KABABAYAN RIDERS ASSOCIATION FOR A NEW CULTURAL HARMONY AND ORDER, INCORPORATED (KARANCHO )
Section 1. ANNUAL MEETINGS
The annual meetings of the members shall be held at the principal office of the association on JANUARY 27 of each year.
Section 2. BI-ANNUAL METTINGS
All KARANCHO Chapter Chairmen shall conduct meetings twice a year every last Friday till Sunday night of the months of February and August purposely for evaluation and enhancement. . ( As amended on January 27,1999
Section 3. MONTHLY SPECIAL MEETINGS
Chapter Monthly / Special meetings of the members shall be called every end of the month by Chairman of the Chapter. During such meetings, the Chairman shall render his monthly report to the members regarding the activities of the association.
Special meetings may be called as the need thereof arises, by the Board of Trustees or the President or upon petition of 1/3 of the general membership.
Section 3. NOTICES
Notices of the date, time and place of annual monthly and special meetings of the members shall be given either personally or by special delivery mail, and should be posted in the Bulletin Board, at least one week before the date set for such meeting. In urgent cases, the notice may be communicated at least two days before the meeting personally or by telephone or by telegram if contact is not possible and will be posted in the same Bulletin Board, the notice of every special meeting shall state briefly the purpose or purposes of the meeting. No other business shall be considered at such meeting, except with the consent of all the members present.
Section 4. WAIVER OF NOTICE
Notice of Meeting may be waived verbally by any member attending it.
Section 5. QUORUM
A quorum for any meeting of the members shall consists of a majority of the members and a majority of such quorum may decide any question at the meeting, except those matters where the Corporation Code requires the affirmative vote of a greater proportion.
Section 6. ORDER OF BUSINESS
The order of business at the Annual Meeting of the members shall be as follows:
Proof of Service of the required notice of the meeting, except when such notice is waived by the members constituting a quorum.
g. Proof of the presence of a quorum.
h. Reading and approval of the minutes of the previous annual meeting, except when such reading is dispensed with a majority vote of those presents.
i. Unfinished business.
j. Report of the President.
k. Election of the Trustees for the ensuing year.
l. Other matters. The order of business at any meeting may be changed by a vote of a majority of the members present.
Section 7. VOTE
A members shall be entitled to one vote. However, a member maybe allowed to vote by proxy which shall be in writing and to be filed with the Secretary of the Association indicating thereto the person taking his place. .
Section 1. BOARD OF TRUSTEES
The corporate powers of the Association shall be exercised, its business conducted and its property controlled by the Board of Trustees.
Section 2. QUALIFICATIONS
no members shall be eligible for the election to the Board of Trustees unless he has the following qualifications:
1. A member must be a Filipino citizen and of legal age.
2. A member must be in good moral character.
3. Must be in good standing
Section 3. DISQUALIFICATION OF DIRECTORS, TRUSTEES OR OFFICERS
No member convicted by final judgment of an offense punishable by imprisonment for a period exceeding six (6) years, or a violation of this code, committed within five (5) years prior to the date of election or appointment shall qualify as a trustees or officer and having conflicting interest with the activities of the association.
Section 1. OFFICERS
The officers of the Association shall be a President, a Vice President, Secretary General, Asst. Secretary, National Administrator, Treasurer, an Auditor, PRO, Sergeant at Arms, Liaison Officer. They shall be elected by the Board of Trustees from among themselves. The Board may combine compatible offices in a single person., . ( As amended on January 27,1999
Section 2. TERM OF OFFICE OF OFFICERS
All Officers of the Association shall hold office for two (2) years. However, no officer shall serve for the same position more than two (2) consecutive terms.
Section 1. PRESIDENT
The President shall be the Chief Executive Officer of the Association. In addition to duties as such, he shall preside in all meetings of the Board of Trustees and those of the members of the Association. He shall execute all resolution and/or decisions of the Board of Trustees. He shall be charged with directing and overseeing the activities of the Association. He shall appoint and have control over all in employees of the association, review and approve disbursement/s authorized by the Board Together with the Secretary of the Association, he shall present to the Board of Trustees and the members an Annual Budget and from time to time as may be necessary, supplemental budgets. He shall submit to the Board of Trustees as soon as possible after the close of each fiscal year, and to the members of each annual meeting, a complete report of the activities and operations of the Association for the fiscal year under his term.
Section 2. VICE PRESIDENT
The Vice-President shall exercise all powers and perform all duties of the President during the absence or in capacity of the latter and shall perform duties that may be assigned by the Board of Trustees.
Section 3. SECRETARY GENERAL
The Secretary General must be a citizen and resident of the Philippines shall give all the notices required by these by laws and keep the minutes of all meetings of the members of the Board of Trustees and of all meetings of the members and of the Board of Trustees and of all meetings of all Committees in a book kept for the purpose. He shall keep the seal of the corporation and affix such seal to any paper or instruments requiring the same. He shall have custody of the correspondence files and all other papers that are to be kept by the Treasurer. He shall maintain the members register, have charge of the bulletin board at the principal office of the association. He shall also perform all such other duties and work as the Board of Trustees may from time to time assign to him.
Section 3.A. Assistant Secretary
The assistant secretary shall take over duties and responsibilities of the secretary when the latter is absent or incapacitated to perform the duties of the office.
Section 4. TREASURER
The Treasurer shall have charge of the fund, receipt and disbursements of the association. He shall keep all moneys and other valuables of the association in such bank or banks as the Board of Trustees may designate. He shall keep and have charge of the Book of Accounts which shall be open for inspection by any member of the Board of Trustees, whenever required, an account of financial conditions of the association and of all transactions made up by him as Treasurer. He shall also perform such other duties and functions as may be assigned to him from time to time by the Board of Trustees. He shall post a bond in such amount as may be fixed by the Board of Trustees.
Section 5. AUDITOR
The Auditor shall from time to time inspect, examine and audit the Book of accounts kept by the Treasurer and attend to the correctness of the Financial Report that maybe submitted by the Treasurer to the Board and/or to the Association.
Section 6. ADMINISTRATOR
The Administrator shall be responsible in managing the day-to-day administrative function of the Association. He shall administer all the approved resolutions and/or decisions of the Board of Trustees and send Memorandum Circulara of the same to different chapters. ( As amended on January 27,1999) He shall submit to the Board of Trustees as soon as possible after the close of each fiscal year shall submit a complete administrative report of the activities and operations of the Association for the fiscal year under his term. Section 7. LIAISON OFFICER
The Liaison Officer shall follow-up matters related to welfare and benefits due to all members. He shall also perform other functions as may be provided by the Board of Trustees. . ( As amended on January 27,1999)
Section 8. CHAPTER OFFICERS
The chapter officers shall be composed of Chairman, Vice-Chairman, Secretary, Treasurer, Auditor, PIO, Liaison Officer, and Sgt. At Arms and shall be responsible in running the chapter affairs in its own area of operation. They will serve as mediator on minor cases for amicable settlement. ( As amended on January 27,1999)
Section 9. PROVINCIAL ADVISER
In case of misunderstanding between KARANCHO Chapters, he/she shall summon both chapters and shall pacify the said conflict with or without proper request of the complaining party to avoid further injuries. . ( As amended on January 27,1999)
Section 10. CHAPTER CIVILIAN ADVISER
The Municipal or City Mayor shall serve as the Chapter Adviser for one year and shall pacify the conflict between civilian KARANCHO against Civilian KARANCHO in his/her area of responsibility. . ( As amended on January 27,1999)
Section 11. CHAPTER PNP ADVISER
The PNP Chief of Police in the locality shall serve as the Chapter Adviser for one year duration and shall pacify individual misunderstanding between PNP and the Civilian KARANCHO member in his area of responsibility.(As amended on January 27, 1999)
Section 12. NATIONAL CONSULTANTS
Anyone possesses technical expertise regarding human resource development and legal matters as well, the same shall be appointed by the Trustees whose length of service shall not be less than two(2) years. Extension of his/her services to the organization shall also be determined based on the level of the trust and confidence he/she displayed to the entire KARANCHO family nationwide and the members towards him or her. . Section 1. QUALIFICATIONS OF MEMBERSHIP
The Board shall determine the qualifications of an applicant for membership. The qualification of membership shall be the following: . ( As amended on January 27, 1999)
a. Promote unity, solidarity, brotherhood to every KARANCHO member.
b. Must know how to respect one another
c. Must know how to adapt maximum patience and humility.
d. Must know how to forgive the erring brothers and individuals.
e. Must maintain the flag lit of KARANCHO in good standing.
f. Must wear and display the KARANCHO tag at all times.
g. Must follow the traffic rules and regulations of the Philippines.
h. Must be a driver license holder.
i. Must observe safety driving procedure.
j. Must abide the constitution and bylaws of the KARANCHO.
Section 2. RIGHTS OF MEMBERS
A member shall have the following rights:
f. To exercise the rights to vote on all matters relating to the affairs of the association.
g. To be eligible to any elective or appointive office of the association
h. To participate in all deliberation /meeting of the association.
i. To avail of all the facilities of the association.
j. To examine all records or books of the association during business hours.
Section 3. DUTIES AND RESPONSIBILITIES OF THE MEMBERS
A member shall have the following duties and responsibilities:
a. To obey and comply with the By-Laws, rules and regulations that may be promulgated by the association from time –to-time.
b. To attend all meetings that may be called upon by the Board of Trustees.
c. To pay membership dues and other assessments of the association.
d. To promote the aims and purposes of the association, the success of its organization, the welfare of its members and the association as a whole.
Section 4. CATEGORY OF MEMBERSHIP
Membership categories to be identified through authorized insignia and patches ( As amended on January 27,1999)
1. Membership in Highest Degree of Merit (silver leaf of laurel and trekker patch to be awarded by the Guest of Honor during National KARANCHO affair to be given to)
a. Any public official who had displayed a sincere social services that was truly benefited by the general public.
b. While in the course of assistance during fire incident, have had evacuated an abandoned child, disabled person and or unconscious inhabitants within or nearby the vicinity of a burning house.
c. During vehicular accident, have had rescued victims who are on eminent danger like for example by initiating a heavy equipment or any special devices to pull out the victim/s beneath the wrecked vehicle.
d. On flood disaster, have displayed courageous rescue of victims by his means of which, if not of the said initiative the victim would surely die. i. ( note: any of the above)
e. Had served the KARANCHO for at least two years
f. Have maintained a good standing category by donating his dues without personal favor and malicious intent to gain
2. Membership in Exemplary Standing (Trekker patch to be awarded by the National Office during Regional and Provincial affairs)
a. Have extended effort and or assisted/participated in the sowing of seeds of peace and harmony by organizing a new KARANCHO Chapter not least than seven (7) chapters.
b. Had upheld justice by testifying in the witness stand on heinous crimes and or assisted the law enforcers leading to the apprehension of the suspect/s. i. ( note: any of the above)
c. Have had attended a KARANCHO National activities.
d. Have maintained the member in good standing category.
3. Membership in Meritorious Standing ( KARANCHO) patch with four silver buttons of stars inside to be awarded by the chapter chairman
a. Have had commence an act of brotherhood towards his fellow KARANCHO by acting as a true brother in time of mishap and personal necessities.
b. Have had donated his blood to the national red cross
c. Have had rescued victims of vehicular accident and facilitated the request to contact the parents, relatives or spouses of the victims. i. ( note: any of the above)
d. Have received public citations from public officials where he resides.
e. Have maintained the member in good standing category.
4. Membership in Good Standing (KARANCHO) patch with three silver buttons of stars inside to be awarded by the chapter chairman
a. Have been affiliated with the KARANCHO.
b. Have attended the KARANCHO regular meeting.
c. Have paid his monthly dues.
5. Honorary Members (KARANCHO) patch with two silver buttons of stars inside awarded by the chapter Chairman
a. Have technically or financially supports the KARANCHO sustainability
b. Have had provided facilities to the KARANCHO chapter.
6. Ordinary Members (KARANCHO) patch with one silver button of star inside.
a. Active in the locality.
b. Have had participated ten times touring activities of the chapter. (Note: the first and second award shall be supported with a certified write up and endorsement of the Local Officials and or COP of the PNP in the locality duly supported with letter of authority by the Central Office.)
Section 5. COURTESY TO THE AWARDEES( As amended on January 27,1999)
1. Courtesy to the awardees of highest degree of merit -
a. all KARANCHO members shall extend utmost courtesy to any person wearing the said insignia and shall be greeted first before others and must be addressed as “high degree”.
b. Ex. High Degree Robert Advencula 2. To the exemplary standing- shall be respected as an honorable person and shall be addressed as “EXE-S”. a. Ex. EXE-S Robert Advincula.
Section 6. MORAL AND WELFARE of the Members ( As amended on Jan. 27,1999)

2. Pre-need Insurance
a. Availability of the group insurance privilege.
b. Availability of voluntary financial assistance
3. Network Assistance - All active KARANCHO members shall be assisted courteously after showing all his credential and updated efficiency card Section
7. COMPULSORY DUTIES AND RESPONSIBILITIES ( As amended on January 27,1999)
a. In case of break down - No one shall leave any KARANCHO members with corresponding KARANCHO identity along the road who are in need of help.
b. In case of accident - No one shall leave any KARANCHO members who are victim of accident in the hospital without informing his parents, relatives and or spouses.
c. In case of social conflict - No one shall inflict injuries to any KARANCHO members except during self- defense.
Section 8. RULES AND REGULATIONS: ( As amended on January 27,1999)
a. Diligence - Active KARANCHO member
i. Shall gave a monthly efficiency card duly signed by the chapter chairman ii. Shall not enjoy the network assistance except on time of emergency
b. Greetings rule - KARANCHO Hail
i. Only KARANCHO chairmen, toast master an or designated person can challenge the KARANCHO hail;
ii. It must be done during opening and closing of the program and on special occasions of which the chairman shall determine the necessity in doing so. This must be treated as a sacred greetings.
c. Hand shaking.
i. Every KARANCHO shall extend his/her left hand for and shaking to every KARANCHO he or she meets.
ii. Hand shaking should be observed with dignity and Honor.
d. Hand greetings.
i. When riding a motorbike or four-wheeled vehicle, the One who first see the other KARANCHO riding in a motorbike or a four wheeled vehicle must do the hand greetings.
ii. Failure to respond must be avoided in order not to cause ill feeling to KARANCHO brothers.
Section 9. TOURING RULES. : ( As amended on January 27,1999)
a. Before moving from any places, the battalion commander shall see to it that all his men are completely on the line
b. Never move the troops not unless all are in tacked.
c. While at the same time, the rear scout shall give signal after all are ready to move.
d. While cruising, everybody must observed the first rule- no over taking unless necessary.
e. Gave way to the rear scout while he is overtaking to avoid delay of his message to the battalion commander.
Section 10. HAND SIGNALS
Thumbs up greeting shall be always the left hand. Every one who participates the touring must execute the proper hand signal given by the battalion commander or the touring team leader. : ( As amended on January 27,1999)
Section 11. LIGHT SIGNAL
“Lights on” is a must to all KARANCHO members whether in group or in a single travel even on broad day light. Shall alert the opposite KARANCHO vehicles upon sighting with his/her light dimmer : ( As mended on January 27,1999)
Section 12. PARKING
Park the motorbike or vehicle always in an alert position. Always park your bike or vehicle to the designated parking area. See to it that parked motorbike is locked. ( As amended on January 27,1999)
Section 13. ATTENDANCE
Listing of K-members is a must during touring by the designated Secretary. The Battalion Commander is responsible to the safety and security of all KARANCHO during touring. ( As amended on January 27,1999)
Section 14. ACQUISITION AND USAGE OF K-PARAPHERNALIA. . ( As amended on January 27,1999)
a. Uniform
1. Acquisition of Uniform must be supported by an authorization from the K-Chairman.
2. Note to Purchase from the Chairman must be presented to National Office.
3. Only those who are active and or regular K-members can be issued an authority to acquire of any KARANCHO paraphernalia.
4. Proper wearing of K- uniform must be observed and shall at all time be monitored by the K-Chapter officers.
5. K-Uniform shall be used during monthly meeting, parade, personal travel with travel order, and other group activities.
b. Tag
1. Acquisition of K-Tag shall be approved by the K-Chairman accompanied by a “Note to Acquire” duly signed by the Chairman.
2. K-tag shall be worn and boldly displayed by all members for immediate identification.
3. Hand shaking shall not be responded to any K- members not wearing K-tag.
c. Flag lets
1. Acquisition of K-Flag shall be approved by the K-Chairman and shall accompany “Note to acquire” duly signed by the KChairman.
2. K-flag shall be mounted on the left side of the motorbike or four- wheeled vehicle.
3. K-flag shall be rolled when borrowed by non-K-members so as to avoid embarrassment by other K-members.
4. Lost k-flag must be replaced and reported to K-Chairman.
d. ID
1. Every member must take and pass the K- refresher course exam before he / she be issued an ID by the Chairman
2. Acquisition of K-ID must be accompanied by “Note to Purchase” from K-Chairman.
3. ID’s must bear the signature of the K-Chairman, City or Municipal Mayor, Chief of Police and the Provincial Adviser.
4. Lost IDs must be reported immediately to the K-Chairman.

Section 16. RULES IN THE CONDUCT OF MEETINGS. . ( As amended on Jan 27,1999)
1. Setting an Agenda for board meeting
a. Any complaint, proposals and or recommendation to the Board by the members shall be endorsed to the KARANCHO Secretary in writing and shall be furnish to all members of the board,
b. The board of directors shall determine the validity and viability of said endorsement wherein any member of the board interested to sponsor such shall call the attention of the Secretary and shall notify the chairman of the board for the insertion to the agenda for the next regular and or special meeting.
c. All issues shall have a sponsor for future recognition and reference.
d. All the rest shall accord to the parliamentary rules.
Section 17. KARANCHO OFFICERS MEETING. ( As amended on Jan. 27,1999)
A. Enhancement Programs - Shall maintain motivating program of activities attractive to the members
B. Developmental Project - Shall initiate and or participate developmental project beneficial to the community
C. Preventive Project - Shall at all time maintain peace and order
Section 18. FELLOWSHIP MEETING
Conduct during Fellowship Meeting shall follow the Order of the Meeting. . ( As amended on Jan. 27,1999)
i. Invocation
ii. National anthem
iii. KARANCHO hail
iv. K-accomplishment updates
v. Reiterate all local accomplishments of every individual and shall properly be recorded for future reference during evaluation of awards.
vi. Dissemination of information and updates of new KARANCHO directives
vii. KARANCHO critics - Everybody shall give their critics and opinion in a nice and constructive manner for better improvements and shall be noted to avoid repetition
viii. KARANCHO grievance revelation - Shall reveal his/her grievances without mentioning the name of the subject.
ix. Subsequently, the most ranking KARANCHO shall call the attention of the subject if he is around and call him to stand through his own volition/will. If in case the subject would not submit himself, by the power vested to the said most ranking KARANCHO OFFICER, he/she shall request the aggrieve party to mention the name of the respondent in a nice manner.
x. KARANCHO repentance- The subject must stand to explain his side whether he is right or wrong wherein upon submission of himself, he must ask an apology.
xi. If the subject is forgiven, everybody shall clap their hands to show acceptance of the subject’s repentance.
xii. Conversely, if the respondent could not accept his fault, the body shall be divided to decide whether he/she is guilty or not and a punishment shall be inccured to her/him by an execution of ten times push-up.
xiii. If the subject could not still accept the verdict, the chairman shall assume the punishment wherein as a consequence, the subject will be expelled and black listed to all KARANCHO Chapters.
Section 19. RULES DURING AMICABLE SETTLEMENT. . ( As amended on Jan. 27,1999)
A. Internal conflict- KARANCHO CHAPTER TO CHAPTER Misunderstanding
a. The issue must be brought out first to the KARANCHO Provincial Adviser.
b. If in case the Misunderstandings was kept by both parties, upon verification found true and correct, by the authority of the KARANCHO Provincial Adviser she/he can invite/summon both and shall pacify the said conflict with or without proper request of the complaining party.
B. Individual misunderstanding
a. Between PNP and Civilian KARANCHO, the Chief Of Police shall pacify the two parties.
b. Between the Civilian KARANCHO against Civilian KARANCHO, the Mayor shall pacify the said conflict.
c. On minor cases, any KARANCHO members and officers can mediate the issue for amicable settlement.
C. KARANCHO organization against other entity - If and when without provocation from the KARANCHO side annoyed and or insulted by other entities, formal complaint must be made against the aggressor after all effort of amicable settlement failed.
Section 20. IMPLEMENTATION ON ASSISTANCE AND DEVELOPMENT. . ( As amended on January. 27,1999)

B. Development -
1. Calamities and disasters assistance, rescue, relief and evacuation
2. Vehicular accident
a. Facilitate for evacuation of the victims to hospital
b. Take their names and relatives to be contacted and leave your telephone number or referrals so they can make follow-up request.
c. Request neighboring KARANCHO to pass through radio message or telephone long distance and further request to contact the relatives of the victims.
d. The receiving KARANCHO shall find means to locate the requested person and shall take their names and relationship and likewise leave his telephone numbers or radio frequency.
e. Post KARANCHO posters to all hospitals for the information of the public where they can seek assistance.
3. Fire incident
a. Do not rush to the burning house without proper evaluation
b. Try to inspect the adjacent house if there are people trapped, abandoned and or locked children inside the house and they must be attended first before others.
4. Flood disasters
a. Prepare all necessary equipment before going to the scene
b. Organize committees for contingencies
c. Take note all the names of rescued people and children
d. Assist evacuees on salvaging their things
5. Public information and dissemination
a. Against wrong perception and negative opinion
b. Gossip and mongering shall be discourage, suppress, stop if necessary to avoid adverse effect. 6. Crime awareness and preparedness
a. Negligible wrong deeds must be prevented to avoid it going worst in a nice way or through campaign
b. Petty crimes shall be prevented to avoid the tendency of becoming hardcore criminal.
7. Livelihood program
a. Sustainability- economic patronage

Suspension, expulsion and termination of membership, shall be in accordance with the rules and regulations of the association and of the corporation code of the Philippines. Any member of the association may file charges against a member by filing a written complaint with the Secretary of the Association.
The Board of Trustees shall call a special meeting of the members to consider the charges. The affirmative vote of 1/3 of all the members of the association shall be necessary to suspend a member; provided that were the penalty is expulsion the affirmative vote of 2/3 of all the members shall be necessary to expel a member.
Any member may be suspended, expelled or terminated from the association for acts, inimical, prejudicial or contrary to the rights, welfare and interest of the association and/or any of its members.
a) The specific act and surrounding circumstances shall be reflected in a written complaint by any member or non-member to be submitted to the Secretary or the Committee on Investigation and Disciplinary Action which shall function and act upon said complaint strictly in accordance with the due process of law.
b) The extent of the irregularity done or the gravity of the offense committed will be the basis of the Committee’s action on the complaint, with rebuke or reprimand as the lightest action.
c) Any member meted out with the penalty of expulsion or termination automatically losses his rights and benefits of membership; and all dues and fees paid by him shall be forfeited in favor of the association. The subject will be required to turn over his KARANCHO uniform, and flag to the President.
d) In the event that a chapter or zone suffers an erosion of members behavior, and rampant of non feasances, misfeasances and malfeasances grossly violating the concept and objectives of the association and inimical to its integrity, the KARANCHO officialdom of the umbrella organization will have the option to cause for the disbanding of that chapter or zone, and to cause for the confiscation of all KARANCHO uniforms and other related and identifying materials from all the members of that unit, thus, finishing the ultimate act of dissolving it.
Section 1. FUNDS
the funds of the association shall be derived from admission/membership fees, annual/monthly dues and special assessment of members, gifts, donations or benefits.
Section 2. FEES AND DUES
Every member of the association shall in addition to the membership fee pay dues and/or assessments that may imposed by the association from time to time.
Section 3. DISBURSEMENTS
Withdrawal from the funds of the association whether by check or any other instrument shall be signed by the Treasurer and countersigned by the President. If necessary, the Board of Trustees may designate other signatories.
Section 4. FISCAL YEAR
The fiscal year of the association shall be from January 1 to December 31st of each year.
Section 1. FORM
The corporate seal of the association shall be in such form and design as may be determined by the Board.
Section 1. AMENDMENTS
These By-Laws, or any provision thereof, may be amended or repealed by a majority vote of the members and by a majority vote of the Trustees at any regular or special meeting duly held for the purpose.
