You have the right to remain silent.

Anything you say can be used against you in a court of law.

You have the right to have a lawyer present during any questioning.

If you cannot afford a lawyer, one will be appointed to you.

CITATION ORDERS

A citation and fine order contains a description of the violation, an Order of Abatement which directs the subject to discontinue the illegal activity, a fine and procedures for appeal. The amount of a fine is based on the gravity of the violation, the intent of the subject, and the history of previous violations. Payment of a fine does not constitute an admission of the violation charged, but serves as a satisfactory resolution of the citation and fine order.

After issuing a citation order you must inform the person/persons to sign the citation and must also inform them that signing the paper is not an admission of guilt but they understand that they have read through it and legally have the right to appeal. Law enforcement have the right to take out any punishments necessary in court after they sign.
