In 1974, Pennsylvania established Act 89 to provide non-public school students with opportunities to access related services. Act 89 is administered by the local IU and its purpose is to provide supplemental support to students who do not qualify for special education, but need additional support. Act 89 services are not to be perceived as a substitute for special education placement. Students in Grades K-12, enrolled in non-profit, non-public schools are eligible to receive Act 89 services.
