Judith Nalukwago, PhD, is a social and behavioral scientist with a background in capacity building, monitoring and evaluation (M&E), research and knowledge management, gender integration and adolescent development programming. She is the Senior Advisor Monitoring, Evaluation and Learning for the Johns Hopkins University Center for Communication Programs, USAID-Social and Behavior Change Activity. Dr. Nalukwago has experience working on international and national multilateral donor-funded programs from USAID, PMI, PEPFAR, Global Fund, DFID, UK AID-Comic Relief, UNICEF and DANIDA. She has significantly contributed to complex, multi-sectoral health and development programs in sub-Saharan Africa through technical and managerial experience with proposal development, program conceptualization, design and implementation, partner coordination, M&E budget management, narrative and financial reporting, and staff mentorship. She has experience in leading operational research design and implementation including research protocols and tools development, field data collection, data analysis and writing of technical reports, research and policy briefs. Dr. Nalukwago obtained her PhD in Public Health with a focus on Health Promotion and Communication, Behavioral Science and Adolescent Development from Maastricht University in the Netherlands.
