I am a Full Professor in the Policy and Development Area at the School of Finance, Economics, and Government at Universidad EAFIT in Medellín, Colombia. Until 2025, I was an Associate Professor at the Centro de Investigación y Docencia Económicas (CIDE) in Aguascalientes, Mexico, where I led the Drug Policy Program for seven years and was recognized as an SNI Level II researcher. I earned my Master's degree in Economics and my Ph.D. in Applied Economics from the University of Illinois at Urbana-Champaign. My research focuses on analyzing violence and organized crime, as well as evaluating security policies.
I have collaborated with various institutions conducting quantitative and qualitative evaluations, including the World Bank, the London School of Economics, the Inter-American Development Bank, CAF Development Bank of Latin America, and the Pan American Development Foundation (PADF). I teach impact evaluation courses to undergraduate and master's students and have provided public policy evaluation training to government officials in Mexico, Colombia, Guatemala, Paraguay, Panama, the Dominican Republic, and Uruguay.
