(Inspired by the vision of Enigma, the city commences a two-year-long project to make 4th Street pedestrian-friendly. In the short term, this drastically reduces access to Enigma. 25 years later, pedestrian-friendly 4th Street sees no more pedestrians than it did in 1995. With a nudge from the city, the vision of Enigma moved elsewhere in the district.)
