Things only become forcible canon when they effect the world outside the borders of that nation. In the same vein by consensus multiple people can change canon. But written posts that effect extenal take precedent. It's why people can retcon a war dec or post as long as nobody responds.
Players can control multiple smaller nations.
New AI can be created from the land and income of players.
New nations cannot be attacked within a year(14 days) of joining.
Planets can only be defacto owned.
Players may choose a protected role which will be granted with moderation approval.
Protection means the player cannot have war declared on them but cannot do so in turn

All nation's involved in a multiplayer nation must be existent as a nation for more then a month.
Multiplayer Nations are subject to the same AI sprawl limits.
Any player who leaves the game will have their respective land and GDP removed from the shared nation.
Ore is required beyond Kerbin for everything from craft construction to vessel refueling and can be mined and sold between players for player set costs. The non-mandatory mod simple construction is required to demonstrate an ability to build craft beyond Kerbin.
Violation of rules will result in a series of consequences depending on severity and weather it is a repeat offence.
