Ok, find the glitch. I have to remove the PYTHONPATH env variable as it points to c:\python27. Both the native jupyter notebook short cut from Pro and yours work fine. But your "Start in" works better for me. Thanks.

ArcHook doesn't look to support Pro currently. With Pro 2.1 and later, you should be able to directly use Jupyter Notebooks from the ArcGIS program group, as its included out of the box. Alternatively, you can start Python Command Prompt and then run "jupyter notebook".

Starting in Ubuntu 17.04 Jupyter Notebook can be installed directly from the default Ubuntu repositories (sudo apt install jupyter-notebook jupyter-core python-ipykernel in Ubuntu 17.04 and 17.10). python-ipykernel is necessary for running Python 2.x programs in Jupyter Notebook, which otherwise supports only Python 3.x.

I've been using the jupyter notebook through the workbench in Vertex AI and there hasn't been an issue for years. But yesterday I adjusted the boot disk and storage disk size and then it fails to load. It appears that I can run the notebook but it pops up an ever-loading blank page. I also migrated it from a 'user-managed notebook' to 'instances', and it is also stuck at loading. I attached the screenshots below. I wonder if anyone know what is happening?

If you prefer to use the command line instead of Anaconda Navigator, once you have Anaconda installed, you should be able to open a new Terminal window (Mac) or Command Prompt (Win) and run jupyter notebook to launch the web browser with the Jupyter Notebook application.
