Visitors

1.1. Only you are allowed to stay in the room. No sub-letting or co-occupation is allowed.

1.2. All visitors must be signed in and out at the reception by the lessee - you may not sign in anybody else’s visitor.

1.3. Visitors are only allowed between 7:00 and 24:00. (Subject to COVID curfew regulations)

1.4. Should there be a need for a visitor outside visiting hours, you must obtain a sleepover slip from the admin office within office hours (Monday to Friday).

  • Only a limited number of free-planned sleepovers will be granted per month (4 sleepovers per month)

  • Planned sleepovers exceeding the abovementioned number will be at a cost of R200,00 per sleepover.

  • Emergency sleepovers (not obtained during office hours), can be obtained from the security/reception desk, adn will be at a cost of R300,00 per sleepover, regardless if you still have free-sleepovers available.

  • Sleepovers have to be paid within 24 hours (or the next business day) at the admin office, failure to do so will result in the amount being billed to your account, with an additional admin fee of R100,00.

  • Permission will only be granted up to 4 times per month. (sleepover rules may be amended from time to ttime if necessitated specific COVID protocols)

1.5. You are responsible for the actions of your visitor(s) at all times. Your visitor may not be unacconpanied in our room or any other communal area of the building.

1.6. IF security or management becomes aware of a visitor that is signed in or sleepover for more that 10 days in a specific month, it will be considered as sub-letting or co-occupation, regardless if the visitor is signed in by different residents, which will constitute a material breach of these rules and the lease agreement. The visitor will be banned from visiting the nbuilding and the resident(s) will be disciplined in accordance with the disciplinary code.

1.7. Visitors who break the house rules will be asked to vacate the premises immediately and sleepover slips will not be reimbursed.

1.8. Depending on the transgression, visitors may be banned from the building at the discretion of the Student Life Executive and/or Student Life Manager.

Noise

2.1. Noise (including, but not limited to, music, loud conversation and shouting) must be kept to a minimum as to not cause a disturbance of any kind.

2.2. Quiet time will be between 22:00 and 10:00 Sunday to Thursday. Quiet time will start at midnight on Fridays and Saturdays with due consideration for the municipal by-laws requiring quiet from 22:00 till 10:00

2.3. A 24-hour compulsory quiet time will be maintained during examination periods, starting two weeks before the start of exams.

2.4. On occasion, a Kingsway Place, The Richmond, or Richmond Central social event, approved by the Student Life Manager, may exceed the 22:00 time limit.

2.5. If you use any equipment continuously to disturb an atmosphere conducive to study and rest, it will be confiscated and returned to you only at the end of the semester.

Condition of Studio

3.1. You are responsible for the condition of your studio and for keeping it clean and tidy. Cleaners will only clean communal areas and you may not request any cleaner to clean your studio. Special attention must be given to the hygiene of bathrooms.

3.2. All garbage must be disposed of properly in waste/garbage containers available throughout the Kingsway Place, The Richmond, or Richmond Central and in the refuse area located on each floor. No litter or other items may be thrown out of windows.

3.3. Studios may not become a health risk to fellow residents. Any cleaning that may be required as a result of any act or omission of yourself or your visitor, will be for your account.

3.4. Your studio must be returned in the same condition in which it was found when you vacate. Should you fail to do so, you will be held responsible for any costs incurred for replacement or repairs in this regard. There will also be a charge for cleaning the studio if it is vacated and not returned in a clean state.

3.5. Please note that scheduled and random studio inspections will be held to ensure that the abovementioned rules are adhered to.

Damages

4.1. All damages must be reported as soon as possible through the intranet portal or at the admin office.

4.2. The person responsible for the damage will be responsible for the cost of the necessary repairs or replacement.

4.3. You may not make any alterations or additions in or on the premises. You may also not drive any nails into the walls, ceiling or furniture or make any holes or attachments.

Private Property

5. Lock your room/unit at all times when out. It is strongly recommended that you obtain insurance cover for your personal property at the residence, as Kingsway Place, The Richmond, or Richmond Central is under no circumstances responsible for damages or loss. Including any property stolen in the communal areas, including the laundry areas

Smoking Alcohol and Illegal Substances

6.1. Smoking is prohibited in the building at all times. This includes the studios, stairwells and the internal communal areas. You may only smoke in the specifically assigned outside area. This smoking policy is also applicable in terms of the use of hookah pipes (“hubbly- bubblies”). Cigarette butts are not to be left lying around anywhere on the property.

6.2. The consumption of alcoholic beverages is prohibited in all areas. No alcohol is allowed in the building. In the case of specific Kingsway Place, The Richmond, or Richmond Central event, alcohol will be allowed if special permission has been obtained from the Student Life Manager prior to the event.

6.3. Ensure that visitors/guests adhere to the abovementioned rule. Disciplinary action will be taken against you if you’re in the company of a person who does not adhere to the rule of alcohol beverages.

6.4. Drunken, disorderly and rowdy behaviour due to alcohol consumption is strictly prohibited.

6.5. Illegal substances cannot be brought into the building. A policy of zero tolerance will be applicable and offenders will be reported to the police. Management reserves the right to access the premises and to do a search of person or property. Drug testing may be required to be taken if you’re found to be in breach of this House Rule.

Parking

7.1. Vehicles may only be parked in the allocated rented parking bays as set out in the lease schedule. If a vehicle is parked in the wrong parking bay a R500.00 penalty fee will be charged.

7.2. Please ensure that vehicles do not drip oil or brake fluid on to the common property or in any way deface the common property.

7.3. Residents must update security with their most recent vehicle details (registration number, make and model).

7.4. Use of the parking area is at your own risk. Kingsway Place, The Richmond, or Richmond Central will not be liable for the theft or damage to vehicles parked on the property. Insurance of vehicles, motorcycles and bicycles are the owner’s responsibility and vehicles must be locked at all times.

7.5. Only those in possession of an official Kingsway Place, The Richmond, or Richmond Central parking access card may enter the parking levels. No friends or visitors may enter the building via the parking levels.

Fire Safety

8.1. Fire censors, fire alarms and smoke detectors may not be covered or tampered with. This includes fire censors in individual studios. Any person who tampers with or misuses any safety equipment will be guilty of a criminal offence. If your actions result in the Fire Department attending the premises due to a false alarm, you will be liable for any costs.

8.2. Fire escape doors and emergency exists may only be used in the event of a fire or similar emergency. These may not be used as normal exits or entrances to the residence.

8.3. No person may light any fire outside, break any fire glass, set off any fire alarms without cause, or misuse fire extinguishers or hoses.

8.4. No open-flame devices (including all space heaters, open-bar heaters, paraffin or oil lamps or stoves, alcohol burners or gas stoves as well as candles of any kind) are allowed and will be confiscated. Burning candles, oil burners, incense burners, bar/oil heaters etc. are prohibited at all times.

8.5. Fire drills are mandatory for accreditation with the University and Fire Safety Regulations and Certifications. Please note that it will be done as and wehn needed without prior confirmation or warning.

Communal Areas

9.1. All persons residing in Kingsway Place, The Richmond, or Richmond Central can make use of communal areas such as the games studio, lounge, study area and IT labs. Bookings for specific events must be done in the office during office hours.

9.2. When making use of the communal living areas please do not cause any excessive noise, undue inconvenience, or disturbance.

9.3. Communal study areas should be kept neat and everything must be returned to its original position after use.

9.4. Manage the time you spend using computers in a considerate manner. Silence must be maintained in the study centre at all times and group discussions must be taken elsewhere.

9.5. No food or drinks are allowed in the study areas and IT labs.

9.6. Interference with the air-conditioning systems in the IT labs is strictly prohibited.

Medical Emergencies

10.1. Any serious injury, physical condition, indisposition, disability or illness must be reported to the Student Life Manager or the Security Desk immediately, who will seek medical assistance if necessary.

10.2. The resident must ensure that all medical information, medical aid infromation and emergency contact information is up to date at all times, by updating such on the intranet.

Stoves and Cooking

11.1. Kitchenettes must be kept clean and neat at all times to ensure that it does not attact pests or crawling insects.

11.2. Food preparation may not pose a fire hazard, cause cleanliness or hygiene issues and inconvenience fellow residents.

11.3. Cooking may only be done in the microwave (where supplied) or on an induction stove. You may not cook food in any area of Kingsway Place, The Richmond, or Richmond Central other than in your own kitchenettes.

11.4. If there is any damage or fire resulting from the use of the provided or own stoves in the room the resident will be liable for the cleaning, repair and restoirng of the studio.

General

12.1. At no time is it acceptable for your to be abusive towards any other resident, cleaner, security or staff of Kingsway Place, The Richmond, or Richmond Central in order to resolve disputes. Disputes must be reported to the management office or online via the intranet.

12.2. Any form of racism, sexism, homophobia, xenophobia, ethinc chauvinism, religious intolerance, unfair discrimination, hate speech, sexual or gender-based violence or any other disrespectful behaviour is prohinbited.

12.3. Nothing may be thrown out of windows of the building. This includes, but is not limited to, bubble-gum, cigarette butts and fruit peels.

12.4. Personal items such as bags, suitcases and bicycles must not be left on the communal areas. Any such items will be removed by the cleaners.

12.5. No equipment or furniture may be removed from the studios or the communal areas.

12.6. Any abuse of equipment in the builindg (TV rooms, lounge, IT lab, games room, braai areas), will be a material breach of this agreement and will result in the closing of the facilty.

12.7. You will not be allowed to tamper with or damage the plants, trees or door/gate/mechanism. Any damage due to such action will be charged to your account.

12.8. Upon moving out of the room an inspection has to be done to confirm that the room is in the same condition as received. Note: A minimum cleaning fee of R250 (2021 price) will be charge when moving out. All repairs will be for your account if not noted on the inspection sheet. 12.9. Review the Sexual Assault Policy and any other policies specific towards the fair stay of each student. These policies are available on the intranet and are incorporated herein and form part of these rules and the lease agreement and if breached will constitute a breach of the rules and the lease agreement.

12.10. The disciplinary process (available on the intranet) will be followed in the event of any resident’s transgression of the house rules.

12.11. Kingsway Place, The Richmond, or Richmond Central is a cashless site and all purchases and rental payments (where applicable) may only be done via card payments.

12.12. Kingsway Place, The Richmond, or Richmond Central's canteen/kiosk operator is a Third-Party that may or may not (as per the third-party operations requirements) accept cash or card payments. The provision of a canteen/kiosk is done so on a contract basis and the operations thereof is at the management and/or owners’ discretion. – Where applicable

12.13. Provision of meal vouchers is either part of the lease agreement (where such is stated) or by purchasing meals directly from the supplier or operator.

12.14. Not the Lessee nor any other service provider, without the prior written consent of the Lessor, may market (add signage), sell or promote any products or services in the building.

POPI Act, Surveillance and

13.1. From time to time and during events that is attended at Kingsway Place, The Richmond, or Richmond Central photographs might be taken. Such pictures might be used in presentation or social media without prior notice.

13.2. Kingsway Place, The Richmond, or Richmond Central makes use of WhatsApp Groups to communicate with students, please ensure that you are added to the applicable group. Permission to be added to the group is done by accepting the being added to the group and in doing so you are making your contact details publicly known. All liability towards Kingsway Place, The Richmond, or Richmond Central, the owner or agent is waived relating to the use of the publicly known contact details.

13.3. Kingsway Place, The Richmond, or Richmond Central is under constant CCTV surveillance and by entering Kingsway Place, The Richmond, or Richmond Central it is agreed that such surveillance may be used, where applicable for safety and awareness purposes.

13.4. In the event that such surveillance needs to be used to determine any violation of any kind whatsoever it will be done within the CCTV Policy of Kingsway Place, The Richmond, or Richmond Central, that is available on request.

13.5. In the event of any misconduct of whatever nature a resident and/or management may request to have CCTV surveillance viewed in order to determine the specifics of an event. The request must be given through to the Security and the Property Manager will be informed to review the footage and provide confirmation that the footage is free of POPI Act violations in order to give such to the police or management for further investigation.

13.6. No resident may review CCTV surveillance footage without the official permission from the Property Manager.

13.7. No resident may interfere with the duties of security or be behind the security counter, without permission.

13.8. No resident may have any form of weapon or fire arm in the building.

Covid House Rules

14.1. Social distancing of at least 2 meters to be adhered to everywhere in the building.

14.2. The visitor’s policy will be reviewed from time to time.

14.3. Should visitors or sleepovers be allowed they are subject to health screening and a temperature check by Security every time upon entry of the building.

14.4. National curfew times to be adhered to.

14.5. Common facilities such as the study centres, games room, laundry and lounge/TV Room may or may not be open at management’s discretion.

14.6. If the building is fitted with elevators the number of people allowed in an elevator at any given time will be indicated.

14.7. Masks to be worn in any shared room as well as outside of rooms at all times. This includes corridors.

14.8. All residents must be on the building WhatsApp group for urgent messages to be sent to all residents. If your number changes, or you are not on the WhatsApp group, it is your responsibility to notify the Student Life Manager.

14.9. Students are allowed to enter the rooms of other students. No more than 3 people per room in total at any given time. This is applicable to both single and sharing rooms.

14.10. Students to practice personal hygiene and ensure that basic hygiene protocols are observed. All shared facilities in kitchens and bathrooms to be meticulously cleaned before and after use.

14.11. Should you experience any symptoms of COVID-19, it is your responsibility to seek medical attention. Should you test positive for COVID-19, it is your responsibility to immediately notify the Student Life Manager via WhatsApp.
