The occasion:


I testified during a hearing held on Thursday, November 29, 1973, before the United States House of Representatives Select Subcommittee on Education (chaired by Representative John Brademas of Indiana's Third District), a subcommittee of the Committee on Education and Labor (chaired by Representative Carl Perkins of Kentucky's Seventh District).


I was among the public witnesses giving testimony in favor of legislation (H.J. Res. 734, 766 and related, in the 93rd Congress, 1st Session) requesting the President to call a White House Conference on Library and Information Services (WHCOLIS) in 1976.


The first WHCOLIS was subsequently held in 1979 during the administration of POTUS 39, James Earl Carter (served 1977-1981).  I attended President Carter's keynote address to the WHCOLIS on November 15, 1979, in Washington, DC.


Other members of the Select Subcommittee on Education who were present at the hearing, but not pictured, included Patsy Mink , Representative of Hawaii's Second Congressional District,  and Peter Peyser, Representative of New York's 25th Congressional District.


A second WHCOLIS was held in 1991 during the administration of POTUS 41, George H. W. Bush (served 1989-1993).
