Kim Fights for Water Rights
Click the play button above to hear Kim's comment to the board to consider the impact the proposed increase would have on East County residents. You may like to rewind to 2:24.30 to hear all public comments on this issue.
Kim attended the San Diego County Water Authority (SDCWA) meeting on June 27th where a vote took place to increase customer rates by over 14% next year and 39% over 3 years. Currently, Padre Dam purchases all of their customers' water from the SDCWA. "I wanted to attend this meeting to be sure the SDCWA board understood how this rate increase would affect east county residents."
Padre Dam board members in attendance were Rocky Qualin of Division 5 (who represented Padre Dam at this meeting) and Suzanne Till of Division 2 (speaking as a member of the public). Our current Division 4 representative was not in attendance.
The San Diego Union Tribune covered the SDCWA meeting and included part of Kim's public comment. Click below to read:
Local Advocacy for Loveland Reservoir access
Kim's work advocating for Loveland Reservoir is what sparked her interest in running for the Board of Directors at our own water authority. Understanding water rights, public trust, water sources and how it gets distributed is important in understanding our water supply and what goes into our costs. With her background in the sciences and field experience, Kim is very familiar with these issues.

Loveland is a protected hiking and fishing spot located in east county, and supplies water for south county residents. Since 2020, Sweetwater Authority, who negotiated the protections for the water transfer rights, has ignored our right to lake accesses. Kim was at the Alpine Planning Group meeting in December 2022 with fellow Alpine residents expressing outrage to Sweetwater Authority representatives over the draining of Loveland Reservoir. It was covered by Fox5 news.
