MAYOR DE BLASIO AND CHANCELLOR CARRANZA ANNOUNCE TEST AND TRACE PROTOCOLS FOR NYC PUBLIC SCHOOLS
NEW YORK - Mayor Bill de Blasio and Schools Chancellor Richard A. Carranza today announced health and safety protocols, including guidance for testing and tracing, for schools for the start of the 2020-21 school year. These protocols will apply to all school communities and will help prevent the spread of COVID-19. “We are doing everything in our power to keep kids healthy while ensuring they are getting the education they deserve. These rigorous test and trace protocols will keep our students and staff safe as we start off this new school year,” said Mayor de Blasio. “New Yorkers did the incredibly difficult work reducing the risk posed by COVID-19, and as a result we’re in a better position than any other city in the country to safely resume in-person education under the current conditions and with clear, consistent health protocols,” said Schools Chancellor Richard A. Carranza. “The safety and health of our school communities is always our first priority – before, during, and after the COVID-19 pandemic – and we will remain vigilant in monitoring health conditions this fall while driving toward academic excellence for every student.” In preparation for the start of school, the DOE is purchasing large orders of hygiene supplies on behalf of schools. These supplies include, but are not limited, to, facial coverings for students, teachers, and staff; disinfectant; hand sanitizer; and electrostatic sprayers. School leadership and facilities staff in every school are reviewing school space and making necessary repairs and adjustments to ensure safe conditions for in-person student learning this fall. All staff members will be asked to take a COVID-19 test in the days before the first day of school. School staff will have priority access for free testing at 34 city-run testing locations, with tests provided with expedited results. This testing is also available for families citywide. Health and SafetyPersonal Health MeasuresWe must promote behaviors that reduce the spread of COVID-19.Physical DistancingAll individuals in school buildings should remain at least 6 feet apart. We will work with schools to create conditions that make physical distancing possible.Face CoveringsFace coverings will be required inside school buildings. Exceptions will be developmentally- and age-appropriate, consistent with guidance of health agencies, and paired with increased Personal Protective Equipment (PPE) for staff. NYCDOE is procuring and distributing appropriate PPE for students and staff to use when inside school buildings.Handwashing and Hand SanitizingThere will be increased access and regular opportunities for students and staff to wash hands or use hand sanitizer throughout the day.Signage and Floor MarkingsSchools will have signage that upholds NYC Health’s Four Core Actions for Prevention.Building Preparations Prior to Schools Reopening� At the start of the school year, the DOE will provide all schools with necessary supplies to help protect students and staff from COVID-19, including hand sanitizer, soap, disinfectants, and thermometers.� DOE will make the maximum number of sinks available for handwashing.� DOE will make improvements to HVAC systems, as well as air conditioning repairs, to improve air circulation, as well as replacing regular air filters with higher efficiency types.� DOE will increase cleaning throughout the school day, with special attention to high-touch areas.Food ServicesStudents can’t learn if they aren’t nourished. Grab-and-go meals will be available for breakfast and lunch each day, though students will also be permitted to bring their own lunch if preferred. Doing so will allow for more flexibility so students and physical distancing can be maintained during lunch time, a time when many students usually gather in one location.� Lunch will be in classrooms to minimize interaction between groups of students.� If the cafeteria must be used, schools should maintain appropriate physical distancing. � Grab-and-go meals will be delivered to students in 3K to K classrooms, and pickup points within the school will be designated for grades 1-12.Building Safety MeasuresMaintaining Healthy EnvironmentsKeeping students and staff safe requires that the physical environment in which our staff works and our students learn must be modified to meet current health and safety needs.Changes to School Buildings� Schools will be allowed, and in some cases directed, to modify or reconfigure spaces to ensure compliance with physical distancing rules. Additional guidance on the process for space modifications will be shared later this summer.� All schools will have a designated Isolation Room, as well as staff to supervise that space.� School Based Health Centers (SBHC) may provide supplemental care, if this is a viable option.Cleaning and DisinfectionSchools will need to implement enhanced cleaning and disinfection of surfaces to ensure the health and safety of staff and students. Throughout the school year, the DOE will continue the rigorous practices used to prepare buildings for reopening, including:� Providing adequate cleaning and disinfection supplies or plan to procure those supplies.� Requiring deep cleanings to be completed on a nightly basis, including with the use of electrostatic sprayers.� Improving HVAC systems to ensure proper ventilation.� Setting-up enhanced cleaning in classrooms, bathrooms, and for high touch areas such as doorknobs and shared equipment such as laptops. � Providing teachers with cleaning supplies for classrooms.Maintaining Healthy OperationsTestingCOVID-19 diagnostic testing guidance continues to evolve. We will provide additional policy guidance as it becomes available, as is applicable.Screening and Entry/Dismissal ProtocolsIn order to minimize the number of individuals who come in contact with each other, and in order to identify potentially sick students and staff to the greatest extent possible, schools will be required to follow all applicable health guidance and to develop entry and dismissal protocols consistent with the latest health guidance, including:� Staying up-to-date on guidance on symptom checks, which continues to evolve.� Screening staff, students, and visitors daily on arrival for symptoms.� Creating guidelines for health screenings of staff who report to work outside of morning arrival. � Managing student drop off and pick up outside the school building to minimize the number of external visitors.o It is strongly recommended that nonessential visitors do not enter the school building. Schools should limit the frequency and duration of other visitors. We will also be asking for feedback from principals, and monitoring best practices for building entry and exit protocols.Movement ProtocolsSimilarly, schools must redesign building movement protocols to keep people in cohorts and allow for physical distancing consistently. In particular, schools are being required, to the extent feasible, to:� Redesign movement protocols within a building to minimize congestion� Designate one-way direction stairwells and single file routes� Address elevator usage policies� Requiring students to stay on campus during lunch periodsSignage may be provided to support appropriate movement protocols.Using Staff to Maintain a Healthy EnvironmentWith health and safety as a priority, it will be important to have staff dedicated to carry out enhanced health operations. Schools should:� Use the Building Response Team structure to develop a school-based COVID-19 team.� Deploy adequate staff to support with daily enhanced health protocols.Community PartnershipsIt is at times like these when we are reminded of the importance of community and helping one another. Schools provide an invaluable service to our communities and should work with all existing local organizations that are also focused on supporting our families. Specifically, we suggest schools:� Leverage partnerships with School Based Health Center (SBHC) providers, Community Based Organizations (CBOs), and other neighborhood partners.� Build and maintain partnerships with mental health providers. Please remember to follow DOE’s procurement rules(Open external link) for these types of engagements.Preparing for When Someone Gets SickStay Home When SickStaff members and students must stay home when sick.Responses to Symptoms or Positive CasesDOE is continuing to monitor relevant state health guidance to:� Design a clear process to monitor COVID-19 cases in school buildings.� Provide the necessary protocols, personnel, space, and record keeping systems for schools to support students and staff who present COVID-19 symptoms. Contact TracingContact tracing will be an important component of keeping our communities and our schools safe. DOE is working with numerous stakeholder groups in this area, including:� NYC Health, to set-up contact tracing and appropriate follow up protocols; and� The NYC Test Trace team, to operationalize how this process will work in schools.7.20.20 COVID-19: Updates & Resources: Phase 4, NYS Rent Relief Program, & More

Good Evening LAMS Family Members,5/16/20 New Grading Policy Approved by School Leadership Team
Good Evening LAMS Family Members,After meeting with the School Leadership Team this past week, we adapted a new grading policy in alignment to the Chancellor’s new grading policy. The fourth marking period will continue to be a numerical grade. This is the same system as the first three marking periods. However, the weights of the assignments have changed for the fourth marking period. 65% of your child's grade will reflect their classwork, homework, projects, and tasks. 35% will reflect assessments. In keeping with the Chancellor’s final grades of a letter system, for a student to receive an MT; meaning Meeting Standards, the student must have a 70% or higher cumulative average of the 4 marking periods. If a student has a cumulative average 65% -69%, the student will receive an N meaning Needs Improvement. If a student has a cumulative average of less than a 65%, the student will receive an NX meaning, Course is Still in Progress. It’s important for your children to attend all their classes and to continue to do their very best. Our teachers are keeping the integrity of the standards and preparing them for the next grade.
