The main need for stubble burning is the need to prepare the field for the next crop. Primary crops whose stubble is burnt are wheat and paddy among others like sugarcane, pulses, maize, and peas. Stubble can be used as organic fuel, fertilizer, fodder, and paper pulp. Not all the farmers are motivated enough to seek options other than burning the stubble. Nor the government nor any NGO is doing enough to manage Stubble for possible better usage. Support provided by government-provided programs is more likely to succeed to wean farmers away from Stubble burning. Less than 50% of farmers have succeeded to move away from stubble burning.
