It is due to the poor delivery of basic services and the absence of stable governance mechanisms.

It is due to delayed program/project implementation brought on by COVID-19, armed conflict (RIDO), and other natural disasters.

This is due to inefficient identification and prioritization of programs and projects to be implemented.

Due to the lack of policies and mechanisms to institutionalize program implementation.

Due to the slow phase of BARMM and the absence of the next higher LGUs to affect the development.

The root cause (due to the slow phase of BARMM and the absence of the next higher LGUs to affect the development) impacting the SGA barangays, needs immediate attention not only by the BARMM government but also with the intervention of the national government based on the signed GRP-MILF Agreement.
