your respective barangays,” he said.
The LTIA search covers all barangays in the region vying under four (4) categories namely: the Highly Urbanized Cities (HUCs), Component Cities (CCs), 1st-3rd Class Municipalities, and 4th-6th Class Municipality.

DILG 10 recognizes LGU effort to protect children, women; maintain peace and order
CAGAYAN DE ORO CITY, Oct. 16, 2023 — As part of the Local Government Code Celebration, the Department of the Interior and Local Government (DILG) – 10 recognized local government units (LGUs) who showcased outstanding performances in maintaining peace and order and empowering the rights of women and children in their respective areas of jurisdiction.
The award was given during the Department’s Festival of Local Excellence, which give due recognition to Local Council for the Protection of Children (LCPC), Committee on Anti-Trafficking and Violence Against Women (LCAT-VAWC), and Peace and Order Councils (POCs).
In the LCAT-VAWC assessment, the Provinces of Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental garnered an ideal functionality or a percentage score of 94.5 percent, 103 percent, 84.3 percent, 99 percent, and 95.5 percent, respectively.
Meanwhile, for the LCPC, the Provinces of Camiguin and Misamis Occidental garnered an ideal functionality or a percentage score of 97.71 percent and 81.87 percent, respectively.

CY 2023 3rd Quarter ICAD Advocacy Cluster Meeting
CAGAYAN DE ORO CITY, Sep. 29, 2023 – The Inter-Agency Committee on Anti-Illegal Drugs (ICAD) Advocacy Cluster convened its 3rd quarter meeting for CY 2023, at the DILG Regional Office - 10.
On behalf of DILG 10 Regional Director Wilhelm M. Suyko, CESO IV, LGOO Rumarhevson Bacal welcomed and expressed his gratitude for everyone’s presence. Moreover, he highlighted that the meeting gives everyone the chance to raise awareness of the progress and accomplishments of each agency.
Following their presentations, DILG 10 then proposed a Buhay Ingatan, Droga’y Ayawan (BIDA) partnership with the ICAD members to further intensify and strengthen the implementation of the program. In addition, the list of activities and initiatives to be undertaken in the said partnership was also discussed.
The ICAD continues to work towards addressing the issues caused by the illegal drug trade, including drug production, distribution, and usage, which can have a significant adverse impact on social, economic, and health issues. DILG 10 2023 RCSP Conference
CAGAYAN DE ORO CITY, Sep. 28-29, 2023 – The DILG 10, through its Local Government Monitoring and Evaluation Division (LGMED), conducted the Retooled Community Support Program (RCSP) Conference at the VIP Hotel, this city.
“The RCSP serves as an important initiative of the government which fosters peace and development, especially in conflict-affected areas or barangays in the region,” Director Edward G. Bhagwani said in his opening message.
Information Systems Analyst III Jerick E. Arcega of the DILG Localization of E.O. 70 Program Management Office (LEO 70 PMO) presented the salient features of the DILG Memorandum Circular No. 2023-046, entitled “Enhance Guidelines on the Retooled Community Support Program”.
Moreover, to streamline the implementation of the RCSP, LGMED Assistant Division Chief Liza D. Ladres facilitated an Action Planning Workshop wherein participating LGUs formulated Action Plans for the RCSP implementation in their respective localities for FY 2023.

3rd Quarter RTF-ELCAC X TWG Meeting
CAGAYAN DE ORO CITY, Sep. 26, 2023 – The Regional Task Force to End Local Communist Armed Conflict Technical Working Group (RTF-ELCAC TWG) held its 3rd Quarter Meeting.
One of the highlights of the meeting was the presentation of the 3rd Quarter Lines of Efforts (LOEs) /Task Group’s accomplishment reports and updates.

ICAD initiates Radio Broadcasting Show for CY 2023 Third Quarter
CAGAYAN DE ORO CITY, Sep. 18, 2023 – As part of the awareness campaign in the fight against illegal drugs, the Region 10 Inter-Agency Committee on Anti-Illegal Drugs (ICAD) Advocacy Cluster initiated another episode of Radio Broadcasting Show featuring PDEA’s support to the Buhay Ingatan, Droga’y Ayawan (BIDA) Program and all its other accomplishments and initiatives.
During the interview, PDEA 10 Section Chief on Preventive Education and Community Involvement Joerick Tacal discussed the role of PDEA in the national anti-illegal drug campaign, updates on their anti-illegal operations in the region and their initiatives to support the BIDA Program. Moreover, he elaborated on the source of illegal drugs, its distribution in the region, and the root cause of the drug problem in the country.
“We are winning the war against illegal drugs. All law enforcement personnel are giving their all to successfully cut off the demand and supply of illegal drugs in the region,” he said.
In partnership with the Philippine Information Agency-10 (PIA-10), the activity aimed to continue the fight against illegal drugs and enable the monitoring of information relating to drugs, strengthening coordination with other agencies, and implementing programs pertaining to anti-illegal drugs. DILG 10 forges BIDA partnership with Ateneo de Cagayan
CAGAYAN DE ORO CITY, Sep. 13, 2023 – The Department of the Interior and Local Government (DILG)-10 forged a partnership with Xavier University (XU) – Ateneo de Cagayan, through its College of Agriculture’s Development Communication Department for its ‘Buhay Ingatan, Droga’y Ayawan’ (BIDA) Program to intensify its fight against illegal drugs in Northern Mindanao.
The pact was made through a Memorandum of Agreement (MOA) signing with Regional Director Wilhelm M. Suyko, CESO IV, representing DILG, and Fr. Mars P. Tan, SJ, representing XU.
𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝗰𝗮𝘁𝗼𝗿𝘀 𝗮𝘀 𝗕𝗜𝗗𝗔 𝗮𝗱𝘃𝗼𝗰𝗮𝘁𝗲𝘀
Through the partnership, XU DevCom students shall engage in the promotion of the program through the production of various BIDA-related Information, Education, and Communication (IEC) materials such as Public Service Announcement (PSA), Communication Plans, and Infographics and Poster materials, all aligned with their program courses for the first semester of SY 2023-2024.
The production of these information materials shall be used to promote and boost the BIDA campaign in the region and educate the people about the program's existing activities and the ill effects of illegal drugs.

DILG 10 prepares for the CY 2023 SGLG National Calibration
CAGAYAN DE ORO CITY, Aug. 16, 2023 –The DILG 10, along with the Seal of Good Local Governance (SGLG) Provincial focal persons, convened the SGLG Pre-National Calibration to revisit, and review documents in preparation for the upcoming SGLG National Calibration.
On behalf of Regional Director Wilhelm M. Suyko, CESO IV, LGMED Division Chief Corazon S. Vicente expressed her gratitude for the attendance of the DILG Provincial focal persons, and highlighted that the activity intends to ensure a clean and eligible LGUs for the upcoming National Calibration.

DILG 10 collaborates with Ateneo de Cagayan to intensify BIDA Program
CAGAYAN DE ORO CITY, Aug. 16, 2023 – To intensify support to the Buhay Ingatan, Droga'y Ayawan (BIDA) Program, DILG 10 collaborated with BS Development Communication of Xavier University-Ateneo de Cagayan, and discussed proposals to strengthen the anti-illegal drug campaign in the region through a partnership with them.

RPOC 10 3rd Quarter CY 2023 Full Council Meeting
MAHINOG, CAMIGUIN, Aug. 18, 2023 - Recognizing the need to discuss issues and concerns affecting peace, security, and public safety, the Regional Peace and Order Council (RPOC)-10 conducted its 3rd Quarter CY 2023 Full Council Meeting.
The activity commenced with the awarding of Military Merit Medal Distinction to the gallant officers of the Philippine Army and the conferment of a Plaque of Appreciation to PBGEN Lawrence B Coop for his exemplary accomplishments and notable contributions to the peace and order in the region in his capacity as Vice-Chairperson of the RPOC 10.
Congressman Jurdin Jesus M. Romualdo, District Representative for Camiguin, who was present at the meeting, then provided updates on the budget deliberations of several National Government Agencies (NGAs) and other matters of public interest. Meanwhile, National Defense Secretary Attorney Gilberto C. Teodoro, Jr., emphasized in a Zoom teleconference, his desire to further promote tourism in Mindanao by enhancing the local peace and order situation.
To clarify the matter regarding the operation of “bao-bao” along national highways, Engineer Jesus Chan, on behalf of Regional Director Nelson Manaloto of the Land Transportation Office (LTO)-10 discussed LTO Memorandum Circular No. 2020-2227, entitled “Classification, Registration and Operation of Category L5, L6 and L7 Motorcycles”, as well as its implication on the operation of Bajaj RE “bao-bao” in the region.
To appraise the RPOC 10 of the guidelines on the fishing vessel clearance certificate for fishing vessels operating inside our maritime areas and to ensure maritime safety, security, and environmental preservation, PCOL Mario Cristino A Lucero, Chief of PNP 10 Regional Maritime Unit, discussed the salient points of Executive Order No. 305, s. 2004.

DILG – 10 conducts Regional Orientation for the Local Legislative Award 2023
To apprise the DILG field officers and the Sangguniang Bayan/Panlungsod on the implementing guidelines of the Local Legislative Award 2023, the DILG 10, through the Local Government Evaluation Division (LGMED), conducted the Regional Orientation for Local Legislative Award 2023 on August 9, 2023, via Zoom Teleconference.
DILG 10 Regional Director Wilhelm M. Suyko, CESO IV, during his opening message, stated that due to the health emergency brought about by the COVID-19 pandemic, a number of programs were put on hold. For over several years, the pandemic has been on a downward trend and no longer constitutes a public health emergency of global and national concern. With that, programs and projects continued to be carried out, including the LLA. LLA now recommences in giving recognition to outstanding Sanggunians in the country.
RD Suyko then further expressed his gratitude to the LGUs in ensuring responsible and efficient delivery of their civic duties and in working towards good governance.
Legislating measures that help build the foundation of meaningful local administration and development, the LLA recognizes the exemplary performance of the City and Municipal Sanggunians. They are to be assessed in the following criteria: (1) Responsiveness of the Legislative Agenda; (2) Availability of Legislative Documents; (3) Effectiveness of Performance of the Sanggunian; (4) Efficiency of Performance of the Sanggunian; (5) Legislative Citations and Awards; and (6) Capacity Development for Legislators and Staff. To finalize the Anti-Drug Abuse Council (ADAC) Performance Audit results for this year, Division Chief Corazon S. Vicente, together with LGOO Rezza Mae B. Tolinero, attended the 2022 ADAC Audit Results Calibration at Puerto Princesa, Palawan last August 1-4, 2023.
During the activity, the participants of the activity also participated in the Buhay Ingatan, Droga'y Ayawan (BIDA) Program Caravan of Puerto Princesa, which was also graced by different agencies and barangays of the locality.
As of now, the results of the said calibration are yet to be finalized.

Identifying the agenda for the 3rd Quarter RPOC Full Council Meeting on August 18, 2023, the Regional Peace and Order Council - Technical Working Group (RPOC-TWG) conducted their 3rd Quarter Meeting on July 27, 2023, at the DILG Regional Office 10.
On behalf of DILG 10 Regional Director Wilhelm M. Suyko, CESO IV, Director Edward G. Bhagwani presided over the meeting. He expressed his gratitude to the RPOC 10 TWG members for their continuous support and collaboration.
The RPOC 10 TWG Members presented the updates and consolidated accomplishment reports of the conducted Special Action Committee Meetings on Anti-Criminality, Anti-Insurgency, and Violent Extremism, Public Safety, and Regional Inter-Agency Task Force on ECLIP which will be presented to the RPOC Full Council Meeting.

SGLG RPAT Convenes for Regional calibration, Shortlisting
DILG REGIONAL OFFICE 10, Jul. 19–20, 2023 – The Seal of Good Local Governance (SGLG) Regional and Provincial Assessment Teams (R/PAT), led by Assistant Regional Director Yvette Tolentino-Sunga, convened to calibrate, and review the recently conducted SGLG Assessment and come up with an initial list of LGU passers.
On behalf of RD Wilhelm M. Suyko, CESO IV, ARD Tolentino-Sunga gave an opening message and highlighted to the various DILG officers the importance of helping the LGUs not only to sustain their best practices but also to further enhance their performance in all ten (10) governance areas as the SGLG continues to be innovative in its drive to recognize and incentivize excellence. She further emphasized that the minimum requirements for this year’s assessment could change in the years to come.
Republic Act No. 11292, or the SGLG Act, is an institutionalized recognition-based program that awards and incentivizes consistently compliant and highly performing LGUs. For CY 2023, the LGUs were assessed in the following areas accordingly: Financial Administration and Sustainability; Disaster Preparedness; Social Protection and Sensitivity; Health Compliance and Responsiveness; Sustainable Education; Business Friendliness and Competitiveness; Safety, Peace, and Order; Environmental Management; Tourism, Heritage Development, Culture, and the Arts; and Youth Development. CAGAYAN DE ORO CITY, Jun. 27, 2023 – The Inter-Agency Committee on Anti-Illegal Drugs (ICAD) Advocacy Cluster conducted its 2nd quarter meeting via Zoom platform and a face-to-face session at the DILG Regional Office 10.
The meeting aimed to ensure continuous advocacy campaign and to know the updates on the initiatives of the member agencies in the fight against illegal drugs.
Ms. Maria Dolores Mercado, representative of the Department of Health (DOH), provided a background information on the International Day Against Drug Abuse and Illicit Trafficking (IDADAIT) and its annual celebration on the 26th of June. She added that is a day dedicated specifically to further promote the prevention of drug abuse and trafficking.
Present during the said activity were the PNP, DOH, DEPED, DICT, PAO, PIA, DSWD, 4ID, Philippine Army, PCG, and the DILG.
The ICAD continues to provide an integrated and synchronized approach to addressing the drug problem in the country. IN PHOTOS | The DILG 10, in coordination with the DILG National Barangay Operations Office - Enhanced Comprehensive Local Integration Program Project Management Office (NBOO - ECLIP PMO), conducted the Region-wide Achievements and Challenges in ECLIP (RACE): A Consultation Series for the Development of a Monitoring, Evaluation, Reporting, and Learning (MERL) Tool 2023 – Pilot Testing on July 4, 2023, at the VIP Hotel, Cagayan de Oro City.
With the assistance of national and local implementers of ECLIP, the ECLIP PMO has drafted a MERL tool through the conduct of various consultation workshops with the DILG ECLIP focal persons, CSWDOs, and partners from NGAs that will assess and evaluate ECLIP implementation and enhance its operations in the reintegration of the ECLIP beneficiaries.
DILG 10 Regional Director Wilhelm M. Suyko, CESO IV, highlighted in his opening message that promoting lasting peace in the region should always be in the spotlight.
“We must take the initiative in formulating action plans and implement them accordingly. I urge everyone to continue our harmonious synergy and help one another to embody the interest of the people,” said RD Suyko.
He also expressed his gratitude to the former rebels who took their time and effort to join the said event.
Further, LGOO Monica B. Anical from the National Barangay Operations Office presented the rationale and overview of the activity and it was followed by the facilitation of Ms. Cher P. ILIGAN CITY, Jun. 29, 2023 – Highlighting the importance of the LGU’s commitment to continually improve its performance in various governance areas, the DILG 10, through the Regional Assessment Team (RAT), led by Assistant Regional Director Yvette Tolentino-Sunga, conducted the annual assessment on the Seal of Good Local Governance (SGLG) CY 2023 to the City of Iligan.
For CY 2023, the Seal continues to be innovative in its responses to the various issues in local administration and service delivery as it remains anchored in its core values of recognizing and incentivizing excellence. As part of the region’s BIDA Ka! series and in celebration of the International Day Against Drug Abuse and Illicit Trafficking (IDADAIT) or World Drug Day, the Department of the Interior and Local Government (DILG)-10 initiated an awareness activity on the IDADAIT and Drug-Free Workplace Program and Policies to its personnel on June 26, 2023, at the DILG Regional Office 10.
With the theme “People first: stop stigma and discrimination, strengthen prevention”, the IDADAIT aims to create awareness and promote prevention on the use of illegal drugs in the country. The IDADAIT also involves various stakeholders, including government bodies, non-profit organizations, educational institutions, and the general public, to ensure a comprehensive approach to combating drug abuse and illicit drug trade.
“The use of illegal drugs is still a serious matter and a continuing threat to our health, overall well-being, and national security that is why we are all here today to continue manifesting our full support in our campaign against illegal drugs,” said DILG 10 Regional Director Wilhelm M. Suyko, CESO IV.
Department of Health - Treatment and Rehabilitation Center (DOH-TRC) Medical Officer Dr. Crisbelle Ann Irag, discussed drug use disorders, the importance of early intervention and support, voluntary services for all people who use drugs (PWUDs), combating stigma, and empowering communities to prevent drug use and addiction.
Dr. Irag mentioned that the recovery from substance addiction is a long-term process and frequently requires multiple episodes of treatment.
“In the rehabilitation center, we teach our clients to have personal responsibility, enhance their self-image positively, and create a sense of human community so that they can grow and take responsibility for their lives,” she explained.
Further, Philippine Drug Enforcement Agency (PDEA)-10 Agent Kevin V. Ladrido presented the Drug Abuse Prevention Education and explained the commonly used drugs in the country, how are drugs taken, the types and effects of using illegal drugs, and how to prevent using illegal drug abuse.
Meanwhile, the Salient Features of RA 9165 and the Drug-Free Workplace Program were discussed by PDEA Agent Ramil C. Salido who mentioned that a drug-free workplace refers to a policy or environment in which the use, possession, distribution, or being under the influence of illicit drugs is strictly prohibited, further emphasizing that the policy is typically implemented by employers to ensure a safe, healthy, and productive work environment for employees.

In celebration of the International Day Against Drug Abuse and Illicit Trafficking (IDADAIT) or World Drug Day, DILG 10 recites the Pledge of Commitment to the Buhay Ingatan, Droga’y Ayawan (BIDA) Program led by ADAC RTA Princess Airah Artajo during the flag raising ceremony on June 26, 2023, at the DILG Regional Office 10.
The IDADAIT is observed on June 26th each year. The celebration serves as an opportunity to raise awareness about the dangers of drug abuse, the illicit drug trade, and the importance of preventing drug addiction.
Following the government’s continued efforts to finally end the five-decade insurgency in the country, the Regional Task Force to End Local Communist Armed Conflict Technical Working Group (RTF-ELCAC TWG) held its 2nd Quarter Meeting and welcomed MGen. Jose Maria R Cuerpo II as the new TWG Chairperson on June 27, 2023.
MGen Cuerpo was elected as the newly-installed commanding general of the 4th Infantry Division of the Philippine Army, succeeding MGen Wilbur Mamawag who retired from military service in March of this year.
One of the major highlights of the meeting is the presentation of updates on the monitoring of the Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP) by PDMU Engineer Judith Montemayor.
Said presentation informs RTF-ELCAC on the current updates of the SBDP specifically the allocation of funds to local government units and their corresponding status implementation.
Further, DILG 10 LGOO Frelyn Losanoy presented the various DILG-led cluster accomplishment and highlighted the list of RCSP priority areas for CY 2023 for validation. Other member agencies also presented their accomplishments, issues and concerns, and action plan for 2023.
The RTF-ELCAC aims to sustain peace and order among the local communities while providing basic and social services to the public, especially in geographically isolated and disadvantaged areas. #beDILGinformed #inTENsity
DILG 10 attends Orientation on Philippine Anti-Drug Strategy (PADS) Policies and Systems
Ensuring the smooth implementation of the anti-illegal drug programs, the DILG 10 attended a 2-day orientation on the Philippine Anti-Illegal Drugs (PADS) policies and systems, which the Philippine Anti-Drug Strategy Project Management Office (PADS-PMO) hosted via Zoom platform on March 20-21, 2023.
The activity aimed to capacitate the participants in better understanding the mechanisms and to continue strengthening their support for the anti-illegal drug programs of the current administration.
PADS-PMO presented the following: guidelines on the implementation of Buhay Ingatan, Droga’y Ayawan (BIDA) program; indicators for the 2022 Anti-Drug Abuse (ADAC) Performance Audit; and amendment of MC 2018-125 on the implementation of Community-Based Drug Rehabilitation Program (CBDRP). Further, the systems on the Anti-Drug Abuse System (ADAS) and Local Anti-Drug Plan of Action (LADPA) were also discussed.
In her message, Bureau of Local Government Supervision (BLGS) Director Debbie Torres emphasized the importance of being oriented on the said topics in the pursuit of strengthening the anti-illegal drug efforts in the country. Considering the newly-launched BIDA program of the Department, she called for the full support of the LGUs as the lead implementors of the program.
The said activity was participated by the City/Municipality Local Government Operations Officers (C/MLGOOs) with their respective LGU ADAC focal persons from Regions 9, 10, 11, 12, and BARMM.
BIDA Program continues to strengthen the existing programs in eradicating the drug menace in the country and further needs the support of the LGUs and partner agencies in implementing the strategies of the said program (𝙇𝙂𝙈𝙀𝘿 / 𝙋. 𝘼𝙧𝙩𝙖𝙟𝙤 )
Upscaling the search for the outstanding and functional Lupong Tagapamayapa across the country and preparing for the CY 2023 assessment, the DILG 10, through the Local Government Monitoring and Evaluation Division (LGMED), conducted an online training on the Lupong Tagapamayapa Incentives Awards Information System (LTIA IS) via zoom platform on March 24, 2023.
Following the MC 2023-022 or the LTIA enhanced criteria and guidelines, LTIA IS improved, incorporating the new criteria and other features. Hence, the activity aimed to orient the participants on such.
DILG 10 Regional Information Communication Technology Unit (RICTU) Database Administrator Jozua Lacsento discussed the features of the system and demonstrated its navigation.
