Management of projects in the field of data processing has been one of the tasks I have performed in my professional career most often. In chronological order, a selection of projects in which I have been manager and/or coordinator:
Anemos.Plus + SafeWind (Mines ParisTECH/ARMINES)
- Period: 01/06/2009–31/08/2010
- Position: Research Engineer, project manager
- Description: In the projects Anemos.Plus and SafeWind, funded by the EU FP VI-VII, I acted as a research engineer in charge of the development of forecasting models for wind energy. By combining numerical weather predictions from the ECMWF and other sources with the particular characteristics of the wind farms and the consumption patterns under consideration, these models are able to accurately anticipate the production of energy. I also acted as a project manager for Anemos.Plus, in charge of coordinating the partners of the consortium, organizing the deliverables review process, and setting up the consortium meetings twice a year.
Dynamic Line Rating - Northern Ireland Electricity (UNED/Northern Ireland Electricity)

- Description: I conceived, proposed an coordinated a research project for Northern Ireland Electricity. This company is the transmission system operator in NI and was interested in studying a system for dynamic line rating which would allow for a safer and more efficient use of their electric lines. A machine learning model for probabilistic forecasting of line ratings was developed and delivered to them. My responsabilities included coordinating the team, performing data analysis, designing the statistical model, designing and running experiments, reporting, presentation and relations with the client.
Dynamic Line Rating - Red Eléctrica Española (UNED/Red Eléctrica Española)
- Period: 22/4/2011-28/11/2012
- Position: Project coordinator, principal investigator
- Description: I coordinated a study on dynamic line rating for two electric lines in Spain, in which a machine learning model was used for probabilistic forecasting of line ratings. My responsabilities included coordinating the team, performing time series analysis (including outlier treatment), designing the statistical forecasting model, designing and running experiments, reporting, presentation and relations with the client.
UNED/EMT Chair in Sustainable Mobility and Air Quality (UNED/Empresa Municipal de Transportes (EMT) de Madrid)

- Position: Chair holder
- Description: The UNED/EMT Chair in Sustainable Mobility and Air Quality mainly works on the development of forecasting models for traffic and air quality. I coordinate the activities of the Chair, which include a PhD in these matters.

- Description: The Municipality of Madrid hired UNED to develop a system to forecast air quality. This system is capable not only of anticipating the concentrations of NO2, ozone and particulate matter, but also computes an estimation of the probability that regulatory thresholds are exceeded. The product is in use. I conceived, designed and coordinate the project and my responsabilities include analyzing the time series data, designing the statistical model and the experiments, KPI monitoring, reporting, presentation and relations with the client.
ED3: "Distance, Digital, Data-based Education" (UNED)
- Period: 01/01/2019-present
- Position: Deputy vice-rector, project coordinator
- Description: In the framework of the project ED3 ("Distance, Digital, Data-based Education"), which aims to apply digital personalization and learning analytics to UNED (the second biggest university in the UE), I am in charge of designing the university-wide DataOps architecture and hiring the data scientists and engineers. As such, I provide direction in the process of mapping of all the available data sources at the institution level and I coordinate the process of building a data lake which serves the project. I also design and coordinate the learning analytics framework as well as the AI applications to education which are under development. In general, I provide direction, leadership and mentorship to university data resources.
IA application to the prediction of time series in order to optimize resource management in epidemics (Spanish Health Ministry)

- Description: In order to face the great uncertainties brought over by the pandemic crisis and the huge amount of data that are being generated and recorded daily about the COVID19 disease, the proposal deals with the application of the most recent and accurate spatiotemporal series analysis and forecast techniques, including deep learning and other artificial intelligence paradigms. The objective is to hastily develop predictive systems for cases, hospital admissions, ICU admissions and deaths by province and autonomous community, together with other interesting magnitudes (logistic, economic...) which can effectively focus the actions of the Health Ministry in this and other crisis. Also, a retrospective analysis is also proposed, in which we will aim to a posteriori determine the date of start of the pandemic in each territory. Furthermore, dashboards and other visualisation tools will be developed, allowing for useful knowledge extraction and decision making based on the data.
