HCPS families,
I’m writing this morning with some important news. At Thursday’s School Board meeting, my leadership team and I will be recommending a fully virtual start to the 2020-21 school year. This recommendation, which goes to our School Board for a vote on Thursday, aligns with our Board’s desire to prioritize health and safety, and is the result of an intense examination of all angles and approaches while monitoring current health conditions in our region.
As heartbreaking as it would be to not see all our students in person on September 8, it is clear to me that this is the most prudent recommendation at this time, based on evolving health information. Since mid-June, average reported cases of COVID-19 in Virginia have been on the rise, and other Southeastern states have been seeing significant spikes. At present, I believe the virtual start, which would occur for at least the first nine weeks of the school year, is the most feasible way to protect the health and safety of all our staff members and students.

As Virginia moved to "Phase 3" and the number of community cases seemed to be falling, the prospects looked promising for bringing our students back for some form of in-person instruction. However, recent health data raises significant concerns about whether the mitigation strategies (such as those recommended in Phase 3) provide the level of health and safety assurances that HCPS families and employees need to bring students back for in-person learning.
Of course, I've also considered important input from you, whether that was in our survey, our Community Meeting, and more recently, in email messages filled with thoughtful questions and creative solutions. Thank you so much for sharing your concerns, opinions, ideas and hopes!
While this recommendation may ease many minds, it also comes with questions about what “fully virtual” learning will look like. Fully virtual learning would not resemble the “emergency learning” that was implemented back in March and April. Our plan calls for a strong, structured and graded experience that is newly designed and developmentally appropriate. You may be familiar with Henrico Edflix, which offers a lot of great material, and we’re very proud of it. It was an emergency learning tool that provided flexibility for staff and students (primarily in elementary schools) in bringing the school year to a sudden close in the middle of a crisis. For months, we have known that a virtual option would be included for the 2020-21 school year and our staff members have been working long hours to create a redesigned, developmentally appropriate experience that is rich, structured, robust and graded.
In other words, this won’t be a collection of online activities. This will be school.
Visit our “HCPS 2020-21: Mission Forward” page for additional details as they stand today, including sample schedules that may help you begin to envision what a typical week might look like. Please be assured that we will continue to provide you with information, guidance and answers to your questions.
As we move forward, we'll strive to gradually increase opportunities — as health and safety conditions allow — for limited in-person learning, by focusing on groups of students for whom distance learning presents more challenges. For example, at the start of the school year, we'll be looking at many of the recommendations in Virginia's Phase 2 which call for virtual instruction for most students, with limited in-person learning for students who receive special education services, English learners, early learners and other small groups.
Finally, I want to assure you that HCPS is invested in education, innovation and the journey toward excellence. We will continue to monitor local health information and make decisions that are grounded in data and the recommendations of health experts. By proceeding in this way and implementing our health-risk mitigation strategies, we can work toward a measured, gradual return to in-person teaching and learning.

Last month, we told you that HCPS is participating in a temporary food assistance plan being implemented by the Virginia Department of Social Services and the Virginia Department of Education. This month, P-EBT cards have begun arriving at homes, and some people have experienced issues with activating their card. We would like to share the following reminders and suggestions:
Instructions for activating your card are located on a small insert that arrived in the mail along with your card. Please follow those instructions exactly as written.
You should enter four zeroes, 0000, when asked for the last four digits of your Social Security Number.
When asked for a date of birth, you should enter the DOB for the eldest child in your household who receives free or reduced price meals. Enter that date in this format: MM/DD/YYYY.

Medication pick up for John Rolfe Middle School has been extended for one additional day. The added day will be May 19, 2020, from 8 am-11 am. This is an additional opportunity for parents to pick up any medications and supplies from the clinic. If Ms. Rosenbaum has spoken with you and you advised her to destroy any medications, please know medications will not be destroyed until after May 19th. So, if you change your mind and want to retrieve them, you may do so. After May 19, 2020 medications will be destroyed. Please continue to adhere to the drive-up policy. No one is allowed in the school at this time.

Information for Rolfe students in at least one high school credit class:
As you know, new learning will continue for students in these courses. It is very important that students continue with their learning and complete the assigned modules in order to receive their credit for high school. The information on the HCPS website states:
All other students (middle and high school) currently enrolled in a high-school credit-bearing course will engage in required* new learning experiences that will include essential missing content that would have been taught after March 13, 2020. This content will not be graded, however, there will be a denotation on the transcript that will be removed upon completion of the missing content/new learning modules.
*Students who are unable to complete the modules during this window will have another opportunity in the 2020-21 school year. Students enrolled in a course with an associated verified credit (e.g., related SOL) who need the associated verified credit to meet graduation requirements and have received the standard credit will be awarded a Locally Awarded Verified Credit (LAVC).
Between May 6th and June 12th, Students in high school credit courses will be asked to complete 4 assignments (one per week) for each high school credit class. Assignments will be accessed through Schoology and teachers will be available for support during this time. Each teacher will post their office hours on their Schoology pages should students need assistance with the new learning.
For courses that would have also had an end-of-the-year SOL test associated with the class (Algebra I, Geometry, Earth Science, and World History), students will receive credit for this test by completing the modules. This will be listed as a Locally Awarded Verified Credit on the student transcript.
We do not want our students to miss out on this opportunity to get their credit. A denotation on a transcript can affect the college admissions process and NCAA eligibility. So while students who do not complete the modules this year will have an opportunity to do it next year, we strongly recommend students finish their work this year.
Additionally, Per the VA Standards of Accreditation, a middle school student has the option to expunge/remove a high school course (grade and associated credit) taken in middle school from his/her high school transcript. While the course and grade will remain on the middle school record, neither the course nor the credit will be placed on the high school transcript and the grade will not be included in the high school G.P.A. Please note: Once the course has been removed, it cannot be placed back on the transcript.
To pursue this option, please complete and submit the electronic “High School Credit Removal” form located on the PowerSchool Parent Portal by June 30, 2020 (the year in which the student attempted the course). Directions for accessing this form are in the link below. Requests submitted after this time will not be considered. We encourage you to reach out to your school counselor with any questions and to discuss this option with your school counselor prior to making a final decision.
As a reminder, HCPS offers the following high school credit-bearing courses in middle school (this varies by school): Earth Science, Algebra I, Algebra II, PSCG Geometry, World History and Geography I, Art I Discovering Art, Independent Living, Technology Foundations, Exploring Computer Science, Introduction to Game Design & Coding, Digital Applications, Digital Media Art, 21st Century Inquiry and Leadership, Freshman Seminar, Academic & Personal Enrichment, Health/PE I, French I, Spanish I, Chinese I, French II, Spanish II, Chinese II, Foundations of Spanish Part B and Foundations of French Part B.

When our emotions rise and we feel like they make take over, having strong values can help us stay on track and feel good about choices we make.

Information released today by the Virginia Department of Education shows Henrico County Public Schools making gains in some areas and maintaining recent progress in others.
All nine HCPS high schools attained Virginia’s “Level 1” status for English, math and science, meaning they met or exceeded state accreditation standards, or made significant progress. All 12 HCPS middle schools attained “Level 1” status in math, as well as in addressing absenteeism.
Fifty-nine of the school division’s 67 K-12 schools – or 88 percent – were designated as accredited. All nine Henrico high schools maintained accreditation. In the period since 2014-15, the school division has cut from 28 to eight the number of schools designated as not accredited or conditionally accredited.
Ratcliffe Elementary School regained its accreditation, and made impressive gains, including 7 percentage-point improvements in both English and math for all students, as well as noteworthy gains for black students, economically disadvantaged students, and students with disabilities.
Fair Oaks, Mehfoud, Montrose and Varina elementary schools – which all regained state accreditation in 2018 – maintained their accredited status in the new report.
“We couldn’t be prouder of the hard work and dedication of our students and staff members in making gains across a range of academic areas,” said Amy Cashwell, HCPS superintendent. “Academic growth doesn’t just happen. It takes all facets of a community working together. We are seeing the results of that hard work – by our staff members, our families, our School Board and our citizens.”
Other evidence of improvement included:
- 84% of HCPS schools achieved Level 1 for English.
- 97% of HCPS schools achieved Level 1 for math.
- 94% of HCPS schools achieved Level 1 for science.
- 91% of HCPS schools achieved Level 1 for addressing chronic absenteeism.
- Eight high schools achieved Level 1 for graduation rates.
Henrico County Public Schools continues to pursue an aggressive plan to ensure that all its schools reach and maintain accreditation. As part of that strategy, the school division is:
- Adding wraparound services outside the classroom to serve a variety of student needs. This full-service community model is a pilot project that is being expanded.
- Adopting a culturally responsive education model to integrate concepts of equity and multicultural awareness into curricula and teaching strategies.
- Adding instructional coaches to assist teachers with instruction and planning, based on data and student needs.
- Forming teams to aid in teacher collaboration.
- Adopting Virginia’s school improvement process at all HCPS schools, to ensure that everyone at a school is on the same page and focused on schoolwide data-driven objectives.

Addressed the root causes behind problems with student attendance.
Seen a 55% drop in bullying.
Experienced a 22% drop in disciplinary actions this year and a 32% drop in altercations.

Seen an increase in winter benchmarks from last year to this year.
Been accredited in math for two years, with an 11% increase.
Attained a current pass rate of nearly 80%.
Become accredited in science after a 5% increase this year.
Seen a 24% increase in the math SOL pass rate for students with a disability – now over 60%.

If you would like to join us and help handout treats, join us in the JRMS parking lot at 4:30 p.m. or respond to this email. We are also asking for candy donations for this event. If you can donate, please send us an email or leave in the PTA mailbox at the school. We would like all donations by this Thursday or as soon as possible – (sorry for the late notice).
